Edict of Census and Tithe

Issued and confirmed by His Imperial Majesty the Holy Emperor of Oren, Godfrey I

This edict establishes and ordains the Imperial Ministry of Census and Tithe. At the will of His Imperial Majesty the Holy Emperor Godfrey I, certain competencies and powers of the Imperial Government of Oren are hereby delegated to the Imperial Ministry of Census and Tithe, headed by the holder of the office established herein, the Imperial Exchequer of Oren.

Section I

Competencies Delegated

This edict delegates to the Imperial Ministry of Census and Tithe and the Imperial Exchequer the following competencies of the Imperial Government of the Holy Empire of Oren;



  • The Duty to conduct Census in the Holy Empire on a regular basis.
  • The Power to issue papers outlining information collected by the census to any subject of the Empire.
  • The Duty to establish and enforce tithes in the Holy Empire, in order to raise funds or otherwise aggrandize the authority of the Imperial Government.
  • The Power to issue papers authorizing certain subjects to supercede specified noble, religious, or judicial authorities in pursuit of criminals who do not submit to the Census or Tithes.
  • The Duty to keep accurate records of Tithes, information collected, and papers issued, available to any with Imperial Authority or papers authorizing their access, signed by the Imperial Exchequer.
  • The Power to issue papers authorizing certain subjects to access specific information or limited funds collected by the Imperial Ministry of Census and Tithe.
  • The Duty and Power to establish offices in the myriad settlements of the Holy Empire, in order to accurately and promptly conduct Census and enforce Tithes.
  • The Power to designate certain subjects as Registrars, authorizing them to collect Tithes and assist in the taking of Census.
  • The Duty to ensure the fairness of, keep accurate record of, and enforce written agreements previously notarized by a Notary of the Imperial Ministry of Census and Tithe.
  • The Power to designate certain subjects as Notaries, authorizing them to assess the legality and fairness of written agreements, and to notarize written agreements, confirming them as binding and within the boundaries of the law.
  • The Power to utilize local guard forces in pursuit of the Duties of the Imperial Ministry of Census and Tithe.
  • The Power to regulate the official weights and measures of the Holy Empire of Oren.

Section II

Offices Established

This edict establishes several new offices, intended to speed and enforce the duties of the Imperial Ministry of Census and Tithe.

The Imperial Exchequer



  • Granted the authority to designate certain subjects as Imperial Registrars and Imperial Notaries.
  • Granted the authority to utilize Tithes and information collected by the Imperial Ministry of Census and Tithe, in pursuit of the duties of the Imperial Ministry of Census and Tithe.
  • Granted the authority to establish new offices within the Imperial Ministry of Census and Tithe, in pursuit of the duties of the Imperial Ministry of Census and Tithe.
  • Granted the authority to issue bills of credit with value tied to treasury of the Imperial Ministry of Census and Tithe, and determined by the issuer of the bill.
  • Granted the authority to delegate powers and authorities through the issue of papers.

Imperial Registrars



  • Granted the authority to collect Tithes and conduct census, at the order of the Imperial Ministry of Census and Tithe or the Holy Emperor.
  • Granted the authority to utilize local guard forces in the pursuit of the duties of the Imperial Ministry of Census and Tithe.
  • Charged with the Duty to keep accurate record of collected Tithes.

Imperial Notaries



  • Granted the authority to assess the legality and fairness of written agreements in the Holy Empire of Oren.
  • Granted the authority to establish written agreements assessed as within the bounds of the law as legally binding.
  • Charged with the Duty to keep accurate record of written agreements assessed and notarized by the Notary.
  • Granted the authority to utilize local guard forces in pursuit of the duties of the Imperial Ministry of Census and Tithe.
