THE IMPERIAL SOCIETY OF THE EXALTED HOREN “Thus mankind was united in virtue, in the highlands and the heartlands, and in the farthest homes of the sons of Horen.” Gospel 6:33 PREAMBLE Since the enactment of the Edict of Separation (1786) and the dissolution of the Eighth Empire upon the conclusion of the Brothers’ War (1868), humanity has entered a dark age of division, decadence and mutual distrust. Over the years, we have lost interest in the betterment of humanity as a whole and, instead, we are now merely focused on the betterment of our own human realms. The treaties that have been signed on paper in reality mean nothing for us, as we actively look to our human neighbors with mistrust and envy, waiting in secret for the adequate moment to strike them down to expand our national boundaries or to defend them from our own kin. This disunity amongst the realms of man has heavily weakened our race, leading to instability in our human realms. We have fought each other for petty blood and tribal rivalries have appeared once again. Our quality of life has degraded and so has our way of life. We are meaner, crueler, our living conditions smaller and more destitute. We are bitter, torn up between grudges and provincial rivalries, having lost sight of our common goal. While the recent formation of the Covenant of Man has been a light of hope for our people, we believe that our Covenant needs to be empowered and expanded towards the formation of a new Canonist Empire, for it is only with the creation of common and shared institutions, such as the Congress of Man, that we will prevail. Besides the Lord Protector of the Covenant of Man, we no longer have a central authority that keeps the peace, sets the standards that our people are expected to follow, and offers guidance to all the Realms of Man for secular matters, ensuring their safety and prosperity, as our Emperor once did. With the death of our last Emperor more than a century ago, so did our common leader perish. Since then, our people have had no real common leadership, and have often felt fearful, lost and misguided. And yet, even a century later, we still eagerly await the arrival of our rightful Emperor to assume the Crown of the Exalted Godfrey and the role of Defender of the Faith to lead our people towards a new golden age of peace and prosperity amongst the realms of man. With the formation of this religious Society in honor of our Prophet Horen, symbol of the Brotherhood of Man, we seek to bring our Canonist Princes together, to mend the bridges between the current human realms and to work tirelessly to achieve political human unity in the realms of man. In that sense, our Society advocates for the formation of a new Canonist Empire, a country not simply of the highlanders or of the heartlanders but a country for all humanity; for we believe that we are stronger together than divided and that, as outlined in the Scroll of Gospel, a United Humanity is the path towards Virtue in the Realms of Man, in the Highlands and the Heartlands, and in the farthest homes of the sons of Horen. On the Imperial Committee VI - On the Nauzican Oath VII - On Rallies, Conferences and Debates I - On the Imperial Society of the Exalted Horen THE IMPERIAL SOCIETY OF THE EXALTED HOREN, also known as the IMPERIAL SOCIETY, is a religious society open to all Canonist individuals who seek to achieve political human unity in the realms of man, be they laity or clergy. In that sense, the Imperial Society advocates for the formation of a new Canonist Empire, as exemplified in our original proposal titled THE THRONE OF MAN. In order to achieve such purpose, the Imperial Society shall beseech our Canonist Princes to freely agree on the formation of a new Canonist Empire and, lastly, shall humbly request to the High Pontiff to crown a new Emperor at his own discretion, who shall assume the mantle of Holy Orenian Emperor and Defender of the Faith. In addition, the Imperial Society advocates for the reformation of the House of Horen. In that sense, the Imperial Society shall encourage the formation of marital unions and agreements between the different lines of the House of Horen to achieve a new Horen Restoration. II - On the Headmaster of the Imperial Society THE IMPERIAL SOCIETY OF THE EXALTED HOREN is a Society of equals, with an individual elected amongst its members serving as its HEADMASTER and, as such, as its effective leader as first amongst equals for organizational purposes. - The current Headmaster of the IMPERIAL SOCIETY is His Imperial Excellency, Marc Galbraith (@sergisala). III - On the Vice-Headmaster of the Imperial Society The VICE-HEADMASTER is the primary assistant of the HEADMASTER and is delegated all tasks that the Headmaster deems necessary for the administration of the Society. In the event of