The justice system within the Kongzem of Hanseti-Ruska has been continuously changing and adapting since the Edict of Separation which granted this Kongzem independence in 339 E.S. With the approval of His Royal Majesty Heinrik II, Her Excellency Tatiana Kortrevich aspires to reform the structure and procedure within the Office of the Justiciar. These reforms will expand the Office with the introduction of additional positions, amendments to the Haural Czaek and procedural changes.

 


 

 

I. ADDITIONAL POSITIONS

 

DEPUTY JUSTICIAR

“Zweim Vasriciar”

 

The position of the Deputy Justiciar (Naumariav: Zweim Vasriciar) will be established to serve as the right hand man of the High Justiciar, with their work consisting of assisting in the day to day management of the Office. They are tasked with educating potential Royal and Civil Jurists on trial procedure and the Haural Caezk until they are prepared to take the law license assessment (Naumariav: Jura Plais) to legally become a Jurist within the Kongzem. The duties and responsibilities of the High Justiciar are bestowed upon the Deputy Justiciar whenever they are unavailable.

 

ROYAL EXECUTIONER

“Exalach”

 

The position of the Royal Executioner (Naummariav: Exalach) will be added under the Office of the Justiciar. This honorable position is tasked with performing the execution of convicted criminals within the Kongzem of Hanseti-Ruska. Typically, this position is held by current or former members of the Brotherhood of Saint Karl and requires the utmost respect and skill. The High Justiciar will appoint an individual to serve in this position.


 

II. AWARDS OF SERVICE

 

St. Adrian’s Medallion 

Awarded by the Crown and blessed by the High Pontiff, St. Adrian’s Medallion is the highest government award and the fifth-highest award in the Kingdom. Only those widely recognized as the greatest statesmen, legislator, diplomat, or any other government sector may be awarded this honor. Those who receive this award are seen as a once-in-a-generation figure of their time.

 

St. Adrian’s Medallion is a singular two-sided golden medallion engraved with the image of St. Adrian on one side and the Lorraine on the other side. St. Adrian, the patron saint of statesmen, lawyers, and politics is meant to represent the dedication of the recipient to government. The certificate of authenticity is written and signed by the Crown. This medallion is accredited to the late Lord Speaker Igor Kort.

 

The Christiansen Medal of Justice

Awarded by the High Justiciar, the Christiansen Medal of Justice is the only medal specifically made for the Royal Jurists of the Kongzem. It is only given to those who have shown dedication to their position as Royal Jurist and have gone above and beyond what is expected of them to set a precedent for future occupants.

 

The Christiansen Medal of Justice is a two sided silver medal engraved with an image of High Justiciar Lauritz Christiansen on one of its faces and the crest of the Office of the Justiciar on the other with the year it was bestowed engraved at the bottom. 

 

The Ribbon of Distinguished Service

Awarded by the High Justiciar and Chief Detective, the Ribbon of Distinguished Service is one of the only two awards made specifically for the Royal Detectives. It is only bestowed to those who have proven themselves to be hardworking and diligent within the Office of the Justiciar as a Royal Detective. 

 

The Ribbon of Distinguished Service is a grey ribbon with a gold pin. The color of the ribbon correlates with the color of the Bulava wielded by the High Justiciar. The crest of the Office of the Justiciar is engraved into the face of the pin.


 

III. CLASSIFICATION OF ROYAL DETECTIVES

 

Chief Detective

The Chief Detective is the highest ranking detective within the Office of the Justiciar. They are responsible for assigning cases to the Senior and Junior detectives. The Chief oversees promotions among the detectives and must be consistently training all current detectives. They must also manage and log the payment for both levels of detectives and keep up to date records and summaries of notes from ongoing and solved cases. 

 

Senior Detective

Senior Detectives are highly experienced detectives who have proven themselves capable of taking on a leadership role within the Office of the Justiciar. They are well versed in the Haural Czaek and tasked with mentoring the junior detectives on the Kongzem’s law code and educating them on proper procedures for investigations. Senior detectives receive double the payment junior detectives do for each case and gain a larger bonus if a case is successfully solved.

 

Junior Detective

Junior Detectives are newly recruited and young detectives within the Office of the Justiciar. Each junior detective will be assigned to mentor under a senior detective. Once they have proven they are knowledgeable of the Haural Czaek. Promotions are given out based on experience and are decided by the Chief Detective. Junior detectives will receive payment for each case and gain a bonus if a case is successfully solved.



 

IV. AMENDMENTS TO THE HAURAL CAEZK

 

The Crown and the Office of the Justiciar see it fit to add the following to the Haural Caezk:

 

    Section: 303: Pre-Trial Procedure shall be amended to:

 

303.01:  If a Summons is submitted to the Aulic Courts and accepted, Jovenaar shall be assigned to preside over the case;

303.011: One Jovenaar shall be assigned if the charges constitute a minor, middling, or severe offense.

303.011: Three Jovenaar shall be assigned if the charges constitute a treasonous offence. 

303.013: A Jovenaar must have no notable association with any party involved in the case;

 

303.044: The Jovenaar that shall handle the trial will then either approve or reject the motion to dismiss. If the motion is granted, the summons will be dismissed and there will be no trial. Otherwise, the trial will continue as planned;

 

    Section 222: The Governorate of Elfenbach shall be removed from the Haural Czaek.
