To Her Excellency, the Director of Civil Affairs, Princess Josephine Augusta

 

This letter is in concern of the Imperial Census. The current Imperial Census is dated to last from 1809 to 1819, where it is precedent for a census to last for 10 years. 

 

National elections are approaching, and adherent to the function of national elections are the electoral districts in which a citizen is registered to in the census. These electoral districts are permanent for the duration of the census and directly influence the makeup of the lower house of the Imperial Diet. Much has happened in regards to the population spread of the Empire since the issuing of the current census in 1809, and we do not believe the current electoral districts accurately represent the settlement trends of the Empire in contemporary. 

 

Below are several reasons we, a bipartisan coalition of representatives, believe the current electoral district makeup is inaccurate, as well as a map of the current electoral districts for reference.

 

  • The Sedan Rebellion, in which the Goats of Sedan made up a significant proportion of the Alpine District’s population;
  • The evictions of the Houses de Falstaff and Helvets in the Right-Bank District, which combined carried a substantial population;
  • The substantial population growth of the town of Dobrov in the Northern District;
  • The opening and growth of the Town of Redenford in the Right-Bank District;
  • The emigration of the Elven folk who occupied The Pale;

Electoral Districts of the 1809-1819 Imperial Census

 

We, a bipartisan coalition of representatives, are calling on the Department of Civil Affairs and the Crown to issue a new census before the next national election. The inaccuracies of the current electoral districts would result in unfair representation for our citizenry in a national election. Every citizen deserves equality at the ballot box, and only through a re-evaluation of the electoral districts could that be achieved.

Honorable Representatives,

 

My office appreciates your initiative in bringing this matter to our attention. As always, the Office of Civil Affairs is committed to the cause of democracy in this Empire. Accordingly, and in pursuit of that ideal, we believe it best that the proper forms are observed: we will proceed with the normal schedule of reapportionment.

 

We are aware of the issues you have mentioned (i.e. the demographic changes across the Empire). However, you must also remember that the changes themselves are quite routine, if not their causes. Although Sedan's rebellion and the eviction of the noble families in the Right-Bank, etc. are all exceptional, the resulting shift of population was not more than our system can bear. The ten-year reapportionment schedule is meant to take into account the normal boom-bust economic cycle, and assumes a certain level of social change. It is fairly common for individual proprietors to fall from political grace, though most proprietors do their jobs well. The exception is not the rule, so-to-speak.

 

As a point of order, I will also advise you that it is not within my Office's remit to override the Crown's policy on reapportionment. Even if I considered the aforementioned circumstances exceptional enough to justify an early reapportionment, it is not within our power to make that decision. Regardless, I would not advise the Crown to make an exception in this case.

 

We remain appreciative of your efforts in the House of Commons and look forward to many productive sessions.

"The Pale? Sounds like a knock-off Haelunor but in a forest." Alyssa- commented with a confused expression and a brow slightly up while drinking her tea with her right hand and holding the notice with her right hand before tossing the notice into the flames of the large flame in the center of the estate where she lived, located within the lands of the dried up deserts and fields. 

 

From the south to East a woman- the Lady Seneschal of the Augustine, Madame Braun, commented to the maid- reading her the notice. "Hm- indeed, the future duchess-consort for the house d'Arkent and imperial highness of Crestfall should seek to fix these mistakes- hopefully she can get with it with much haste and focus." After the Orenian woman commented towards her maid in a bored tone and expression- she would wave off the maid. As the small maid left- the woman would take a sip of her tea- then went back to her paper work and such for the upcoming alchemy lab.
