The Charter of Auguston

9th of Amber Cold, 1615

 

Within the year 1615, the Emperor guided by the Heavens above does see it fit to bestow upon this Holy Empire this charter. It is within the hopes of the Emperor that this charter shall establish a stable and long-lasting administration that facilitates the good-will of the people in the Capital.

I. Positions

 

The positions of this Council are as follows:

 

Minister of the Interior:

    Tasked to head up the administrative affairs of the Emperor. This appointed role is to govern the city in the name of His Imperial Majesty. The Interior Minister sits at the head of the City Council, overseeing it, keeping the council on track and appointing the Head Steward, Marshal and Deputy Minister.

 

    The Interior Minister shall:

        Be the deciding vote on Council Matters if the Council is tied

        Direct Council focus

        Appoint the members of Head Steward, Marshal and Deputy Minister

        Dismiss any and all members of the Council

        Call for snap-Elections


 

Deputy Minister of the Interior:

    The Deputy  Minister of the Interior as appointed by the Minister of the Interior is tasked to manage all duties held by the Minister of the Interior in his absence. He shall maintain a voting position on the Council and personally advise the Minister.

 

    The Deputy Minister of the Interior Shall:

        Maintain and carry out the duties of the Minister of the Interior if The Minister is absent, missing, dead or otherwise not able to carry out his duty as deemed by the Emperor or the Council

        Vote on matters in the Council

 

 

The Head Steward:

    The Head Steward as appointed by the Minister of the Interior is tasked at employing, maintaining and directing Stewards. He is to manage and coordinate the buying and selling of homes, all matters realty and the City Housing Ledger.

 

    The Head Steward Shall:

        Employ, Direct and Maintain Stewards

        Maintain housing records

        Manage construction projects and zoning

       Vote on matters in the Council

 

 

The Commandant

    The Commandant as appointed by the Minister of the Interior is tasked to maintain, uphold and enforce the laws governing all who are within the borders of this Holy Empire. He is tasked to maintain and grow a Capital Garrison which assists him in his just efforts.

 

    The Commandant Shall:

        Maintain, uphold and Enforce the law

        Employ, direct and maintain a Capital Garrison

        Vote on matters in the Council

 

 

The People’s Representative

    The People’s Representative as elected by a popular vote by the people of Augustus shall be tasked with keeping the well-being of the people in mind of the Council. He will maintain the spirits of the populace through events, dances and other festivals.

 

    The People’s Representative Shall:

        Maintain the well-being of the People

        Run Festivals and other Events within the Capital

        Vote on matters in the Council

 

 

The Grand Burgher

    The Grand Burgher as appointed by the Minister of the Interior shall be tasked with the relations between Capital and businesses. It is the duty of this office to expand and promote both guilds and business within the walls of the Capital. Further it is in his office to advise the Council on mercantile measures.

 

    The Grand Burgher Shall:

        Expand and Promote both Guilds and Businesses within the Capital

        Advise the Council on matters that are mercantile

        Vote on Matters in the Council

 

 

The Auditor General

    The Auditor General as appointed by the Minister of the Interior shall be tasked to that operate with the capitals’s demographics and matters of citizenship, however also has the important role of ensuring that every government or department decision is officially recorded and kept updated. As a master statistician, he controls many of the Crown’s ledgers and dutifully manages data and specifics, including those of manpower and progression.

 

 

    The High Magistrate Shall:

    Maintain a Census of Citizens

    Audit Imperial Offices

    Vote on matters in the Council

   


 

II. Council Duties

    It is within the wisdom of His Imperial Majesty that he does deem fit the Council of Auguston to maintain and govern the Municipality of Auguston. In the creation of this Council, it is the hope of the Imperial Government to grow and promote a prosperous well-being within the Capital of this Holy Empire. In order to do so, the Council Duties and Bylaws are as follows:

 

Voting Procedures:

I. In order to better maintain standards that work towards both the Crown and her People these voting procedures have been put in place to better clarify Council roles and voting.

