Preamble

The Language and Cultural Act (also known as ‘this act’ in this act) is drafted and enforced by the Jarldom of Dùnrath in hoping to define the official language usage, protecting the freedom of the people who speak a different language other than the official languages. This act also aims to protect all minority cultures and the freedom of displaying their cultural pride within in Jarldom of Dùnrath. Moreover, this act also aims to promote peace and harmony between people from different cultural and language background.

 

Section 1 – General Approach

All citizens and visitors of the Jarldom of Dùnrath have the right to speak any languages in the public in an informal setting. They should be in no form, discriminated based on their usage of language.

 

Section 2 – Official Languages

The official language of the Jarldom of Dùnrath are listed in Section 2.1. These are the languages that are to be used in governmental agencies.

            Section 2.1 – List of Official Languages

            (a)        the Common Language (also known as ‘Commons’)

            (b)        Òraid a Tuath (also known as ‘Agnesa’ or ‘the Agnethe Language’)

 

Section 3 – Protected Languages

The protected languages of the Jarldom of Dùnrath are listed in Section 3.1. These are the languages that the government and public agencies can use to create reports, newspapers, etc. However, one of the listed official languages must be used to assist readers who are not a native speaker of the language of which the report is created.

            Section 3.1 – List of Protected Languages

            (a)        Sveasspråk.

            (b)        Old Norlandic

            (c)        Sprækjom

            (d)        Lakian

            (e)        Ancient Elvish

            (f)        Li-Wen

            (g)        Oyashiman

 

Section 4 –Non-Protected Languages

All governmental agencies of the Jarldom of Dùnrath do not have the responsibility to accept reports, letters, and all other forms of communication using language which does not fall into the categories of Section 2 and 3. However, when the governmental agency choose to accept such forms of communication, their words or documents must be translated into once of the official languages as record.

 

Section 5 –Publishment

All citizens and visitors of the Jarldom of Dùnrath have the right to publish writings in any form (books, newspapers, magazines etc.) in any languages.

 

Section 6 – Study and Access of Languages

All citizens and visitors of the Jarldom of Dùnrath have the right to study the Common Language and  Òraid a Tuath in the Jarldom of Dùnrath.
            Section 6.1 – Study of Protected Languages

            Citizens belonging to a people group of which uses any of the protected languages have the right to study their respective protected language.

            Citizens who are deaf, mute or for other valid reasons of which require the knowledge of sign language, have the right to study sign language.

            Section 6.2 – Governmental Agencies Responsibility on Access of Languages

            Governmental Agencies must ensure the accessibility of language learning to all citizens and visitors.