death, resignation or incapacitation of the sitting Headmaster, the Vice-Headmaster shall assume interim headship of the Society and call a Convention of the Imperial Society open to all Society fellows, who shall elect a new Headmaster of the Imperial Society. - The current Vice-Headmaster of the IMPERIAL SOCIETY is His Imperial Excellency, Tiber of New Paradisus (@seannie). IV - On the Imperial Chapter Houses and Imperial Liaisons The members of the IMPERIAL SOCIETY shall act in all the Realms of our Canondom, and shall open Chapter Houses in every Canonist Realm, which shall represent the Imperial Society and serve both as a hub and meeting place for Society fellows and associates. Each Imperial Chapter House Leader shall be required to regularly report on the state of their chapters to the Headmaster of the Society, and where the Society currently lacks presence, Imperial Liaisons are dispatched, which are as follows: - THE CHAPTER HOUSE OF THE HEARTLANDS (PROVINCE OF AAUN) to be led by His Imperial Excellency, Tiber of New Paradisus (@seannie). - THE CHAPTER HOUSE OF THE HEARTLANDS (PROVINCE OF THE PETRA) to be led by Her Excellency, Edith Hope (@CasualNuker). - THE CHAPTER HOUSE OF BALIAN to be led by His Excellency, Ivan var Ruthern (@Wavey). - THE LIAISON TO RAVENMIRE to be led by His Excellency, Godefroy d’Amaury (@Urban). - THE LIAISON TO NÚMENDIL to be led by His Excellency, Edward Napier (@Hanrahan). - THE LIAISON TO HYSPIA to be led by His Excellency, Viktor Gotwa (@DarkWrath94). - THE LIAISON TO REINMAR to be led by Her Excellency, Dame Viktoriya DeNurem KL (@TreeSmoothie). - THE LIAISON TO HAENSE to be led by His Excellency, Solebron Dekach (@Chronics). V. On the Imperial Committee The IMPERIAL COMMITTEE shall be the advisory council of the Headmaster of the Imperial Society and shall be formed of the Vice-Headmaster and of all the Imperial Chapter House and Imperial Liaison Leaders. The Headmaster may also invite other Society fellows to its meetings at his own discretion. The Headmaster of the Imperial Society shall preside over the meetings of the Imperial Committee, as its foremost member and director, and as the Empire’s most loyal servant. VI - On the Nauzican Oath The members of the IMPERIAL SOCIETY shall adhere to the RIGHTS OF MAN consecrated by Emperor Joseph I in the NENZING PROCLAMATION and to the GRADIC RIGHTS that were given to the Imperial City of Felsen by Emperor John II. At the same time, the members of the IMPERIAL SOCIETY shall recite the following oath, also known as the NAUZICAN OATH, upon their induction in the Society: "I swear to be true to the Emperor and the realm and not to maintain silence about any evil that I may know which is being contemplated against them. I swear to work tirelessly to the betterment of the Empire and the Orenian people that comprise it. I swear also not to associate with traitors nor enemies of the state, and to always defend the honor of those I serve. This I swear upon my life by the Holy Scrolls." VII - On Rallies, Conferences and Debates The members of the IMPERIAL SOCIETY OF THE EXALTED HOREN shall actively hold rallies, and organize conferences and debates open to the public in all the Realms of Man of our Canondom in favor of Human Unity and in favor of a Panhuman Imperial State. And last, but not the least, we wish to remind everyone that in order to be admitted into the Imperial Society it is required to send a letter or approach our Headmaster Marc Galbraith (@sergisala) or any Imperial Chapter House or Imperial Liaison Leader. AN OPEN LETTER to THE GRAND COUNCIL OF THE COVENANT OF MAN by HEADMASTER MARC GALBRAITH PRINTED BY THE ✠ IMPERIAL SOCIETY OF THE EXALTED HOREN ✠ The First Session of the Imperial Senate, the Eight Empire, c. 1736. “And GOD Made Man Equal in All Things, To Share in the Bounties of His Creation And the Wisdom of the Word of His Prophets.” 2 Salvians 17:4-5 TO HIS EXCELLENCY, THE LORD PROTECTOR OF THE COVENANT OF MAN, @indiana105 Firstly, we would like to start penning these words by congratulating His Excellency the Lord Protector and the other members of the Grand Council on the formation of the Covenant of Man, a holy alliance composed of the Realms of our Canondom that shall certainly bring Human Unity and Prosperity to the Realms of Man. In that sense, on behalf of our Society, we would like to express our unwavering support to the Covenant of Man, for we find it to be an undeniable expression of pan-humanism in Mankind that shall certainly bring us all to glory. Secondly, we would also like to take our time to recognize the leadership of His Majesty the King of Hanseti-Ruska, Ivan VIII, as the first Lord Protector of the Covenant of Man. In that sense, on behalf of our Society, we would like to thank His Majesty for his leadership in this