       1. All Council Members shall vote save for the Minister of the Interior

       2. The Minister of the  Interior shall vote when specified a measure that requires a 6/7 vote

       3. The Minister of the Interior shall act as a tiebreaker if the Council is split evenly

II. Voting members may abstain from a vote

III. Voting members must cast their vote within a two saint day period, otherwise their vote will be marked as abstention

   

 

Voting Bylaws:

  I. In order to maintain a productive and successful Council, the voting bylaws are as follows,

       1. On matters of Legislation

       2. To vote and propose legislation that falls within their domain

       3. Must have a 4/6 vote

  II. On matters of Taxation

       1. To vote and propose rates of taxation

       2. Must have a 4/6 vote

  III. On the Institution of Martial Law

       1. To vote to send a request of Martial Law to the Minister of the Interior for approval

       2. Must have a ⅚ vote

  IV. to give emergency powers to the Minister of the Interior

       1. To give supreme rights and duties to the Minister of the Interior for a period of two years before needing to be voted on again

       2. Emergency powers will suspend the charter and elections to the discretion of the Minister of the Interior

              2a. The suspension of the Charter excludes the requirement to recast votes on emergency powers every two years

       3. Must be unanimous vote by the council

  V. To deem the Minister of the Interior incapable

       1. To give full duties of the Minister of the Interior to the Deputy Minister until the position of Minister of the Interior is resumed

       2. Must be a ⅚ vote

  VI. To send new Charter proposals to the Emperor

       1. When deemed fit by the Council, the Charter may enter into a reformation period where resolutions and proposals that are voted on by a majority of Council members and approval of the Minister of Interior        may be sent directly to the Office of his Imperial Majesty for his seal

       2. Must have a vote of 6/7 to enter into a period of reformation

  IV. Forming Investigative Commissions

       1. At the behest of 4/6 of the Council of Auguston, an investigative commission may be formed to seek answers into all matters pertaining the Municipality of Auguston

       2. A committee body may be formed at the behest of the Minister of the Interior in a formal declaration to the Council

 

    Other Council Bylaws and Duties are as follows,

 

  I. On matters of corruption

       1. To stay the hand of corruption a full council must be appointed and or elected. All matters involving the creation of laws, taxes, proposals et cetera shall be suspended until a full council is in office. Save for          the loss of the Minister of Interior.

       2. The Commandant shall not be a member of any other military order, public or private

              2a. Imperial Knighthood and the Imperial Army is an exception

       3. Magistrates shall not oversee judicial hearings if it involves their family

       4. The High Steward is to make his ledger public to all members of the Council

 

  II. On Investigation and Inquiries

    In order to better serve and promote the Capital, the Council is hereby able to create formal commissions into all matters that are within the Municipality of Auguston.

 

The Committee bylaws are as follows,

 

       1. The enactor of the Committee be it Council or Minister of the Interior has the right and responsibility to choose a chairman to preside over the Council

       2. The Chairman must meet the candidacy requirements as scribed in section 3.3 of the Charter  but does not need to be a Council member

       3. The Committee shall be made up of individuals recommended by the Chairman and accepted by the Council by 4/6 vote.

       4. The power and responsibility to send a report and recommendation to the City Council

  III. Formation of law-making bodies to aid the council

  In order to better facilitate the management of the city and increase the capacity to which the Municipality of Auguston can function, the council may form law-making bodies.

       1. Law making bodies may be formed with a 4/6 vote and approval of the Minister of Interior

       2. A law making body may perform the functions given to it by the council

       3. The law-making body may not supercede the laws, council and imperial government

       4. These bodies may only form Municipal laws  

 


 

III. Elections

    To facilitate the goodwill and well-being of the people, his Imperial Majesty in his gracious wisdom has allowed for the elections to the Council of Auguston. The positions that are to be elected are, the People’s Representative, the Grand Burgher, and the High Magistrate. These elected members are to serve as the voice and heart of the people of Auguston and aid the Council in promoting the wellbeing of its people.

