TO OUR RESTORED REALM,

Some seventy-three years have passed since the reformation of Saint King Godwin’s realm by decree of Our venerable grandfather the King Charles, whose vision for a better future for the in his time fractured Heartlands, no doubt divinely ordained, emboldened many faithful men and women to his noble cause, among whom the Viscount of Minitz, later created Duke thereof, Leon I Brandt Barclay, whose enduring legacy shall be the subject of this Edict, thus dubbed the Royal Edict of Kanunsberg.

For his descendants have been hard at work. Being raised to Princely status under the reign of Our father the King James after having proven themselves steadfast, faithful and thus true bulwarks of Our kingdom time and time again, and, of recent, seeing to the gathering of all Reinmaren tribes under a single banner alongside the Princely House of Barclay of Reinmar to settle their own sovereign lands. Having, as is widely attested, been tasked with such an undertaking by Saint Prince John of Reinmar.

Thus, We, King of Aaun and of Our other Territories King, do convey the following:

I. THAT the reigning Grand Prince of Minitz, Leon II Barclay of Minitz, along with all of his vassals formerly placed directly underneath the authority of the Crown as of the Edict of Whitespire issued in the year 1958, shall be released from their previous oaths of fealty to the United Kingdom of Aaun.

II. THAT all titles currently held by these parties shall be gifted to them as of the signing of this Edict, though any and all land associated with them in due time be forfeit and returned to the Royal Crown.

WITH THE POWER BESTOWED to the office of the Chancellery, and after an extensive survey of the incumbent political machine and instrument of state, the current Aaunic system of governance is hereby declared DYSFUNCTIONAL and OBSOLETE.

Thusly, the Sarkozic-Reuss Chancellery has drafted a series of overhauling reforms, dubbed the SARKOZIC VOLLEYS, aimed at every aspect of Aaunic administration, civilian governance, and military organization.

In the presence of GOD, Almighty and Most High, The First Volley undertakes reforms for high-ranking government positions, extirpating and merging redundant offices, and mitigating the bloated bureaucracy of the Aaunic state.

The First Volley of Reforms go as follows;

LET IT BE KNOWN that the efforts of the Office of the GOVERNOR-GENERAL to restore unimpeded traffic between the lands of the AAUNIC CROWN and her faithful allies have borne fruit. The regional road linking the Marchlands Region with the cities of PORTOREGNE and VALLAGNE, dug up by the terrorist STASSIE STATE and turned into a vast ditch in a meaningless attempt to stall the forces of the COVENANT of EIGHT has duly been repaired.

The Office of the GOVERNOR-GENERAL hereby conveys its heartfelt thanks to our brothers in faith of the monastic Order of SAINT JOHANNES from FAUSTEN and their humanitarian mission in Aevos, and for the patronage of HIS HIGHNESS THE LORD of ALBA. Due to the Order’s expertise in engineering and public works, and a generous donation of MARCHLANDS RATION STAMPS by HIS HIGHNESS THE LORD of ALBA for the purpose of enlisting a number of local laborers, this undertaking was swiftly completed in a single SAINT’S DAY.

Sworn brothers of the Order have reported to us the recovery of nearly TWO HUNDRED BODIES from upon the stakes which lined the STASSIE ditch, unaccounted for by the military rolls of the COVENANT of EIGHT and those seized from the illegitimate STASSIE STATE. LET IT BE KNOWN that the Office of the GOVERNOR-GENERAL has come into possession of various ledgers and assorted documents issued by the financial authorities of the illegitimate STASSIE STATE.

Following the STASSIE STATE’S treacherous entry into the war in violation of the SACRED VOW given to HIS MAJESTY JOHN of AAUN, an attempt was made by these miscreants to fund their acts of banditry and terrorism by minting unsustainable amounts of local currency, known as the STASSIEMARK, in vain hope that it could be exchanged for the AEVOSIAN MINA or the AAUNIC CROWN.

Though matching the AAUNIC CROWN in composition and design at first, the STASSIE STATE soon committed to a policy of unrestrained debasement, removing the coins’ milled rim to facilitate shaving and devaluation, and steadily reducing their content of silver until the STASSIEMARK was reduced to a worthless token made of base tin.

