Anyone possesses the ability to use the carrot for change, it is not only within the hands of the LT. There is no special sort of proposal process that an LM or MT may take part of, rather it is all done through the system that anyone has access to. I truly am a big fan of ideas, whether they are practical or not they are something I enjoy hearing. If you have some sort of idea, as your post would suggest, please go ahead and submit it in the Lore Submission forum! I would love to read it!

I'm more referring to the change of method used to handle the current shamanism crisis. Currently, the methods being used by both sides are just looping around because the methods don't work. That is what I'm talking about in my two replies so far.