   

  I. Election Dates

       1. Elections shall take place every three saint weeks. Polls will open on the first of the third week and end on the seventh day of the same saint week.

       2. The elected officials shall not take office until the first of the fourth saint week. It is in this grace time that the elected officials are to learn the ins-and-outs of their new found position.

       3. By will of the Minister of Interior snap-elections are to take place no earlier than a saints week when the notice of the election is released.

 

  II. Voting Eligibility

       1. To vote one must be in their sixteenth year

       2. Prove residency within the Municipality of Auguston  

       3. Be within good standing with the Crown

       4. To have no debts of over 1,000 mina to the Crown

  III. Candidacy Eligibility

       1. To be within their sixteenth year

       2. To prove residency within the Municipality of Auguston for a time no shorter than two years

       3. Be within good standing with the Crown

       4. To have no debts of over 1,000 mina to the Crown

       5. Be a practicing member of  the Church of the Canon

 


 

 

IV. The Duty of the Garrison

    Building upon and revising the Governance system that was the Municipality of Felsen, the Emperor in his wisdom does see it fit to lay out bylaws of the Garrison. It is the ultimate task of the Garrison to aid the Commandant in upholding the Provincial, Municipal and Imperial Laws.

 

The bylaws of the garrison are as follows:  

 

       1. Where the Imperial Military is present, the Garrison is to act as an aid to them

       2. The Garrison is not to make arrests within the grounds of the Imperial Palace unless authorized by the Minister of the Interior or his Imperial Majesty

       2a. This is void if they are pursuing a suspect that runs into the Palace grounds

       3. The Garrison is not to interfere with Imperial Business

       4. The highest ranking officer present is to enforce the punishment of minor laws as he deems fit. In cases of murder, treason or other high crimes the criminal is to be tried by the Magistrates.

  I. Executions

       1. Executions for minor crimes is prohibited

       2. The Garrison is to carry out executions of nobility and other high-profile individuals at the behest of the Minister of the Interior and his Imperial Majesty

       3. Executions of all other criminals who do not fall into the aforementioned shall be decided by the Magistrates and or highest ranking officer in times of immediacy or emergency

  II. Torture

       1. Torture of low-born is acceptable under the circumstances it is to gain pertinent information

       2. Torture of nobility and other high-profile individuals is prohibited unless at the behest of the Minister of the Interior and his Imperial Majesty

  IV. On Payment

       1. The Guard is to be compensated for their time under the employ of the Municipality of Auguston no longer than every two saint weeks

 


 

V. On the Matters of the Purse

    In order to build upon the Charter of New Ancelcourt, his Imperial Majesty in his wisdom does sees it fit to erect the bylaws of the purse as to maintain a pristine government.

 

I. The Purser

       1. By the appointment of the Minister of the Interior, the Purser shall act as an advisory non-voting role that is responsible for managing the coinage of the Municipality of Auguston

       2. The City Purser shall keep the ledger of the pursery public to the Council of Auguston

       3. The Purser must audit the ledger no less than every two saint weeks in order to ensure that no one under the employ of the Municipality of Auguston is embezzling the coin of the Crown

 

II. On the Municipal Budget

       1. No less than 15% of the Municipal Budget may go towards the Garrison

       2. No More than 50% of the Municipal Budget may go towards any one department

       3. All withdrawals from the budget must be accounted for

 


 

 

It is within this Charter that his Imperial Majesty’s Administration and the Administration of the Municipality of Auguston hope to cooperate and work together in a productive fashion. The well-being, goodwill and general welfare of the people of Auguston and it’s promotion is the aim of this Charter. By God’s will it shall be done and by the Emperor’s Seal shall this be carried out. May the Citizens of Auguston smile upon this charter as a way to look out for their fellow citizenry.