This policy resulted in the complete collapse of the STASSIE economy even prior to the Marchlands’ liberation by the COVENANT of EIGHT, causing mass famine and starvation. Penned at the request of His Royal Majesty, John, the King of Aaun, in the year of our Lord, 1959

PREAMBLE

Peace and prosperity unto the Lowlands, united at last. After seven years of struggle, following the death of His Majesty Edmund II, our cause of liberating the Marchlands has come to fruition at last - our most western province with the help of the Great Covenant of Nations has been seized from the hands of the rebels led by Richard of Stassion, the Prince of Nothing. They have been butchering our people ever since they departed from our Kingdom and insisted that our citizens were the ones to first break the peace established by Edmund’s successor, our merciful King John. We have seen past their treason.

Richard Stassion had made a holy vow upon the relics of the Saint Alexander of Furnestock not to take up arms against the Holy Mother Church and the Crown of Aaun in an armed conflict. He shamelessly broke this vow within days of his merciful expulsion. The men of Stassion, armed, resumed raiding that remained under Crown authority, harrying the peaceful subjects of the King. They saw no shame in breaking their holy vow, believing they could escape God’s justice and the Crown’s rightful retribution. With the blessing of His Holiness, Sixtus VI, our Realm assumed a resolute stance and took up arms against the rebels that dwelled in our western province for nearly a decade. Together with our stalwart allies of the Covenant of Nations, we extinguished their resolve in the lands they called their home. Our cause was righteous and just. Our Realm and her peaceful peoples never sought to be embroiled in conflict, yet it was forced upon them: we did not fire the first shot, but we fired the last. Now, on this 12th of Tobias’s Bounty, 1959, we stand triumphant.

THE FATE OF THE MARCHLANDS

Following the liberation of the Stassionite land, the reformed Crown of Aaun will endeavour to remove any structures erected on the territory of the Western Marches that may remind the people of Aaun of the House of Stassion and their crimes committed against them. It is declared what follows:

I His Majesty, the King of Aaun, demands that the only building to be spared within Fredericksburg is the local church.

II His Majesty appoints a governor to keep watch over the Western Marches, namely Father Yann. It is among his duties to rid the western borderlands of the Kingdom of Stassionite infrastructure and return this region to nature by planting trees and sowing new fields.

TO OUR RESTORED REALM,

Nearly sixty years have passed since the signing of the Great Charter of Aaun in 1900 IST, then signed by Our royal grandfather the Venerable-King Charles of blessed memory and the Lords that would jointly go down into history as the founding fathers of Aaun. And though then meant to become the foundation upon which a strong Aaun was to be built, the passing of time has long since laid bare its many faults and deficiencies that have ensured the exact opposite of what was envisioned.

Long have We deliberated then, what to do to mend the issues facing Our nation, knowing that the continued policy of decentralization and deliberation by means of the Royal Diet have prevented both Ourselves and Our predecessors from swift action in the face of serious perils that faced the very state.

Thus, now, having called forth Our Council and the Diet both, We, King of Aaun and of Our other Territories King, do convey the following with unanimous consent of the leal Crown Estates of Aaun;

I. THAT from henceforth the anointed Sovereign and his rightful heirs, sanctified by divine providence and ordained by the will of Almighty God, shall wield absolute authority over the realm.

II. THAT as a result the Great Charter and Royal Diet, whose complexities have impeded swift action and resolute measures deemed necessary to ensure welfare of the realm, shall be permanently suspended. This to pave the way for the betterment of the state and for swift action in troubled times.

III. THAT, though gradual reform in the coming years so as to not bring about a complete upheaval shall be the norm, all vassals previously considered “petty” are to be placed underneath the Royal Crown effectively immediately.

EDMUND’S REQUIEM

A TIME OF SHATTERED SHIELDS AND BROKEN BONES SEEMS UPON MAN,

One that Our royal nephew, Edmund, sought to avert with the conference announced in the Declaration of Bridgemas. Edmund, who was ever an optimistic man, dreamed of a world where Men resolved their differences through negotiation, where senseless violence was to be obsolete and war among Canonist brethren a thing of the past.

It is for this very dream he was martyred by the deranged Frederick Aurelian and his agents, themselves aided by marauders of the League of Veletz, who, for his aforementioned dream, did stab him a multitude of times in the most cruel fashion, as well as slaughtered his councilors that were present, such as the Prince and former Regent Henry, the Sheriff of Merryweather, the Lord Haverlock, and so forth, all of whom We can do naught but consider martyrs for their sacrifice.

His attackers, among whom was the Marshal of Veletz, were soon captured by the forces of Haense, Balian, and Petra, all of whom had come to Whitespire to attend Edmund’s conference. Soon after did soldiers of the League of Veletz, Celia’nor, and the Iron Horde invade Our city, whereupon they were promptly defeated by the gathered forces of the Covenant of Five.

