Within the college, a new stack of documents was brought in, put behind a sealed door. Curious and a true Haelun'or citizen, you find Ellir, running around with her white hair a tangled mess, to let you in. Inside, you find a stack of calligraphic documents:

Citizens, you are asked to vote upon the following tir'oem to be passed. Should you be in favor, you will allow the council to undertake the following:

- To create a full military alliance with the Elven Nation of Malinor in preperation for expected hostilities from the collaborating nations known as 'The Axis', which includes the Uruk.

- To create a full military alliance with any other nations who feel their freedom and peace is threatened by actions of The Axis.

- To form a full military alliance, under the conditions that Malinor commits to the same and the Axis does not in any shape or form appear willing to discuss a prolonged peace treaty, with the besieged nation of Renatus, and to send out Elven Military support if it is requested.

Left here are ballots for you to fill out. If you not wish the next voter to recognize your handwriting, you can hand in said ballot with a council member directly.

Ellir begins to tally the votes to find an interim count. She can't help but be pleased by the amount of votes in favor. After this, she was forced to withold the ballots of Ebs, Octavius, Artaeum and Ev, as she believed none of them were yet elevated to the proper status of Citizenship.

Ellir'siol looks over the documents, the votes, and shakes her head. She marks them with a thick line of charcoal, and places another document on top

Due to the outcome of our negotiations with Malinor, the blessed Heial'thilln is to retract this referendum. No further hostilities will be sought against the Axis, and as such no alliance is to be made on the base of opposing such a nation.

The Heial'thilln will continue to look out for the interests of maehr'sae hiylun'ehya, but for now the waging of war is not it. We hope to remain solitary and peaceful in the future.
