A man in a purple cloak approaches Arthal, only to hand him a message. Examining this note closely would let one read following...

 

"Dear Mister Lowedge,

 

I have to come to notice your little announcement note of your intended sale of the "Bayview Manor". Please note, that the sale of property without consent of the Treasury may not be executed.

 

In this case I wish to hint towards the possibility of a transfer of the usage rights. This transfer has to be made without the charge of money, or it will be otherwise claimed as illegal. Secondly, in regards to the property, the treasury leases. It does not sell.

 

Therefore the property is still owned by the city of Abresi and the Imperial Treasury and may therefore be given back to the treasury free of charge, or the usage rights may be transferred to a person of your choice. Please inform the treasury shall you proceed to do the latter.