These are not the only crimes of the League of Veletz, for investigations by the Auditor of the Tribunal have uncovered a deep-rooted Azdrazi conspiracy within that nation, with draconic agents wielding significant influence and using the city of Winburgh as a center for their nefarious activities. For these crimes, His Holiness has seen fit to excommunicate the leaders of that League.

We have just recently donated land to the Holy Mother Church for use as a Papal State and Apostolic City, and We were a priest prior to Our accession to the Paradisian Throne. We hold in high regard Our duty to Canonism and to GOD, chief among which is the protection of His people and His Church and adherence to Canon Law.

With all these facts in mind, and for the memory of King Edmund and the other martyrs, We hereby announce to the world Our intention to join the Covenant of Five so that we might march on the lands of the League of Veletz, to liberate Mankind and all of Aevos from their tyranny.

ON TREASON AND JUSTICE

TO ALL THOSE GOOD AND FAITHFUL SUBJECTS,

Be they of noble stock or of common blood, to all who partake in the ties of our unfaltering Union, We, King John, son of the late King James, send greeting in this darkest hour of sorrow and mourning. For Our royal nephew, the King Edmund, the Prince Henry of Merryweather, Leopold of Haverlock and others of the Council of Aaun that accompanied him that day lie dead. Murdered in a failed coup d'état orchestrated and championed by the equally as failed and disgraceful Frederick Aurelian of Stassion, who, as of Our writing this, is to be considered an outlaw and enemy of the state, same as any who continue to associate with him in his failed quest to disrupt the naturality of peace and order.

For Our own part, We lament the death of Our royal nephew and those that have passed, yet remain ever thankful to the Canonist Princes of Haense, Petra, Balian and Hyspia, whose swift arrival alongside what was mustered of Our Royal Forces under arms was able to make short work of the traitors and their accomplices, enabling the restoring of order within Whitespire and the Crownlands. And remain, as those that have passed would have wanted, hopeful for a brighter future ahead for all, and the fulfillment of the martyrs’ dreams of the steadfast and lasting peace for which they did bleed.

WHEREAS, it hath pleased Almighty God to return His servant and Our Sovereign E D M U N D to us, His loyal people, who hath tended to the Common Weal for sundry months, and by whose return the Royal Crown of this United Kingdom of Aaun rightfully rests again on His Head according to the divers Law of the Royal House of Alstion and Magna Charta Libertatum of this Our United Kingdom.

We are grateful for and humbly thank those divers men and women, at home and abroad, who came to Our aid in Our Moment of Peril, when We were brutally attacked by wicked actors, and incapacitated to Our present state, which We regret deeply and will never forget; to those who did lend their swords, abilities, minds and hearts to Us in Our Moment of Peril, Our Realm owes you a debt deeper than it can ever hope to repay.

And We further have come of an Age where we commit great thought, intrinsic and extrinsic, as to the Design of Our Almighty Lord God, to whom all Kings owe their Crowns, in the death of Our noble Father the most Venerable Prince Henry, Our early ascension to the Crown of Our forefathers, the long Regency of His Holiness the Pontiff, Our Royal Mother, Princely Uncle, Noble Aunt, and other Right Honourable Officers, the Great Troubles that has been so wantonly diffused through Our Realm, and to Our current incapacities.

We have been taught the Virtues, and We stand on the shoulders of giants who weave the human tapestry and imbue it with their zealotry; and further We follow in their example to, before anything, prize Peace and Piety.

We, therefore, with Royal Right and certain knowledge in Our Time Asleep, do by mere motion dismiss again the recently formed Regency, and assisted by Our People, and with other numbers of Gentlemen and Ladies, command Our Government to at once formulate, distribute, and deliver a Conference of Our brotherly and sisterly Sovereign’s abroad to make between us a permanent settlement.

So I find that you are strict in your arms, but lax in your prayers. But to pray is to gird the spirit. The hand of God is the greatest weapon to bear, and His word is the paramount strategy. There can be no laxity in faith for any reason, not war nor peace, not wealth nor poverty. The Lord lasts through all adversities, for He is their source and their remedy—without Him, they are uncured.

And We also know that just as there cannot be a setting of the Sun without a rising of the Moon, there cannot be true peace without tangible consequences; We, therefore, with Our certain knowledge coming from Our Time Asleep, declare that We shall join Our forces to War against those who strike the first blow, to those who subvert Our Conference in bad faith; for in Our time there shall always be peace, as it has been ordained by Almighty God and delivered to Us, His servant in this mortal and transient world.

