As far as I know, it is not VIP exclusive. Perhaps you're doing it incorrectly? Make sure the input is coming from the opposite side of the block than the fence.

Redstone/switch/button input > [block] > |-|- Fence

Or vice versa.

It works with just a lever, but the lever has to be on the side of the frame block, not the front or back. (In other words on the opposite side as the fence blocks.)

I have just gotten around to trying this plugin out and have been met with no success. After constructing an exact model (as shown by Freya) I pulled the lever and low and behold... Nothing happened. So here's the question: Did Vaq remove it already or is their greater forces at work here?

I've tried a few days ago and it was working perfectly fine. I tried it once more two days ago and was met with no success. I believe it has either been disabled or broken.

Yea I worked with Freya and Shift when I decided to upgrade my gates at ShadowVale. It is not working.

Thanks, I was wondering if I was alone in these troubles but I guess it's just the plugin.

So it appears that [gate] creation and the new gate plugin are both disabled. You can use existing [gate]'s but you can not create new ones. Also the (Port-cull-is) plugin seams to be unresponsive as well. (just got don'e converting most my gates and now none of them work)