new chapter of the history of Man and would like to humbly hereby request His Majesty to schedule a meeting with our leader, the Society's Headmaster Marc Galbraith, to discuss the current state of humanity and our common path forward. Likewise, the Society's Headmaster shall gladly be willing to meet with any other leaders of the Covenant of Man if they so desire. Thirdly, we would like to petition to the Grand Council of the Covenant of Man to invite the other Canon Realms that are yet to join the Covenant of Man into this holy alliance, such as Reinmar, Númendil and Hyspia, for we believe that they are too part of the Tapestry of Man. In that sense, though, we would like to highlight that this is merely our recommendation, and that we shall fully respect and abide by the rulings of the Grand Council of the Covenant of Man on this matter. Together, we have the opportunity to unite and come together in order to achieve GOD’s Providence by creating a Covenant of Man that both charters the rights of our subjects and defers our own personal interests to that of the collective and the whole. A COUNTRY FOR ALL or ON THE NATURE OF THE IMPERIAL STATE by MARC GALBRAITH and DAME VIKTORIYA DENUREM PRINTED BY THE ✠ IMPERIAL SOCIETY OF THE EXALTED HOREN ✠ A Map of the Holy Orenian Empire, Fifth Empire, c. 1551. “You Will Know Him, For with Peace He Gathers the Sons of Horen, Where the Sword has Divided Them” - Gospel 7:53 John I, Holy Orenian Emperor, painted c. 1526. Many centuries ago, John Frederick of the House Horen ascended the Imperial Throne in Vailor, adopting the imperial regal name and title of “John I, Holy Orenian Emperor''. All the major vassals of the realm immediately swore their allegiance to the new emperor in the Imperial City of Felsen after receiving the blessing of the High Pontiff, marking the start of the Fifth Empire. During his Imperial Coronation’s speech, Emperor John I pronounced the following words: “Our Empire is a Realm for All; Adrians, Savoyards, Lorrainans, Kaedreni, Courlanders and Carnatians alike.”. These words marked a very clear imperial policy that can be summarized in the following words: Oren, A Country for All. After all, the Holy Orenian Empire, also known as the “Imperial Oren” or simply “Oren”, has always been an inclusive project; from Saint King Daniel of Al’Khazar to Exalted Emperor Godfrey I, all the great heroes and leaders of humanity always understood the importance of the Tapestry of Man, united in its cultural diversity. According to the Imperial statesman of the Eight Empire Sir Simon Basrid, Titan of State and Archchancellor of the Holy Orenian Empire during the reign of Peter III, Holy Orenian Emperor, and, specifically, to the 1st Statement of the Basrid Ministry titled The Tapestry of Man: “Above all else, the legacy of Exalted is in that of their administration, crafting and preserving a state that no peer Descendent could not ever hope to mirror in political unity and diversity of culture and thought. [...] The Tapestry of Man is Horen’s magnum opus, and we continue his work with our actions. [...] Each and every act we take to benefit the Orenian nation adds to our tapestry and ensures the legacy of man is maintained.” Furthermore, in his Resignation Speech 44 years later, Sir Simon Basrid said the following: “Our Oren is unique among all realms as the living legacy of the Exalted Horen, a land of prophets, the keeper of all man’s apostolic traditions. Each of us are custodians to the great Tapestry of Man, gifted to us by our ancestors, passed onto our children, that serves as the chronicle of being. So long as every fellow is committed to protecting this state, so will our histories, culture, and way of life endure.” In addition, we can clearly see meritocratic values flourish and become a reality in the successive empires that arose since the First Empire and, in particular, in the Eighth Empire during the Basrid Ministry. In that sense, the following words are attributed to the Interior Department during the Basrid Ministry: ”It does not matter where you come from or what your wealth or nobility status is. As long as you are willing to work for Oren, Oren shall always be your home.”