If you're worried about non-humans buying up all the property, just have the prices at 3x for non-humans. If you lower a 12k home to 5k. Make an elf, dwarf, or orc pay 15k. Or even prohibit them entirely.

As for taxes, thats a nifty way to pay for the guards AND see who's actually living in what.

Most people in Oren are poor. Why can't we just make a slum area just outside of Alkhazar where houses are 500-1000? 17k houses are way too expensive for most people.
