The United Elven Dominion

 

“For the peace and security of all Elves, the Dominion Prevails.”

 

We, the united elves of Caras Eldar and the Dominion, do set forth this codex, in order to form a stronger insurance and vestment for the future of all Elvenkind. By this writ we seek to define the goals of the Dominion for all that might seek to join together, and recognize further that Mali are a diverse kind, with many distinct cultures; for each among the mali’ame, mali’ker, and mali’aheral are possessed of unique ways and mannerisms. By this writ we seek also to remind our people, the Elder Folk, that though we come from different places, and live in different ways- sing different songs, and worship different beings- our hearts beat together, as one. The Dominion is therefore established as a home for all mali to live in, away from the struggles and tribulations of other races and creeds; it is our mission to keep the sons and daughters of Malin secure, that we may give them peace of mind to live their lives as they see fit. It is our granted goal to build up our cultures to coexist with each other, and eschew the barriers which have so long divided us...

 

The mali of Caras Eldar will endure. The Dominion Prevails.

 

 

-= The High Prince =-

 

The prime authority as ruler of all states under the United Elven Dominion and the shining symbol of all citizens under the Dominion. The High Prince or Princess is set to fulfill many duties in the government of the Dominion when they undertake the role, in order to ensure the function, and survival of the Dominion.

-=Nomination Method=-

 

In the event that the Dominion lacks a High Prince or Princess, or in such cases where the High Prince or Princess steps down, or is unable to continue their duties, the princely council will, without pause, convene to discuss potential candidates of the position, after such, they will hold debate, and accept public letters on behalf of the position. Any potential candidate must;

 

- Be a naturalized citizen of the Dominion for a majority of such candidate’s lifespan

 

- Be a full-blooded mali

 

- Have no criminal background, unless pardoned by a previous High Prince or Princess

 

After such a period of 2 elven days, The Princely Council will convene once more to vote on the position of High Prince or Princess. Any such candidate must gather support of a majority of the Princely Council, or four out of six votes (4/6). After such, the candidate with the majority of votes will be brought henceforth into the office of High Prince or Princess.

 

-=Duties of the High Prince=-

 

Grand Exarch to the Mali

They serve as the final justice of the Dominion, ensuring all law of the state is carried out even in the most dire of circumstances. They take whichever case they wish, if not already dealt with by other Exarchs. All matters that concern international law go straight to the Grand Exarch.

Only through fairness and true justice will the Dominion endure.

 

Lord Protector of the Woodland Realm

The High Prince serves also in tandem with the Prince of War in times of great conflict in order to ensure domestic security in the Dominion. Ultimately, they command the Virarim alongside the Prince of War, and even serve on the battlefield as an officer if the situation permits.

 

Ironwood Emissary

The High Prince must do all in their power to foster and develop foreign relations with other nations in order to maintain domestic tranquility and preserve the national security of the Dominion, both in times of peace and war. In addition, the High Prince must represent and protect the nation’s interests while abroad.

 

Elven Exemplar

In all things, the High Prince or Princess should serve as ceremonial and cultural head of the nation, guiding their people in all manner of celebration and ceremony, through religion, and ensuring that culture survives. In times of hardship, they must reassure the nation, in times of plenty, give thanks. The High Prince should encourage national unity in whichever way they can, encouraging cooperation and consensus throughout the Dominion. They must be the true symbol of the Dominion, and a shining example to all Mali.

 

-= Princely Council =-

 

Lords of Elvendom and representatives of the Elder Race, heads of the Shining Princedom and well-regarded Mali. Each individual possesses one (1) vote which may be cast when a voting cycle is called by any two (2) or more Princes. These cycles may be used to decide matters of war, policy, and other items of import, and require a strict majority in all cases. (4/6) In the event of a tie, the High Prince may break the tie.

-=Description of Princely Duties=-

 

Of All Princes Henceforth

To maintain themselves as a shining beacon of hope to all elvenkind, to uphold the law of the land to their fullest extent, to attend council meetings and vote on motions presented by council members, to represent the interests of the Dominion as a whole,

 

Prince of Foreign Affairs

It is first and foremost the duty of the Prince of Foreign Affairs to ensure that the Dominion maintains positive relations with other nations of Atlas. In peacetime, to ensure tranquility with other nations, and foster long lasting and beneficial friendships. In times of war, or preparation of war, it is their duty to seek allies of the Dominion, that we may continue to protect elvenkind.

 

Prince of War

It is the first and foremost duty of the Prince of War to serve as General of the Dominion’s armies, working in tandem with the High Prince in times of war to ensure that the Dominion endures, to ensure that enemies of the United Dominion fail in any attempt to assail our people. It is this Prince that serves as the final bulwark against those that would bring harm unto the citizens of the Dominion.