And We further exhort all Our People’s into a spirit of Peace, unflinchingly weathering this present storm, which We know will pass, which must always pass, as all things must in this transient and finite world, for what is this world but a lively image in which God shows and declares himself; for although He is invisible, He shows himself by His Works, and to that end we should worship him.

And We should further not break His Laws, or do injury to His ordained arrangement of Our Constitution; We exhort all Our People’s to the Just delivery of the Common Weal, and We further reaffirm Our commitment to the three precepts; that is to say, the Right to Life, the Right to Liberty, and the Right to Trial.

The vast multitude of creatures, the Sun and the Moon, and all the host of the Skies are the proofs of His Almighty Works, and their multitudinal relationship to each other are evidently the acts of His Sovereign Wisdom; and knowing that We shall all soon return to our Almighty Lord God, let us not spend the years of our prime in contempt of our fellow man, and instead let us be devoted to the study of His Word and His Demonstrable Works, which can only ever be for the public good.

And We know that Our Royal Grandsire, the King James of Glorious Memory, did also believe in a stoical attitude to strife, and We know that Our aforesaid Royal Grandfather acted forever and only in the spirit of Peace and Piety; His example is unerringly Good, and We shall act in His steps; and so We command Our Government at once to create new licence for Our Royal City, which We further grant, for Us and Our Heirs and Successors, the name Jacob.

IN THE YEAR OF OUR LORD, 1947

The betrayal of sworn oaths and vows made in good conscience is among the gravest sins a man may make against his fellow man. It is doubly the case when subject does so against liege, thinking themselves in the mould of a common mercenary, able to plunder and benefit from the mercy of one Crown while fielding offers from another. Bonds of vassalage are not to be opted in and out of, they are not to be reneged upon, they are not to be treated as lightly as the Houses Augusten and Leopold believe they may be.

The contract of vassalage provides the foundation of the state, for it regulates the conduct between vassal and liege, enshrined by law and given the favour of our God. A vow made to an anointed monarch, a Prince of the Lord, cannot be dissolved save by His representative authority. There is no man above God, nor His appointed, and to act against the goodwill of one’s liege is to strike humanity in the face. What is the purpose of bonds and oaths if they may be reneged? The lost honour of breaking this oldest and most fundamental of contracts is not only a betrayal of state but a betrayal of the Lord.

Aaun has no need for such families and vassals that will debase themselves in such a disgraceful manner. It is a stain upon a house’s dignity to carelessly attempt to break their bonds of vassalage; it is folly for them to assume that they may do so without recourse. If they wish to play a mercenary’s game, then both ends of the contract they willingly entered will be upheld.

We are all children under the eyes of the Almighty. Children make mistakes, their judgement clouded by innocent fallibility. And as the King is to the subject pater familias, so too must he safeguard them from their own worse judgements. Consequently, We invite the Count of Hohengarten, his family and ranks, to attend Us in one Saint’s Day. In Our presence, they shall prostrate themselves for their childish mistakes and reaffirm their oaths to Us. And as We are Merciful and Benevolent they shall, upon this act of allegiance, be returned to Our usual love.

But as We are Just, We are also Resolute. If the Count of Hohengarten, his family and ranks, not attend Us at Our Palace, then the following shall come into place immediately:

The County of Hohengarten, and all lands and privileges attached, will be revoked from the House of Augusten and returned to the Crown;

The Barony of Edendorf, and all lands and privileges attached, will be revoked from the House of Leopold and returned to the Crown;

A Royal Ban will be issued upon Konstantine of Augusten. He will be declared legally dead and his person and property may be injured without legal right of recourse.

We appeal to the Wisdom and Jurisdiction of the Waldenian Diet to, at their liberty, explore the unforgivable sin of vampirism within and without the House Augusten. Crimes against the Faith are crimes against humanity, We will not allow this malevolence to infect Our people.

We further appeal to Our allies abroad in the meantime, and in the case the foresaid persons do not attend Us, to not aid or consort with Our subjects, whatever their status or agenda. They are of Our Union, and shall remain, from cradle to grave.

THE CABINET

The Chancellor is the senior lawyer of the realm and—traditionally—the right hand of the sovereign. In recent memory the Lord Chancellor serves to manage the courts of justice and as a personal agent of His Majesty. Since the Command for Reforms, the Chancellor has once again become the leader of His Majesty’s Government, appointed as a result of whomsoever His Majesty believes commands the confidence of the country, and is ultimately responsible for the policy and decisions of the government.

