hmm im wondering if these scrolls will be an actual item, because if they are then would it be against rp for a villain to do the following: (for this example im gonna say thief) a thief hears talk of where the scroll or scrolls are being kept and he attempts to steal them, if he manages to take the scrolls maybe leaving a duplicate of the item behind to help his escape (not with hacks just the basic item like if the scroll was a piece of paper). would this count as rp or would this not be allowed?

I beleive that spells should not hinder your combat stats, because of the level of difficulty to get them.

Also when will spells start being handed out to guild leaders and nation leaders and when will they be placed throughout the world?