 

District Princes

It is the first and foremost duty of the District Princes to ensure that the citizens of the Dominion are represented during Princely Council meetings, in respect to their specific districts. District Princes are expected to work in tandem with the steward sect in order to make district-wide changes to construction. In addition, district Princes should oversee municipal duties managed by the head steward of their district. In addition, district princes are responsible for the growth and progress of their distinct culture, to foster the arts, and faith. Finally, it is within their authority to assist the managerial princes in their duties if requested.

 

-= Court of Lords=-

 

Esteemed representatives of specialized operations, who direct problems and discussions to the Council, run day to day operation of the Princedom and address paramount municipal matters around the city of Caras Eldar. These roles are appointed directly by the Princely Council and may be removed by such means. It is this Court that deals with the lawmaking of the Dominion, ensuring that the needs of the public are met in accord with the Dominion’s mission of prosperity and order. This court is led by the Lord Steward of the Dominion.

-=Description of Lordly Duties =-

 

Lord Steward

It is the first and foremost duty of the Lord Stewards to manage the day to day management of the city including taxes, buildings, commerce, and those regular stewards below them. They are allowed three assistants dubbed stewards to assist them in their duties, each, to be raised to their positions by none other than the Lord Steward themselves.

Lord Exarch

It is the first and foremost duty of the Lord Exarchs to ensure that the laws of the Dominion are most properly followed, interpreted, and enforced. They will head court proceedings of the criminal nature and give legal council to all of those who require it. It is also within their right to inspect and propose changes to laws which shall be given to the Princely Council to be voted upon in their sessions.

Lord General

It is the first and foremost duty of the Lord General to see to the safety of the Dominion in times of peace, and to serve as the Prince of War’s second in command during times of conflict or war. To ensure that law is being followed in all territories and states of the Dominion.

Lord Arcanist

It is the first and foremost duty of the Lord Arcanist to regulate and control the use of magic throughout the Dominion. To bring potential experimentation and research to the Council for approval. To oversee all research and experimentation in the Dominion in pursuit of security and peace. To conduct collaborative efforts with other magical orders throughout Atlas. To ensure all cultural aspects of the Dominion are respected in their work.

Lord Architect

It is the first and foremost duty of the Lord Architect to ensure that the Dominion’s infrastructural needs are met. To ensure, through proper oversight, that all buildings in the Dominion are safe and functional. To design and improve upon the Dominion, so that the city may better serve her people.

Lord Merchant

It is the first and foremost duty of the Lord Merchant to ensure that the Dominion is in a healthy financial state. To foster and manage the Bank of Caras Eldar throughout their time in office. To provide frequent and honest reports on the Dominion’s reserves of coin. To seek out financial opportunity for the Dominion.

Lord Advisor

It is the first and foremost duty of the Lord Advisor to serve as a historical record-keeper. Without knowing our history, we are doomed to repeat it. They create new records, organize old ones. In addition, they may attend Princely Council meetings to offer their historical input to the Princes. To overview the documentation of the Dominion and ensure all matters put into pen are up to date. To ensure all rosters and governmental information is up to date, throughout the Dominion.

Servants of the state, dedicated to administrative duties. They have jurisdiction over the housing, taxation, building, and trade conducted in the borders of the Dominion. This sect directly reports to the Court of Lords, and the Lord Steward. They are directly appointed by the Lord Steward of the Court of Lords, and can be removed by such persons.

-= People’s Committees =-

 

Citizens from all walks of life that are allowed to sit in on council meetings, or request special priority meetings to discuss pertinent issues that the members of the Dominion face in their everyday lives. It is through this medium that citizens are able to communicate primarily with the councils. They hold no votes in council matters, but they are allowed to sit in and speak during meetings, with the same permission as council members. They are expected to follow all of the same conduct and rules that council members must follow. The committee consists as follows;

 

Housing Committee

Committee made up of those citizens who wish to discuss taxes, size of houses, and other details.

Overseen by the Lord Steward

 

Merchant’s Guild

Committee made up of those citizens who buy or make wares and sell them for a profit

Overseen by the Lord Merchant

 

Research Committee

Committee made up of scholars who wish to propose research projects and share their progress and findings.

Overseen by the Lord Arcanist

 

 

 

 

-= Meeting Conduct =-

 

A major responsibility of both councils is to conduct frequent, productive meetings in order to discuss pertinent issues that the nation faces, and to solve them in a timely manner. During those such meetings, certain conduct must be followed to maintain an orderly, functioning meeting, where the Dominion may continue to progress and thrive.

 

General Council Member Conduct

 

- To undertake all preparation beforehand that is necessary and proper before council meetings to present proposals, ask questions, or make upcoming decisions.

 

- To arrive on time.

 

- To speak in turn, by permission of the meeting head.

 

- To listen to the thoughts and opinions of other council members.

 

- To participate and offer wisdom and caution to the council.

 

- To ask questions to clarify understanding of any proposal or action.

 

- To address council members by their correct titles.