As leader of the government, the Chancellor currently chooses the Directorates of the cabinet and oversees most of its operations. The Chancellor is also Secretary of State for the Union and may act in the exercise of any functions of the government to ensure that it is acting on behalf of the entire country. The High Commissioner of the Diplomatic Service is the Crown’s chief emissary, the man or woman given the task travelling abroad under His Majesty’s banner to build Aaun’s international reputation and foreign relations, of drafting treaties and pacts, and keeping His Majesty personally apprised of world events.

The High Commissioner, named for the procurement of letters of credence for Crown Ambassadors, occupies one of the great offices of Aaun as Secretary of State for Foreign Affairs. The High Commissioner has overall responsibility for delivering the Crown’s foreign policy objectives and for strategic oversight of the Service.

The Directorate of Housing and Development supports communities across the country to thrive. They are at the heart of the government’s commitment to accelerate all parts of the country. The Director-General has strategic oversight over the Directorate’s business, working with the Treasury to invest in local areas and drive growth. The Director-General leads the overall housing strategy of the country, and has a large remit over planning reform, application and delivery. The Director-General leads the Heartland Memorial Planning committee, a cross-government initiative to catalogue and display the histories of the Age of Conflict.

Urban Officer

Urban officers help shape the way towns and cities develop, balancing the demand for space with the needs of the community. Urban officers work on projects to assess the effects of new roads, plan for houses, redesign urban spaces, develop parks, waterways and public sanitation. Officers develop local and national planning policies, prepare and make decisions about planning proposals and engage interest in the lived environment.

Rural officers survey, value, look after, and plan how land under the royal generality is used. Officers find creative ways to repurpose derelict buildings, and negotiate access to land with individuals or companies.

THE KING’S PRIVY CHAMBER

The Privy Chamber, alternatively known as His Majesty’s Personal Household, is made up of the private aides to the sovereign. They wait on the King in the royal apartments, as well as during various court activities, functions and entertainments. Those within often act as his chief advisors, and as a mark of favour the members of the Privy Chamber are empowered to act as the executors of the King's verbal commands.

The Principal Secretary is responsible for forwarding incoming letters to His Majesty and the Regency Council, particularly foreign correspondence, keeping the king’s purse, and, most importantly, overseeing the execution of His Majesty’s orders.

King’s Chamberlain

As the leader of the Clementine Court, so too is the Lord or Lady Chamberlain a natural member of His Majesty’s own Privy. In the more personal capacity of the King’s Chamberlain, they act as his advisor on the state and strategy of navigating the complex web of the realm’s internal nobility, such as its various cultures, and on ensuring the continuing morality of the court.

The Mistress of the Robes personally attends upon His Majesty and is the manager of his household’s affairs. This includes deciding entry into the Privy Chamber and the allocation of grace and favours at royal events, along with handling miscellaneous issues on his behalf.

The role of the Grooms of the Privy Chamber is of paramount trust and proximity to the Monarch. They act as the assistants and personal advisors to His Majesty, responsible for the cleanliness of the royal bedchamber and oftentimes serving as companions, offering entertainment and conversation.

Equerries to the King

His equerries serve a slightly less personal role, handling the provisioning of horses and carriage transport for the sovereign. They too, however, have served as personal advisors and companions, especially abroad and on journeys otherwise.

THE HISTORY OF…

Even the tireless energy of those great Caroline counsellors, Varoche and Dalma, Gromach and Ivanovich, could scarcely keep pace with the daily routine of government. The council then contained the chief officers of state and of the household, and the entirety of the peerage. By the end of his reign there were about twenty-five counsellors. The size did not make for great efficiency, and members without official position rarely gave constant attention. Consequently, the business of government worked strictly on an ad hoc basis.

The Adrian Rebellion and subsequent exhaustion of the state meant that those great positions had become fixed and unchanging, which led to stifled productivity and paralysis of governing institutions. The Jacobean counsellors, most notably led by the Prince Henry before his untimely death, attempted to salvage this position by breaking off into committees, which gave preliminary consideration to matters particularly involving foreign affairs. By the end of James’s reign, the foreign affairs committee was discussing matters of state in no way related to foreign affairs and had achieved sufficient importance to be referred to as the inner circle. After the death of Prince Henry the circle became smaller still, and it is mostly certain that the primary writs of government and proclamations that came from the period between Henry’s death and James’s own were conducted by Dieuxmont, Merryweather, and Valence.

