*Ante’vuln approaches the public forums, followed closely by Kolyat, who is but a few steps behind her. In her hand is a rather lengthy document, noted on a thick, creamy scroll. She removes a pin and a small mallet from her coat pocket. Placing the document smoothed against the board, she balances the pin against the top of the page. She then takes the mallet in hand. With a final sounding BANG, the document is secured. Handy quill and portable ink flask at the ready, she then signs her name at the bottom of the document with a flourish, Kolyat following suit. She takes one final step back to admire the finished product, her companion nodding his approval. They depart, satisfied that their aims have been set in motion.

You, curious brethren of the Silver City, find this document, hanging on the messages boards as you stroll about the City. Dutiful as ever, you take a step closer to examine the inscribed parchment, and discover the contents to be thus:*

Mali’aheral:

The filth accumulates, not in the sewers, but in our very streets. The waste that pollutes the once clean walkways of Haelun’or is carried in the hearts of her children. To purge the City, she must expel these waste-bearers, for they are disgraceful, lliran. Our City weeps, and her silver tears leak away the memory of a once great civilization. Larihei lives in disrepute, and we are to blame. We have not lived up to her.

These statements of course, refer to the impurity perpetuated by Haelun’ors own citizens. It is a painful thing to admit, the traitorous lechery of the unfaithful. But declared here is a motion to bring these besmirchers to justice.

Cinh, stop, Mali’aheral. Examine your hands, and the hands of your lliran. It is time to wash away the filth of the streets.

Crimes of Impurity must be punished. Below are listed the most grievous atrocities thus far completely unaddressed by our illustrious City:

The Dichotomy of Lewdness

Crimes of lewdness are defined as such:

-Physical fraternization outside of marriage.

This despicable crime disrespects the very nature of the matrimonial union. Unmarried elves who physically fraternize disregard the purpose of intercourse, and cause unruly distraction, emotional disruption, and in the worst case scenario--consequences of bastardization, which is the most deplorable crime of all, considering it taints the reputation of an otherwise innocent Mali’aheral child.

-Physical fraternization with a minor (a minor being any Mali below the age of 50 years old).

Children are indeed the most precious safeguard of our illustrious city. Subjecting the emotionally immature mind to such matters is utterly unacceptable, and it disgusts this writer that it need even be listed. Let it be known that Mali under the age of 50 are -unable- to give consent, as their uninformed opinions are too juvenile to be capable of discernment.

-Public fraternization of an intimate nature

A disrespect of peers and the City’s dignity itself, those who violate this covenant of Haelun’or’s sanctity deserve not to walk her halls.

-Fraternization of any intimate sort with impures, or other races

Preservation of life itself resides in the idea of purity. To lay waste to one’s untainted Mali’aheral blood is a crime no less potent than murder of another citizen.

-Non-consensual physical fraternization

Larihei is blind to you, desecrators of this law. It is beyond reproach. The city shall expunge you as a sick stomach does its vile illness.

-Intimate fraternization of a homosexual nature

All who express intimacy in a public space with a member of the same gender should be treated as unclean, dirtying the sights of their fellows with such a display of uncivilized, unproductive lust.

-Incestuous intimate fraternization of any kind

No self-respecting Mali will need explanation as to why this type of behavior is both obscene and illegal.

Punishment for Crimes of Lewdness

Inhabitants of Haelun’or (citizens, or those granted legal entry into the city), shall be punished for violation of the above covenants in this manner:

Referral

Those caught physically fraternizing in an inappropriate manner shall be reported, and served with an official referral. This referral will state the nature of their crime, and denote a trial date that one served must appear before his or her peers.

Trial

A set of judges must be elected, to operate as a panel of decision makers. These judges, once elected, shall deliberate upon the accused’s guilt. Once a decision is made, punishment as appropriate will be delivered at their discretion. If the judges so desire more evidence, they may call for a testimonial, or a character witness. An odd number of judges shall be elected, so that their vote will decide the guilt or innocence of an accused should there be disagreement.

Any judge found guilty of the above crimes, or any other type of unseemly behavior, he or she shall be removed from the bench and barred forever from public service.

Punishments

Those found guilty of each crime shall be labelled accordingly and punished, as such:

Branding (Criminal Type ata)

Those discovered to have committed an ata type crime, shall be marked with the word. Never is the taint of impurity removed; once a Mali’aheral has fraternized with an outsider, they are forever marred.

Thus, it is fitting, that they shall be marked with their treason, and forever barred from pure repute. For those guilty of crimes regarding impure fraternization, a visible mark upon the back of his or her hand shall be permanently branded, just as their hearts be permanently branded with betrayal of their entire race.

These branded shall be unfit for marriage. No legal union or wedding between an ata-type criminal will be officially acknowledged by the city.

