I have seen some of their writing it seemed awfully dull to read and it rambles on about ancient times. Though from my reading their preaching has been amid at humans and I find it strange that they preach to humans through letters without showing their faces for I have never once seen one in public nor known about any activity they have in Oren. Imperial Mandate of Imperial offices and Junior Council Issued and confirmed by His Excellency, Lord Adrian of House Horen-Rothesay Imperial Archchancellor At the pleasure of His Imperial Majesty the Holy Emperor John I, the establishment of the Imperial offices and Junior Council of the Holy Empire are enumerated herein. This Mandate establishes several new offices, intended to speed and enforce the duties of the Privy Council. Office: Nobility & Heraldry The heralds are appointed by the Emperor and are delegated authority to act on his behalf in all matters of heraldry, the granting of new coats of arms, genealogical research and the recording of pedigrees. The Office is also the official body responsible for matters relating to the flying of flags on land, and it maintains the official registers of flags and other Imperial symbols. Office: Treasury of Census and Exchequer The Exchequer is the department of government responsible for the management and collection of taxation and other government revenues. Its chief officer is the Chancellor of the Exchequer. Bulwarks and other local officials delivered revenue from their counties to the Lower Exchequer and received a tally.The officer who marked the tallies was the Chamberlain of the Exchequer. The tallies were taken to the Upper Exchequer, where the clerks checked that the return was correct and recorded it on a Pipe Roll. Office: Chancery The Chancery, the arm of the Imperial government dealing with domestic and foreign affairs. Its chief officer is the Archchancellor it is staffed by Imperial Clerks, Ambassadors and Conciliators. When the Emperor wishes to issue legally binding orders, it is the clerks of Chancery who write them. Charters, letters, and the writs required to initiate court actions were written, sealed with the Great Seal of the Empire, and copied onto rolls of scrolls and kept by the Keeper of the Rolls. The Court of Chancery can hear cases, The Archchancellor decided pleas for redress that common law could not provide. Office: Circuit Court The Court of Common Pleas sits in Felsen and hear private pleas between subjects - that is civil cases. In contrast, criminal cases (where the Crown prosecutes) were heard in the Court of Emperor’s Bench. The crown can send Imperial judges to try legal cases throughout the country. The circuits of these Justices in Eyre covered the whole realm and they heard both civil and criminal cases. They often also performed administrative duties, enquiring for example into the conduct of local royal officials. Serious criminal trials were "held over" to these Assize Courts. The Justices in Eyre held a number of different commissions. They were to investigate disputes over the proper ownership of land in the locality. The duty of gaol delivery - that is trying everyone held in local jails. The commission of oyer and terminer (to hear and decide) allowed the justices to decide criminal matters, and that of nisi prius (unless first/ before) to determine civil cases unless they had already been referred to the central courts. The Circuit court is staffed by judges, recorders and bailiffs. The resources managed in logistics can include physical items, such as food, materials, animals, equipment and liquids as well as abstract items, such as information. The logistics of physical items usually involves the integration of the following flow, material handling, production, packaging, inventory, transportation, warehousing, and often security. The office of Logistics and supplies is staffed by Quartermasters and Logisticians. This Mandate establishes the Junior Council, intended to act and aid the Privy council in its official capacity and fulfil other duties of government. The Junior Council shall be made up of the following. Section I Powers and Obligations of the Bulwarks of Oren The title Bulwark of Oren accords the holder certain powers and obligations, as declared in trust to His Imperial Majesty the Holy Emperor John I. They are as follows. The Duty to ensure the propagation and enforcement of the Laws of the Holy Empire of Oren in petty criminal affairs. The Duty to report and assess the military power of a nobleman within his region and report his findings to the Privy Council The Duty to assess the level of training of levy forces and aid noblemen in training their levies if required The Duty to maintain Law and Order in his area, in a manner consistent with the Emperor’s Peace when commanded to do so by the Emperor. The Duty to arrange the annual regional payment to the Emperor. The Power to execute writs (legal orders) issued by the Imperial Privy Council. The Power to to hold his own tourn or court to discover common criminals and deliver them justice. The Power to mete out punishments to petty criminals in the Holy Empire, in accordance with their duties as Bulwark. Section II Limits of power The Bulwark cannot arrest or question nobility without the direct written order of the Emperor or the Archchancellor The Bulwark cannot forcibly arrest men under a noble without the nobleman’s consent, if there is a issue with one of the nobleman's men then the nobleman must be informed first by the Bulwark so he could take care of it, if the problem persists then it's the duty of the Bulwark to report it to the High Magistrate for legal action. This is not about you being endorsed or not in the Gashblood war-claim we won initiative in the war vs snelfs we started it we were not launching and offensive when we did not have initiative. Rhewen does not have initiative in the war to endorse anyone or move to counter attack until you gain initiative you simply cannot launch a counter assault.

After all, decay is simply one part of the cycle of life, without which no new life could grow. In the same way, Nurgle is also the God of perseverance and survival.