. And, certainly, during the times that such policy was followed in human history, all the people of the Holy Orenian Empire were given an opportunity to develop their own lives and careers in the Empire; regardless of their noble status or wealth, all men and women enjoyed the same rights and opportunities to get involved in the Empire’s governance; be it by running for a public office in the Imperial Diet or by serving in a department of the Imperial Administration, amongst many other employment opportunities and social activities. It is notorious that in the eighteenth century, in the midst of the fray of the Rubern War, the Duchy of Morsgrad delivered a missive to the Imperial Crown titled To the Heartlands Crowns (1741) in which the Duke of Morsgrad offered to Holy Orenian Emperor Peter III to settle the war by ceding them his sovereignty over the Kingdom of Hanseti-Ruska, and that the response of Emperor Peter III was the following: “It is true, you have delivered Us a number of defeats. Bruised and bloody, We take Our wounds with vigor, each blow refreshening that indomitable spirit; that burning flame which drove Our predecessors to victory. The blood of the Empire is a singular red, and shall never deplete so as long as We live. You will recall, perhaps familiarly, of the state in which John Frederick found his country. Ravaged and ransacked by years of aggression with a host of Urguanites at his gates, any lesser man would have cowed in to the submission you desire. But this is not the conduct of an Emperor! An Emperor does not abandon his faithful subjects. From the brink of devastation, John Frederick would conquer the world. Our countrymen, renewed by the taste of spilt blood and sweat, enlist in defense of their beloved country. Both lines of ancient renown and lines of promising beginnings flock to the banners, ready to fill the ranks against your chaotic assault. Indeed, your forces have picked and pried at the titan; but it is Our faith and courage that shall wake him from his slumber. We shall meet you again on the field of battle, again, and again, for Ours is one great spirit, and yours many disparate plots.” And later on, Emperor Peter III and his Imperial State Army proudly defended the Royal City of Reza, at that time capital of the Kingdom of Hanseti-Ruska, from a Nordling invasion during a siege instigated by the forces of the Alliance of Independent States during the aforementioned Rubern War. We believe that Peter III’s defense of Reza symbolizes the best of the Holy Orenian Empire; for it represents humanity’s perfect union and the existence of a social contract between the governing and the governed parties, as outlined in the Nenzing Proclamation. After all, the King of Hanseti-Ruska and his people were faithful subjects of the Holy Orenian Emperor, and an emperor does not abandone his subjects. Furthermore, we genuinely believe that the Holy Orenian Empire has the duty to actively contribute to the defense, preservation and development of its Constituent Realms, ensuring their residents’ safety and prosperity. And, at the same time, we firmly believe in the necessary cooperation between the Imperial Government and the Provincial Governments, for we believe that the Constituent Realms and their Canon Princes and Peers must not be simple spectators but rather the main protagonists of the Empire, for Oren is a Country for All. At the same time, we are all aware of the tragic episodes that haunted our former Empires, often caused by the temptation of absolutism, such as the Sack of Ves, protagonized by Emperor Anthony I, or the War on Sutica, protagonized by Peter III, amongst other episodes that diminished the confidence between the Empire and its vassals. And, precisely, we genuinely believe that the best way to ensure that the Imperial Constitution, be it written or unwritten, is kept, is to establish Imperial Institutions that are commonly shared amongst all the Constituent Realms that form our Empire. Emperor Joseph II understood the importance of constitutionalism, and in his last missive Reflections on State Or; Some Fruits of Solitude (1813) he said the following: “[...] Sir Frederick Armas was born to a merchant. Simon Basrid was of no greater birth. Did Sabari make distinction between greater or lesser when he was called to fill the trenches? What is the boast of Emperors, but great folly? Our ancestors worshipped their sovereigns in the Imperial cult. The very blood of Horen was taken as sacred; if sacred, infallible. Would you take Antony I as infallible in his pronouncements? Let you take heed, John Charles, that an Emperor is the sum of the men which he surrounds himself with. Your father, Joseph II, possessed a common heart; he held no greatness; it was they who reared him that were filled with the greatness of the day. It is to his councilors that he is indebted, and to benevolent Providence. An Emperor reigns; he does not rule. Do not speak. Such is the business of a councilor. Speak not in Opinion, but Judgement; therefore speak last. Make no promise. It shall be invoked unto the grave. The Emperor is all things to all men. If it should be otherwise, envy; if envy, rebellion. Your father made no vain boasts. He pretended to no great conquest. The constitution was upheld, and no great calamity befell the Empire. [THE DICTATES ARE INCOMPLETE]” These dictates of Emperor Joseph II outlined a simple but