Above all, the counsellor of state has an unimpeachable sense of duty. This was James’s greatest contribution to his government. His Will became the most significant constitutional document in the state, and dictated a Regency Council to serve during the minority of his grandson. Each of these Executors alone held one-sixth the power of a king; together, they had near complete royal prerogative. In conjunction with creating legislation through Royal Edicts, James used his Will to ensure the clean transfer of power to his grandson Edmund.

By the end of James’s reign his Executors were prepared to take over the government of the state in absence of a central royal authority. All six shared the power of the great seal, and they quickly began to fill positions to entrench and enact their significant authority. The time had come to enlarge the sphere of government activity, and this required a more elaborate administrative machinery than had previously sufficed.

The development of the Regency Council necessitated new living arrangements for each of its members, and the Privy Chamber became their most private suite. The men and women who attended to this chamber provided intimate support and assistance to the members of the Council and the Heir Apparent. Over time, the individuals of the Privy Chamber would soon evolve into a group of trusted confidants, messengers, and administrators, responsible for carrying out the council’s daily operations.

As the new King grew and became slowly more independent, his Regency Council became increasingly redundant. More and more decisions were made in the Privy Council, in Edmund’s attendance. The obscure distribution of political authority caused underlying tensions: in 1945 the Regency announced itself formally dissolved after many years of prorogation. The Queen Mother lost her position as governor of the King’s Person, and facing charges of disobedience she was put under house arrest.

In 1947 Edmund’s political and constitutional authority had grown to its highest point, and with the careful supervision of his Regent, the Prince Merryweather, he sent his Command for Reforms to his Chancellor, Virdain, instructing him to form a government in his name.

The Regency now gone, the Privy split into two distinctive organs of state: the close personal attendants on the one hand, who remained to attend on the King in the Privy Chambers, and the Cabinet of State on the other. This was an attempt to professionalise and formalise an historically mysterious class of governors. Where work was once centralised in the hands of few Crown appointments, departments took agency over putting government policy into practice. Baron de Lewes, who was already Chancellor, was put to work to form a government in the name of the King.

With a bustling staff managing their upkeep, the fertile meadows encircling Whitespire are now laden with viridescent life and produce, amongst them wheat. Compelled by such fortunes, it is incumbent upon us to hereby declare the following edict:

For the betterment of all Aaunic denizens, particularly the dwellers of the Crownlands, and any who lack the proper sustenance required in their livelihood, it is our privilege to announce - at the behest of HIS ROYAL MAJESTY - the establishment of the Aaunic Harvest Accords of Whitespire.

Sustenance shall be dispensed every Saint’s Weeks (One OOC Week) in Whitespire’s City Square. Conventions shall be held on the Grand Harvest.

Under the supervision of the Whitespire City Diet and the City Watch, the fields surrounding the Aaunic capital will be tended to, harvested, and cared for with prudence so that the products of these efforts are sustainable in the long term.

PREAMBLE

It is the will of the Crown and its Whitespearian Government of Wards that given the ever-changing landscape of threats to the City of Whitespire that a reformation must occur within its defense.

The Legion of Aaun’s Service has represented both prestige and excellence, but its focus is far wider than what is necessary for the needs of Whitespire. It is by the Crown’s decree, and conjoined approval by the Government of Wards, that a novel method be provided in the protection of the Crownlands, one that remains established in Aaun’s traditions and Great Charter. Therefore, let it be known, that the Whitespire City Watch has been established for the people, and by the people.

THE WHITESPIRE CITY WATCH

PURPOSE AND MISSION

The Watchmen were established in response to the rising threats surrounding the city of Whitespire and the Crownlands. Instead of raising a standing retinue, the Crown dictated that a Watch sourced by the people & membership of Whitespire would suffice in its defence. In addition to its martial aspects, additional disciplines have been introduced so that the Watch may function as a broader society. This would allow physicians, hunters, scribes and more to assist in the development of Whitespire and the Crownlands. With Royal Patronage the charter will provide a greater service than that of a layman's guild.

DOCTRINE OF THE WHITESPIRE WATCH

The Whitespire Watch is established for and by the City of Whitespire, and as a result follows similar dogma as its local Government & denizens. The Watch naturally ebbs and flows with the city’s population and its ideology. If the Watch is unable to synchronize with its people then it’ll surely fail to protect them.

