Issued by the Lord Justiciar, Konstantin Ruthern and confirmed by Lord Regent, Ser Tiberius Barrow

The law is an imperfect instrument, completing its objective but requiring refinement. This act establishes Haense’s Order of the Crow, the honorary knights of Haense, as enforcers; assuring that criminals are apprehended and brought to justice. In effect, this means that the Crow Knights will have the responsibility and right to enforce the laws of the Dual-Monarchy of Hanseti-Ruska. This act ensures that Haense is not only defended against its foreign enemies; but against internal elements that, if left unchecked, will initiate chaos.

This document entails that:

  1. The Order of the Crow is given the authority to apprehend criminals for royal judgment
  2. The Order of the Crow is given adequate legal training to guarantee that justice is upheld
  3. Constabulary be re-established under the Order of the Crow, to aid in a smooth transition with intent to soften the burden of the new responsibilities
  4. The Order of the Crow will not have the ability to trial the accused, but may detain them until a trial is given
  5. The Order of the Crow will have priority when detaining accused criminals. Interference by any military or civilian personnel not of the Aulic Council will be an act against the Crown of Haense
