The Halfling Protection Act

 

Written and confirmed on the 5th of the Deep Cold 1667

 

"As sons and daughters of Urguan it is our duty to defend the dignity of our brothers. Due to this I call for other dwarven nations to pass laws that give the Halflings the security they deserve as descendants of Urguan." - Norkai II Keeper of the Confederation of Hammers

 

Title I
Halflings will not be forbidden from accessing the lands of the Dwarves of the Confederation.

Title II
Unlawful murder or enslavement of a Halfling is illegal and will be punished by death in the case of murder, and the removal of a hand in the case of enslavement.
 

Title III

Anyone that enters the lands of the Confederation will have to abide by these laws and will be punished as such if they break these laws.

Title IV

Members of the Confederation will have to follow these laws no matter where they happen to be. If the law is broken outside the Confederation, they will still be liable.

The other day, a Halfling was eaten by a Dwarf. This is the first recorded case of Dwarves eating Halflings in the history of all our worlds.

 

For centuries, Dwarves had been the Halflings best and closest friends. We are cousins, in fact, the closest family the Dwarves have in the entire world. 

 

But something has changed, and I can't think what it is. Dwarves are so proud of their tradition, honour, and respect for all their ancestors. Well their ancestors be turning in their graves looking down at their kin now, and the atrocities they commit. Eating their family, as though Dwarves are now nothing more than the greenskins they despise, and attacking Dunshire Village every day purely for sport and the thrill of killing a Halfling cousin of theirs. 

 

This act isn't worth the parchment it's written on as long as atrocities like these continue.

Halflings were created by the breeding of Dwarves and Humans ancestors long ago. Hence, we are cousins, like I said. Now Dwarves eat Halflings, their own family, as though ye are nothing more than greenskins!