important idea: the times in which an absolutist Emperor may unilaterally rule from his throne as an autocrat are long gone. Instead, the Emperor must abide by the decisions adopted by his faithful subjects, the Orenian people, represented in the Imperial Diet, as the Empire’s legislature, and in the Council of State, as the Empire’s cabinet. In order for such imperial constitutionalism to flourish we propose the institution of an Imperial Diet formed of a Congress, also known as the Imperial Congress or Congress of Man, as the Empire’s legislature, formed of representatives from all the Constituent Realms of the Empire elected in their provincial circumscriptions in regular and free elections called by the Imperial Crown. In such proposal, the Imperial Congress would hold the ultimate authority of the Empire and would have a real decision power on the matters that affect all the Empire, such as the power to declare war, the power to ratify or reject international treaties, the power to enact or repeal imperial legislation, the power to confirm or reject the appointment of Ministers of the Council of State, the power to confirm or reject the appointment of Circuit Judges and Supreme Court Justices, the power to summon Ministers of the Council of State to be held to account, amongst many other constitutional functions. In that sense, we genuinely believe that it is time for power to be transferred from the Imperial Throne to the Orenian people represented in the Imperial Diet, and, specifically, in the Imperial Congress, a legislative chamber that would represent all the Constituent Realms or Provinces of our Empire, with all of their elected representatives having a voice on the Empire's governance and the ability to introduce the bills and proposals that better satisfy the desires, needs and the dreams of their constituencies. At the same time, during the last century, we have noticed that some people have been actively stigmatizing the terms “Empire”, “Imperial” or “Orenian” whenever someone mentioned the idea of forming a new Empire, immediately alerting of its risks and disadvantages. However, dear readers, this demonization is not new, for according to human history it has occurred during all the periods of times when an Empire has not existed, that is, during the so-called Interimperiums. We are able to historically detect the existence of this very same anti-imperial sentiment during the speech made by Emperor John V at his Imperial Coronation (1614): “Empire is the height of civilization. When the squabbles of men give way to diplomacy, and order replaces chaos, and the law of Horen lives on through his heir, this is called Empire. In the years since the Fifth Empire was weakened and fell, I have heard men curse the word “Empire”. They do nothing but curse order, civilization, and the brotherhood of man.”. According to Emperor John V, the Empire brings order, civilization, and the brotherhood of man. As for these signatories are concerned, we believe that it is undeniable that we, the Balianese, Haeseni, Aaunites, Petrans, Númenedain, Hyspians and Reinmarens alike, have achieved greatness together since the formation of the Grand Covenant. Upon reading the missive written by Tiber of New Paradisus, the scholar Marc Galbraith delivered the following remarks: "In my humble opinion, a new Imperial Capital for all Mankind is indeed necessary. However, as my fellow colleague Tiber said, it is very important that all of us keep in mind that for a United Humanity to exist in the form of an Empire, the new Imperial State needs to be a union formed of all the constituent realms, and not simply a kingdom that is stronger than the rest and has imposed its rulership via conquest. In other words, the Constituent Realms and their Canon Princes must be the protagonists of the new Empire, which means that the Capital of the Empire should not simply be the capital of one kingdom but the Capital of Humanity, of all Mankind, and that the cooperation between the institutions of the Empire and those of the Constituent Realms should be the norm. In the current context, I genuinely believe that It is only in that way that we will be able to achieve a more perfect Union in the Realms of Man, both in virtue and in spirit. For that is what Oren truly is, a collaboration to achieve greatness, together, united as one country." -

Upon receiving an invitation to the Convention from the Headmaster, the Society fellow Marc Galbraith delivered the following remarks to his colleagues: "For far too long we, the Sons of Horen, have remained divided by the Sword due to petty rivalries that have only weakened the people of our Canondom. It is time that we, the Human people, work together once more for the common good and all of us build a United Country worthy of an Empire.