Fines/Public Indication (Criminal Type acal)

Those found guilty of committing crimes of lewd conduct in a public space shall be reprimanded in a less severe, but no less decisive manner. For behaving as a poor example of good Mali’aheral, these guilty shall be fined an amount decided upon by the panel of judges.

In addition, they shall be forced to wear ostensibly a large golden amulet, symbolizing their insult to the entire Haelun’orian culture, for a prescribed amount of time.

It is recommended that citizens avoid speaking with one undergoing a punishment for acal type crimes, as associating oneself with someone being punished as such will draw the associator into suspicion as to his or her own conduct.

Banishment/Death Sentence (Criminal Type ullral)

Monsters. This type of crime is reserved only for the most severe, unrepentant offenders. This type of sentencing requires not only complete agreement of the judges, but a referendum wherein every citizen of Haelun’or casts a vote, and at least 80% of these votes come back affirmative, in favor of the sentence.

If sentenced as an ullral, all hope is lost to you. You shall never again be allowed into the City if banished, and no citizen is allowed to acknowledge you, under pain of his or her own impure allegation.

Citizens, cast your vote in favor or against this motion, as well as all suggestions for improvement. And should it pass, let us begin to finally, finally clean our streets.

Seth sees the note, after a long times thinking he goes up in his tower where he writes a small note as respond to it and place it under with a small nail to let it stay, yet not fully hammered in, but very close indeed. The note is bone white, the ink is blue and the edge is gold coloured.

"I truely understands the concern, yet I would only come with one improvement to the first of the suggested laws, if it came to happen an mali of the female gender, unable to find a partner, there could been made agreemtns with one male mali that is unmarried, to help her gain a child, for the sake of our blessed race, both partys must agree on such an agreement, if that male mali is in a relationship, his partner must also know about such an agreement and agree upon it.

Drecar walks by happily, hoping to see a new mali'aheral and introduce them to the fine city.He notices a new note and stops his daily commute to read it. As he reads it his expression fades to nothingness. Once he is complete his expression shows great joy.

"It is about time the people of this city finally decided enough was enough. Maybe one day this city will once again be pure. However it seems they have missed a few things."

Drecar gets out his quill, his green ink and some paper and writes down something upon the note.

To whom it may concern,

I would like to add an addition to your concern of purity.

Destroying the natural beauty of ones self is also an act of impurity. Which includes anything that pierces the body, creates a permanent mark and/or masks the natural beauty of ones self.

The way one fraternizes with other can also be considered a type of challenging purity. You do not verbally fraternize, we use poems.

After many acts of liberalism, one should be considered impure.

These are not actually something that makes one impure, simply challenges their purity of mind.

I would like to formally conduct a meeting of the Tilruir. Discussing what makes one impure, what makes one liberal as well as the punishments.

Seth sees the new note, he sighs, goes home to write a new note on paper just like the one before.

"One is against of the "mask your beauty is counted as challenging your purity", becouse that would also mean we would not be allowed to wear clothing, since that would mask our bodys, and maybe it's jsut this one, but walking around in the city naked is not how I would live, and do explain your term "liberal", since an unknown term can be used for personal gain.

Upon your next visit to the notice board, you see a new response posted below the others. It is secured in place with a single nail, driven in only partially to allow removal at a later date, should the need arise. The parchment itself is clean and unfolded, and bears the seal of the Tilruir'sil at the bottom. Curious as to this new response's contents, you lean a bit closer, and begin to read.

Ardene strides up to the note, glancing it over.

When he finishes the note she furrows her brow and unclips a bottle of wine from her belt, downing half of the bottle.

She shudders as she imagines Lucion beheading an impure high elf and runs to her smithy, beginning to prepare a rather large iron chastity belt.

Delonna shakes his head in disbelief after reading scroll and attached notes that have followed. A solemn expression takes hold of his face as he rereads it, careful not to skim over the small details.

He speaks in a somber tone, mostly to himself. "What has become of the kind llir who took a child of impure birth into her home, and cared for her when no one else would?"

After staring at the scroll for a few more moments, he turns and departs without signing the referendum, wishing to discuss the suggested laws with Yuln before making note of his disfavour towards them.

*Ante'vuln approaches the forums, feet shuffling brusquely beneath the hem of her gown. After reading each of the replies left pinned beneath the original document, she takes the blank scroll from under her arm. Leaning against the boards in order to inscribe her reply against a flat surface, Ante'vuln retrieves her ink and quill. She writes her answer, feather tip between her lips as she works. *

In answer to the quandaries raised in regards to this motion:

Lliran,

The main points I'd like to address which answer the concerns of the attuned citizens of Haelun'or:

  • Oem: The question of whether it is fitting to permanently mark the visage of a criminally indicted citizen, under penalty code ata has been offered as point of contention.