MEMBERSHIP, STRUCTURE & HIERARCHY

Only denizens of Aaun that reside in Whitespire may join the City Watch. Exceptions may be made jointly by the Crown, Lord Mayor, and Commander. The order shall be structured in a hierarchical manner, with the following ranks from highest to lowest:

The King of Aaun

As the Commander-In-Chief of the Watch, the King of Aaun exercises absolute authority over the entire charter and all of its members. The King has the sole authority to appoint a Commander or other de-facto leading figure for the charter, and as well holds to release anyone from their sworn oath to the charter.

Clementine Court

The relationship between the royal court and the charter is unlike the arrangement between that of it and the King. The Watchmen remain as a form of protection for the Court and its participants within Whitespire.

The Royal Order of the Knightly Circle of Saint Godwin of Aaun

Within the hierarchy, the Royal Order holds an esteemed position in comparison to the City Watch. These Knights are bestowed authority and power by his Majesty that goes beyond that of Whitespire. As a result the Commander may accept judgment and guidance from the Order without taking directives from it. In a field-setting, the Watchmen oftentimes take orders from members of the Royal Order given the difference in martial experience & ability. This is even the case for officers within the Watch.

Lord Mayor & Government of Wards

As the acting government of Whitespire, the Government of Wards works in conjunction with the Watch to provide adequate protection for Whitespire. The Watch is bestowed its authority by the Crown, but its direction & purpose are bolstered by the city's government. The Lord Mayor nor the Commander answer to one another directly outside of agenda setting.

The Commander is the overarching leader of the Watch. He decides on what is focused on, develops strategic plans for Whitespire, and oversees the corps of officers beneath him. He works closely with the Lord Mayor, Clementine Court, and King of Aaun in order to successfully provide for the Crownlands.

The adjutant is the second-in-command of the Watch and provides for it in the absence of the Commander. He assists in overseeing and managing the Watch through the development of strategic plans, delegating responsibilities to the officer corps beneath him, and interacting with the governmental bodies on a day-to-day basis.

Ensign

As the most senior position beneath that of the Adjutant and Commander, an Ensign is responsible for daily duties regarding training, logistics, and recruitment. An Ensign is also expected to provide leadership during field work and emergency situations. Oftentimes an Ensign is responsible for one particular aspect of the Watch.

Petty Officer

A Petty Officer represents a wide range of roles available to a veteran Watchman and the gentry. Usually these members have served within the Watch for several years and have shown dedication beyond that of the average Watchman. There are several focuses within this rank that a Petty Officer can pursue. This is typically the highest rank that commoners reach unless they show superior worthiness for those in their station.

Watchman

A Watchman is the most basic unit of the charter and makes up the majority of non-noble participants. Once a cadet is seen as capable they are promoted to this rank with the hopes of protecting and developing Whitespire & the Crownlands. This rank also constitutes the auxiliary membership of the charter.

Cadet

Before one can become a Watchman, an applicant must go through the basic trials & training to form their skills. This will also allow for the member to contribute to the charter and build rapport with the other Watchmen.

Wards, Pages & Apprentices

The youngest of the Watch, children and teenagers are placed within this rank no-matter their actual skills. They’ll often be paired up with a member of the Officer Corps so that they may be taught within a wide variety of disciplines.

In guidance by the Government of Wards, the Great Charter of Aaun, and the Lex Aaunica the Watchmen follow procedures that best follow these guiding voices. Primarily, the Watch will serve the City of Whitespire foremost before the rest of the United Kingdom of Aaun. This makes it so that the Watch is the last line of defense for the Royal City and its residents. In a more daily fashion the Watch acts as a judicial measure against crime, injustice, and so forth that may arise within the city. Outside of these circumstances the Watch is also delegated to assist in the development of Whitespire.

Common Duties are as follows:

Patrolling the City & near-by Crownlands
Investigating instances of crime
Performing darkspawn tests periodically
Collecting resources for the Crown, City, and the Watch
Restoring Whitespire during emergencies & disasters

PRIVILEGES OF THE CHARTER

Membership within the City Watch provides several benefits upfront, but with years of service these benefits greatly improve. The current benefits of serving under the Watch are:

A standard kit of equipment for proper service.
Mina Salary based on one’s accomplishments, rank, and time serving as a Watchman.
A pension for those that find themselves of retirement age.
Free medical care for those injured during duty.
Prestige and Glory for one’s service

TRIALS OF THE CADET

To become a proper Watchman, a Cadet must accomplish a series of trials that represent the character of the Watch. The trials are not set in stone, but they generally follow along with specific values & concepts. The first trial conducted is meant to test their martial abilities. If one is unable to even wield a blade then how are they able to defend Whitespire? The second trial is meant to test their knowledge. It is through wisdom that men can confound the foolish that go against the will of GOD and his King. The final trial has no specific qualifications except that it is developed for that particular cadet. No cadet will share the same concluding trial.

