Imperial Grandees, Imperial Representatives, My fellow citizens of the Holy Orenien Empire, welcome to the meeting of the Imperial Diet. I wish to share with you today, the first State of the Empire for this administration, which has been an obligation by the Archchancellor for generations. There is indeed much that can be said of the era we find ourselves in, this 7th Empire dedicated to the legacy of Horen our progenitor. We as a people face a number of obstacles but also triumphs worth celebrating. As we continue to maintain the many machines that drive our Imperial system, we must of course look to the future at the world we hope to build- together.

 

Your Imperial Government is undergoing a number of changes and modifications designed to address the stagnation felt in the previous decades following the concurrent wars against the Sedanites and the 10th Nordling War. War is a curious motivator and agitator of action but as it usually turns out, the aftermath leaves those it touches hollowed once the dust settles. We must understand the terrible toll that war brings, even in victory, for though its spoils may stimulate our energy for a time it is not something we can base our entire existence on. Upon the assumption of my position as Archchancellor, I have taken a proverbial magnifying glass to the cogs that make up our Imperial machine.

 

Among the most obvious of changes can be seen in the Ministry of Justice. I do not need to stand here and berate those that came before for the state of things that are now- such simply does little to solve the issues observed. I had determined that the Ministry charged with the careful maintenance and execution of our most progressive legal system had grown too concerned with duties that only made up a fraction of their total scope. I mean of course the Constables. The integral aspects of the courts themselves had fallen into crippling stagnation, crimes left largely unsolved, and criminals left unpunished. The move was thusly made to reassign the duties of enacting the law and maintaining the order to the Imperial State Army- a greatly respected and traditional effective force of patriots specially trained in these duties. This modification of duties would then allow the Ministry of Justice to focus attention and efforts on revitalizing our courtrooms and ensuring the rightful enforcement of our laws once again.

 

Another pursuit your Imperial Government is undertaking are the Charters issued to fledgling municipal administrations across the Empire. Since we came to this new world, the creation of successful Imperial settlements outside the capital has proven to be a difficult process. For decades, the Empire has had to shoulder the embarrassment of an untamable frontier and grossly underperforming extensions of civilization. Much of this had been attributed to the lack of support, restrictions, and exclusion felt by these places on behalf of the Crown. As many of you know, the Imperial Diet itself has undergone a radical change in the way it operates, turning a two House Diet into a single House Diet. As well, that our prospective Municipalities are afforded guaranteed representation on a national stage. The main intent behind these changes is to integrate these places much more effectively into the framework of the Empire as opposed to letting them fend for themselves. As well, to provide the tools and legal authority to administrate a settlement that serves the people firstly, and the Crown concurrently.

 

For as long as I can remember, the Empire has been without many friends on the world stage. Even before I was born, this same circumstance plagued our beloved Empire diplomatically as few even dared treat with us. But such is no longer the case, I am happy to report. With credit due to the previous administration for assembling an incredible Foreign Affairs office, my own administration has been able to reap the rewards of said efforts. We find ourselves in a position where peace can be reasonably assured for another generation, if not longer. Under the direction of Her Excellency Elizabeth Brae-Wittenbach, Empress Annes vision of lasting peace has been made a greater reality. We now stand as a nation, surrounded by friends rather than enemies. The coalitions we had battled for decades have once more withered away at the bulwark that is our Imperial might. In their place now sit reasonable partners for us to boldly progress forward into the future, shoulder to shoulder against the evils that would seek to destroy our world. The likes of Elysium, Urguan, and Haense to name a few can count upon us as beacons of support rather than suspiciously as a source of danger.

 

There is still so much more that could be said on the optimism which can be rendered from our current circumstances, but I shall spare you all an endless litany of future triumphs. The likes of the Holy Orenien Empire have never been more capable, more stable, and more able to meet the challenges of the world than it is now. It is truly an honor to be able to serve you at all such a moment in history, and I look forward to the world that we shall create together. And yet, it is still all too important to remember that we cannot grow lax and lazy. Idle hands are easily taken advantage of, either by insidious powers or those who are jealous of the prosperity the Empire has been able to manifest for its people. We must carry the weight of our achievements on our backs and soldier on, lest we be left behind and buried by the decay of time. I look to each of you now, Peers and Peoples alike, to uphold the values of our country and to join me in this boundless endeavour.

Rev Vuiller would proudly smile as he read over the missive again after the speech within his office. the man giving a dip of his head as he spoke to himself and those around him "Our duty and work as barely begun, and with one another we shall continue to grow our numbers and evolve as a Empire. One God, One Empire, One Emperor!"

The Princess Imperial cheers raucously as the  Archchancellor concludes his speech. Later that evening (while celebrating with a drink), she remarks to her sister @Fie “Drasus has a bit of the old world in him, doesn’t he? He feels like someone out of my history books.”

The Duchess of Adria, amidst attending to the pair of infant-princesses that now found a home in the Augustine nursery, found time to read a notated account of the Archchancellor's speech. She sent off a maid to get word to her husband, desiring to have a gift delivered to the DeNurem for his diligent service and skill in statesmanship.

After hearing of the State of the Empire Address delivered by the Archchancellor the retired minister Sir Charles Galbraith muttered in private the following:

 

"The statement made by the Archchancellor regarding the Ministry of Justice is completely false. Before his political ascension as Archchancellor criminal cases and investigations were already pursued by the Ministry of Justice in an efficient manner, and that was precisely because the Ministry of Justice had a Constabulary and its agents under its orders.

 

The policy of completely dissolving the Constabulary rather than reforming it to ensure its success is truly terrible. It is because of these type of decisions that the Empire recently suffered an economic recession.

 

Besides that, I wish good luck to the DeNurem Ministry in the noble task of governing Our Country, because the success of the Imperial Government will also be the success of Our Country."
