If A Kha was raised off the island would he retain the common accent?

I'm not an expert on this, but I think you wouldn't, as you get accents from learning languages a certain way. If you don't learn the language like most kha, I don't think it'd affect your common. That is, unless Kha have weird mouths for some reason like the orcs.

Kha' accent is partly due to it just being accent, and partly because of their barbed tongues. However, Kha' are seldom raised off the island these days, and the application system in place doesn't allow it.

 

So, yes, there'd be a slight change in accent. It wouldn't be as strong as a regular Karakatuan accent.
