If a nation decided to "genocide" a group of individuals and succeeds in doing so, Are the characters considered dead and must be pk'ed?

No, unless the players themselves decide to pk their characters. 

Snelves are a great example of this.

The snelves, as a nation, have been "destroyed" like 5 times now, and a lot of people have tried to genocide them (hence why they got destroyed 5 times).
