This Mandate establishes several new offices, intended to speed and enforce the duties of the Privy Council. Office: Nobility & Heraldry The heralds are appointed by the Emperor and are delegated authority to act on his behalf in all matters of heraldry, the granting of new coats of arms, genealogical research and the recording of pedigrees.
