I heard a frost witch talking about frost witches with my character Kravac in the middle of the elven town, so many there should know that frost witches exist.

My character, Elorna, learned of Frost Witches from Areon Baldwin, and she spoke with Arabella/Nuaetzels as well. She knows there are others, but not their names.

I think quite a lot of elves know about them now.

Indeed, with Birdwhisperer I would agree. While Kalenz has yet to meet one person to person, from Jon Evaglno, Polgrath and Aeron Baldwin he is certainly aware they exist, eat people, control ice and can shapeshift.

The malinor High Council has a general idea of what the frost witches are. This was due to a scene between Dynasty Flomarii and his lady friend who is a frost witch. I do not know about the other council members, but my character for sure knows how to identify them even when they take the form of someone else, he was informed by kalenz, Elorna, and that crazy old cleric. Most of the elves who witnessed the scene only gained knowledge of a name, I do not believe they learned anything else; however, do not take my word for it. I was absent for a portion of it.

Unless you have seen every frost witch in both forms, or have spent literally months in the company of one, I doubt you could identify them in their alternative forms.

Lumia fell out of the box, water spilling everywhere, her eyes flew open, taking in the surroundings of what appeared to be the cargo area of a ship. She tried to remember how she got there, but a sharp pain in her chest took her attention. She was hungry, very hungry in fact. She stumbled up, not having the energy nor care to shift forms. She clambered out of the hold, only to find an unsuspecting hobo digging through the barrels left on the ship. She hissed, lightly, baring her teeth as she steps forward, getting her footing. The hobo turns, looking at her, his eyes squinted in the darkness...

 

"'Ey lassy? Yeh dun't look so-"

 

Lumia lunges, she doesn't even care anymore, no restraint, no calculating, only satiation and hunger. She goes for the jugular, at least in her crazed form she remembers how to kill quickly. The hobo gurgles, before slumping over, Lumia still tearing at his flesh, stuffing it greedily into her mouth. As the food settles in her now defunct stomach  Lumia can feel her strength returning. She wipes her mouth, standing, looking down to the hobo with severe disdain. She steps off the boat, her form shimmering to reveal her usual elf, she smiles, looking out into the new world, her memories slowly returning. Lumia digs in some of the chests around the docks, gathering some basic supplies. She finds some new clothing, changing quickly, donning a cloak, and tying a bit of cloth around her face. Her bloodstained teeth shine widely under the mask, as she says...

 

"Ah think it's time we had a 'lil get together, sisters..." Lumia laughs, almost manically, as she sprints off into the night...

Also, Rosso knows about the curse and part of the things it does, thought he doesn't want to know anything more. He knows two of the personas used by two frost witches, those being Jasmine and Jesie (I think that's her name, it's Megu's char). I don't know if you are still keeping tabs on who knows about frost withches.
