((In short, I believe this is to insure only by founding a noble house, or being born into it are the only ways to be noble. You may not be adopted into a family. We have enough nobles as it is, it would make little sense if literally anyone could be a noble. As stated however, wards are not illegal, as you are merely raising a child, tutoring them, taking them in until they are grown. This does not mean they are apart of your family however.))

Also @Boiendl, Throdo was adopted before this law so it's fine ; p )

(This law only involves Nobles, others who want to adopted we don't care.)
