THE EDICTS SIXTH BRANDTIAN MOOT

Issued by the Lord Regent of the Herrenhaus
in the year of our Lord 1922 


 

 

SÖHNE UND TÖCHTER VON MINITZ,

 

With the recent announcement of a regency it was necessary to bring together the Sons and Daughter of Minitz to Moot to discuss the recent happenings of the Duchy. Several petitions had been brought to the attention of the Ducal Herrenhaus, necessitating the convening of the Reinmaren to Moot in order to discuss and vote on these matters. Thus, the Sixth Brandtian Moot was called to session in the year 1921 of our Lord. 

 

Upon the agenda were a number of petitions by Margaret af Barrowton, a Sister Acolyte of the Church of the Canon. Raising her concerns regarding the lack of provisions within the Minitzian Kanun regarding narcotics. The Sister had sought a meeting with the Herzog and Lord Regent some months prior to the convening of the Moot, being granted permission to petition the Tribesmen and Tribeswoman to amend the Kanun. 

 

Making an impassioned case for the petitions presented, Margaret sought to sway the opinion of the Reinmaren in favor of the proposed “Margaret’s Law” Despite a well-argued case presented by the good clergywoman, the Reinmaren’s will was as their walls, set in stone. With the majority of those assembled voting against the addition of “Margaret’s Law” to the First Book of the Kanun. 


 

PROPOSAL I: MARGARET’S LAW

 

Thus is it proposed that Chapter THREE in the FIRST Book of the Kanun be amended to contain:

 

10. Margaret’s Law: The prohibition and outlawing of a number of substances often consumed by descendants across Almaris. It includes prohibitions on the following substances:

Division 2 - List of Prohibited Narcotics 

The following list therein contains the narcotics prohibited in the Duchy of Minitz and able to substantiate an offense against the State:

Eye Buddy

(i) Alchemist Quartz or ‘quartz powder’

(ii) Black Cactus Green

(iii) Fumemix 

(iv) Baby’s Brain 

(v) Ice Kiss

 

If any narcotic is brought before the Moot that otherwise is not on this list, then the necessary judicial officer(s) can consult the likeness it has to these substances as a means of determining its inclusion or exclusion from the parameters of this Act. 

A test can be employed, analyzing:

(i) The addictive nature of the substance and / or reliance upon it by the individual

(ii) The ingredients of the substance

(iii) The foreign nature of the substance

(iv) The health risks it poses to the individual or others 

(v) The means in which it is ingested or used 

 

Division 3 - Offenses

 

Possession of prohibited narcotics 

A person who has a prohibited narcotic voluntarily in his or her possession is guilty of an offense. They may be punished through a sizable fine, a series of lashings, or the loss of a hand as a symbol of wrongful possession.

 

Distribution of prohibited narcotics 

A person found to be distributing prohibited narcotics to any citizen of or person within the duchy of Minitz is guilty of an offense. They may be punished through a sizable fine, a series of lashings, or the loss of both hand and tongue as symbols of wrongful trade and solicitation. 

 

The manufacture and growth of prohibited narcotics

A person found to be manufacturing or growing prohibited narcotics within the duchy of Minitz is guilty of an offense. They may be punished through a sizable fine, a series of lashings, or the loss of their land.  

 

Promotion of prohibited narcotics

A person found to be promoting the previous offenses to a person inside of Minitz is guilty of a separate offense. They may be punished through a sizable fine, a series of lashings, or the loss of their tongue as a symbol of wrongful solicitation.

PROPOSAL II: AMENDMENT TO HOLY MATRIMONY

 

Thus is it proposed that Chapter THREE in the FIRST Book of the Kanun be amended to contain: acts against nature are forbidden  

11. On the topic of holy matrimony, the Duchy of Minitz recognizes that marriage is to be between a man and woman, per the teachings of the Canon. Acts against this nature are forbidden, and are to be punished according to Section VII. On Heresy, of the Third Chapter of the First Book of the Kanun. Given the similar nature of these crimes, let this amendment to the Kanun be but an extension to the existing law.

 

The one who whilst believing in the Canon subverts its true teachings shall be proclaimed a heretic by the Kanun, thus relinquishing their liberties regardless of their status as a subject.

They are subject to the same punishments that the Kanun administers to the infidels, yet they shall be judged harsher than the infidel.

Margaret stood by a small boulder, by the hovels that stood alongside the river outside of Minitz. At her feet, was a basket of alms, from which she pulled and offered to the various plebeians and common people that massed around her. As she noticed the missives present about them, she felt compelled to speak upon the matters. "Throughout history and across the realms of Man, narcotics and their extremities have been regarded as threats to the virtue, health and stability of mankind. The mootspeople of Minitz could not explain their refutation, but stayed strong-willed in their ignorance. Tonight, we shall pray, and we shall hope that if Man's Law may not protect the country of Minitz from the threat and corruption of these drugs, then may GOD's Will protect you all. Minitz chooses a life in the backward, and may that choice serve them as it will. For GOD knows what they do, and only GOD knows the true fortitude of a man." The nun then led the people into a mass prayer, one that asked GOD to protect themselves, their families and their country from the threat that narcotics posed.
