Second Generation Necromancy does not require an individual to have Iblees as a source for their Necromancy, which was necessary in the Necromancy used by the Undead. So it is 'Iblees free.'

:I So we can't really do any Iblees shrines or such?

As far as I know you are free to worship Iblees still that hasn't changed. Iblees just won't have any direct correlation to any dark magics such as necromancy.

Salamandra I am unsure if that was a compliment or an insult... or confused?.

The new serenity of users rise to what they see as great holders of magickal knowledge, passed down by the blessed ones that watch over and judge, hear our plea... they have finally been answered and now these lucky chosen ones are apart of a great destiny that they cannot change, the blessed ones gave them this power which was a right from birth... hold onto this power and never give it up, let your Aura shine throughout the day.

Watch over the magick, that beacons over the realm gazing upon the people, watch carefully with glee and sometimes disgust but never forget who you are destined to be, the ancestors of knowledge froth given by the blessed ones, I thank you all for pleading and accepting this. Thank you.

There's nothing stopping you from worshiping Iblees, but it is not required to learn Necromancy.
