No longer are nation boats going to spawn, rather they each lead to their respective island along with any other fast travels whose destination leads to the hub. Below are some handy pictures to help you navigate through the new fast travel system, with each of the wagons or boats highlighted and labeled. If you actually read what was said it was also done because you can't use fast travels to raid people.