    To this, I give you the answer that yes, in general, it is quite unbefitting for a proper Mali'aheral to be marked in a permanent manner. If skin is indicative of purity, we must uphold its natural state as a sign of racial propriety. However Laurelin law has been an example for the origin of this punishment. Our Ancestors branded and cast out traitors out of high society. The branding served as a statement that the purity of the offender had been -damaged beyond repair-. Thus, the nature of this law strives to indicate the same message. Offenders who earn this degree of punishment are the holders of damaged purity, and the exterior is simply made to match what has been ruptured within.

  • Niut: The death penalty is a point of much distress, and rightly so.

    Taking the life of another Mali'aheral is unforgivable. Here I do not suggest we descend into anarchy and slay our own with abandon. Perhaps it may not even come to pass, that by this law, a single elf is slain. That is my hope, lliran. I do not wish to launch an inquisition wherein murder becomes fact and figure.

    But this law is not meant for those with hope for reeducation. This law is not meant for even the most reproachable of violations. This law serves one simple purpose. This is as a reminder of the gravity that such sins of lewdness hold. The law must be ABLE to punish to the degree the trespassing moral vagrant has drifted. And more importantly, the drifter must know that they are to be held responsible for their sins. And that to be held in such a manner is no laughing, shrugging affair. The purpose, lliran--is to simply give teeth to the law, though Larihei forbid we are called to utilize them.

    Should this still cause grievance, and my logic fall upon eyes yet disbelieving, I shall edit the document to accomodate the morally opposed.

  • Hael: In regards to the insistence upon marriage before fraternization occurs, this is based upon a basic principle of societal contractual conventions. Should we adopt a liberal position upon what is acceptable fraternizing behavior, excuses quickly fly to offenders lips. I do not want to give lee-way to disagreements surrounding physical intimacy. The furthering of our race is integral, but equally integral is the idea of social obligation. The moment we excuse extramarital excursions, we allow any union a chance to gain legitimacy under the guise of reproduction. Marriage implies a responsibility when engaging in relations. Marriage acknowledges duty to the city, and takes official posturing in order to legitimize a union. Marriage is the ONLY city sponsored type of union, and thus, is the ONLY means of non-purity damaging fraternization.

The spirit of this new set of laws is one of necessity. I find myself having to add to the list of offenses "Physical fraternization of an incestuous nature." Even in Uruk societies, this is seemingly an obvious law. But here, so grossly abused as our lack of awareness, our lack of discipline for such grossly inappropriate behavior has brought unspeakable offense upon us. lliran, we must uproot these horrors, and pick ourselves out of the mire. If conduct must be coded in order to be upheld--so shall it be

Frowning at the short response Kolyat decidedly removes the implements of writing, and in a most common fashion begins the construction of a literary note. The note reads

" Any person or persons voting not in the positive for the implementation of such an referendum should state in irrefutably clear detail why they have taken such a standing. Any doing so should also, with great weight consider the action they have taken, for the strength of the argument behind the negative; is the strength of the argument fought, for the inclusion of the vote. "

Kolyat steps back from his work looking it over, a single nod of approval dismisses him, and slowly he walks off, steps echoing through the stone city, as his feet gently fall against the surface of the stone.

Lucion stands with a stiff, upright posture and his arms pulled tightly behind his back as he examines the words with keen interest. His blank expression is marred for a moment as he reads the first law; his eyebrows furrowing for an instant. As he reads down the page and its attachments, however, his gaze hardens and he nods; his face taking on a determined expression. He feels the edge of the parchment, and quickly takes a dislike to its thickness and hue. He pull a folded slice of bone-white parchment from his coat pocket along with a pencil, and scribbles a message upon it.

"One is most pleased to see citizens of the Blessed City attempt to rid the dreadful and darkening cloud of impurity from its walls. I am especially pleased Ms Ante'vuln, whom I have had disagreements with in the past, was a member of the duo who spearheaded this delightfully concise referendum.

It saddens one very much to see some who have disdain for the suggestions within this document. The laws and punishments outlined within it are entirely logical and within the glorious confines of the maehr'sae hiylun'ehya. Your resistance is irrational.

One is curious, however; is there a method by which a race-traitor may seek redemption? One who has lived without the light of the maehr'sae hiylun'ehya and now comes to the city to be a part of their true kin? It would be illogical to punish ignorance when no learning has occurred. It is better to punish those who know the truth, and ignore it in their childishness.

I feel these laws are the beginning of a glorious new era of purity and order. I tire of seeing impure children prancing in the streets, and nary an acid-pit to dissolve them in. Hopefully the future will bring about such changes.

I give my full support to this referendum and the laws outlined within.
