The Exilic Duma of the Adrians is the successor to a prestigious legacy of Adrian Dumacracy and the Ruskan tradition which it was founded upon. In the first Adrian dumas of Old the barons made council to support the first among them in leading the March of Adria, and later on the city leaders were added such as the marshal and the maer. As Adria became a great duchy and a prosperous trade hub, burghers and knights were brought into the ranks. The most famous dumas were held upon the banks of the Baltas river in Belvitz, and later on in Ves before the institution collapsed with foreigners flooding its ranks. In memory of this tradition, some Adrians began to call for great Dumapaloozas of the scattered Adrian families, though this institution later went on to be weaponized against the legacy of Adria and its folk. For this sake, the DUMAGEDDON doctrine was established so that a Exilic Duma of the Adrians may be promised to its folk, in recognition of the Church overseen Dumapalooza and negotiations between the Houses Barbanov and Sarkoz.

The Adrian duma is an honored tradition among the people of Adria, serving two primary purposes—Firstly, it is by the duma that we elect our Duke when he passes away or steps down from the Ducal Throne. Secondly, the duma allows the townsfolk to present concerns and issues to the Duke, who in turn lends his ear to his people and seeks a solution which is then voted on by the members of the duma.

 

Because not every hosting of the Exilic Duma of the Adrians is of equal importance or must have the full preparation of the most grandiose decisions, there are two forms by which it is summoned. A High Duma is the full summoning with public notice and forewarning for all electors to arrive at the home of the Adrians. There is a legal expectation for a High Duma to be a great festival by the Adrian folk for themselves and their friends, where the memory of Adria is celebrated. A Low Duma is a less formal call to meet among the Adrians, often summoned at the short notice of the Duke seeking approval for common but nonetheless important issues. By the High Duma, the direction of the Adrian folk is determined, but by the Low Duma it is governed day-to-day.

For those Adrians whose holdings are sworn in fealty to the Exilic Duma of the Adrians, born of high noble estimation with a proven blood-history tied to Adria; they are given the first votes to preserve the legacy of Adria and represent its major holdings. One cannot be a Noble Adrian without being subject to the Adrian duma and having a holding that contributes to the Adrian territory.