In the event that any citizen of the United Elven Dominion is dissatisfied with the current state of things, there are ways that they can bring their grievances to the councils, and bring change to the Dominion, as is their duty as citizens of the elven land. Proposals to the Council or Court currently come in two different methods;

Writ of Audience

In the event that an impassioned citizen wishes to bring their perspective in on certain issues, or bring their proposal to the council in person, a citizen may request first and foremost, a Writ of Audience, handed out by members of the Court of Lords or the members of the Princely Council. If a member of either of the council deems the proposal worthy of an audience, Citizens will be issued a Writ which will allow them to attend the council’s meeting that corresponds with the writ’s instruction.

Why Must You Appear in Person?

Written Proposal

Should any citizen or mali of the Dominion wish to send forward a written proposal, they need only follow the proposal format as found on the bulletin board, or handed out by stewards. Then, a citizen must submit their proposal to any such member of the Court or the Council that they deem their proposal pertains to. Written proposals will be discussed during meetings of either council, and voted on immediately during such convention.

-= Powers of the Government =-

 

The Government of the Dominion must be a strong, unified force between all states under the Dominion. In order to ensure the safety of the nation, the governing body must be able to make fast, strong decisions; the following powers shall ensure that the Dominion’s government will remain a strong force in the land. 

 

This Dominion-wide government shall have the power to regulate commerce and trade both on state and international level, as well as participate in global and domestic trade;

 

- To represent the Dominion in foreign relations with other nations, states, parties;

 

- To establish and uphold roads throughout the Dominion Lands;

 

- To raise and support armies;

 

- To provide and maintain a navy;

 

- To create rules to regulate armed naval and land forces;

 

- -To declare war;

 

- To allow other elven cities to join in under the United Elven Dominion as states;

 

- To establish a uniform naturalization rule of malikind;

 

- To establish and maintain schooling for mali children or adults alike;

 

- The Dominion shall have supreme authority to lay and collect taxes, to pay the debts and provide for the common defence;

 

- To take all necessary and proper steps in order to ensure that the law of the Dominion is forced throughout the land under her control;

 

- To provide health and aide services in the event of crises, to establish clinics in all states and territories;

 

- To establish a national bank and trust in the Dominion;

 

- To distribute land to guilds, parties, organizations, or other such interest groups that uphold the ideals of the Dominion;

 

- To recognize and announce the achievement of members of the Dominion’s citizenry, or military;

 

- To establish one prime court above all others, that justice and law may be meted out through the Dominion’s borders for high crimes and misdemeanors.

Rights granted unto Dominion Citizens

 

Article I

For clarification, a citizen refers to all full blooded mali born or naturalized within the Dominion.

 

Article I

All citizens of the Dominion and settlements under her domain have the right to be present in, or represented in during a trial before the Exarchs of the Dominion upon request of any such accused citizens.

 

Article II

All citizens of the Dominion and settlements under her domain have the right to formally propose action in regards to both domestic and foreign concerns to the high and low courts of Caras Eldar.

 

Article III

All citizens of the dominion have the right to their own property, obtained either through purchased items, found, or given. This does not apply to property that endangers the Dominion. In addition, mali over the age of eighteen have the right to own housing within the Dominion.

 

Article IV

All citizens of the Dominion and settlements under her domain have the right to bear appropriate arms and armor unless specified otherwise in the case of domestic events.

 

Article V

All citizens of the Dominion and settlements under her domain have the right to apply and maintain employment within Caras Eldar and settlements within her domain.

 

Article VI

All citizens of the Dominion and settlements under her domain have the right to submit application for public governmental offices, such offices being the Court of Lords, and the Princely Council. Such application is to be reviewed under the existing Lords and Princes promptly.

 

Article VII

All citizens under the Dominion and settlements under her domain have the right to freely practice their religion, so long as such religions constitute as legal under the Codex of the Dominion.

 

Rights granted unto Non-Mali

 

Article I

All non-mali of the Dominion and settlements under her domain have the right to bear appropriate arms and armor unless specified otherwise.

 

Article II

All non-mali of the Dominion and settlements under her domain have the right to apply and maintain employment within Caras Eldar and settlements within her domain.

 

Article III

All citizens under the Dominion and settlements under her domain have the right to freely practice their religion, so long as such religions constitute as legal under the Codex of the Dominion.

 

Rights granted unto Children

 

Article I

For clarification, children refers to those mali under the age of fifty years, unless stated otherwise by other such laws applying to mali.

 

Article II

All states, as part of the Dominion, will take all appropriate measures to ensure that children are protected against all forms of discrimination, irrespective of the child’s, or his or her legal guardian’s, colour, age, sex, language, religion, ethnic origin, disability, birth or other status.

 

Article III

In all actions involving children, whether public or private affair, in courts of the Dominion, the best interest of the child should be considered the first and foremost factor of the decision.

 

Article IV

In all matters concerning punishment of a child henceforth, death shall never be considered as an option for punishment.