MERITS & AWARDS OF THE CHARTER

The Star of Service; Once retired and after having spent the minimum of 25 years in the charter, a person is entitled to the Star of Service, which will guarantee them a pension of 25 minae yearly for the rest of their lives, as long as they continue to reside within Whitespire.*

*For families of those who have fallen in combat, they may receive a pension for the number of years their Watchman served. This pension may only last as long as the family were to reside in Aaun and can only be redeemed for as long as the immediate relatives live.

Star of Saint Lothar; for those who performed a miraculous action in battle to save the unit from dire circumstances, the highest of military awards. 100 minas.

Embroidered Cross of Saint Felder; a golden cross embroidered with various gems for those who performed extreme acts of heroism in accomplishment of a military goal or objective. 50 minas.

Sword of Prince Henry Charles; an aurum blade with an extravagant sheathe for those who have rescued a member of the officer corps from impending doom. 30 mina.

Ruby Bracer; an engraved ruby medallion awarded to Watchs for drawing first blood in an engagement. 25 minas.

Pin of Justice; a polished iron pin with a depiction of a sun and its gleaming rays forming the top of it, awarded for those who have successfully detained a criminal and seen that justice is delivered to them. 15 minas.

Tears of Saint Daniel; a silver bracelet engraved with a depiction of enemy fortifications, awarded to the first soldier to charge. 15 minas.

The Hand of Iron; a steel medal depicting a hand awarded for gathering the weekly materiel quotas. 10 minas.

Saint Andrik’s Sword; a metal brooch in the shape of a blade awarded for each individual kill acquired by a soldier during battle. 5 minas.

St. Godwin’s Service; for those who have fallen in the line of duty, they may receive a crown sponsored funeral with the extravagance of the funeral depending on the years served.

THE OFFICER CORPS

RESPONSIBILITIES OF THE OFFICER CORPS

The Officer Corps is composed almost entirely of the gentry of Aaun with few exceptions. As a result, they are required to hold themselves to a higher standard than the average Watch. An Officer is able to perform several tasks without being overseen by the Commander & Adjutant because of the allowance of autonomy within the charter. They are often in charge of maintaining one of the multiple aspects found within the charter and can provide a more social piece to its structure along with their normal duties.

The Officer Corps is also able to judicate on matters specific to the charter. If a Watch is found to be in desertion, or if they are witnessed performing acts of corruption they can be tried within the charter. The trials are required to follow the LEX AAUNICA, but a measure of independence can be found within the gray areas of the law.

DUTIES OF THE OFFICER CORPS

High Bailiff

As a custodial position within the charter, the High Bailiff acts as a steward and assists the Officer Corps in matters of law. Multiple Bailiffs can be chosen and directed by this Officer, but the recruitment of these Watchmen must be approved by a majority of the Officer Corps due to the responsibilities found within the role.

Constable of Health

The health & safety of the Watch is a prominent issue within the charter. That is why a specific member within the Officer Corps will be entirely focused on this aspect. They will be in charge of training Watchmen in basic medicine whilst developing the talents of the select few so that they may become proper physicians. Those found under the command of this officer are less likely to be focused on their martial abilities but rather their knowledge of medicine & alchemy.

Sergeant

A general role for the Petty Officer classification, a Sergeant doesn’t perform a specific task within this rank. They’re generally in charge of patrols, Watch inquiries, and basic training. A Watchman within this rank might be expected to lead a small squad, or execute a task given by a higher ranked officer.

Quartermaster

The role of the Quartermaster is far more important than it seems on the surface. Within this role, a Watch is in charge of maintaining the logistical side of the charter. They’re also involved in making sure new members are well-stocked & equipped.

Drillmaster

As the Drillmaster, a Watch is expected to help maintain the combat ability of those within the charter. The work with the other members in developing plans & strategies that will provide adequate experience for the other Watchmen.

Standard Bearer

The Standard Bearer is a role adopted from the Watch’s militaristic ancestry. A member that takes up this role is often inspiring through the thick & thin. Though, this role is not chosen out of nepotism, but rather it is chosen through the experiences of the receiver.

And for Us, Our heirs and successors, do grant the said title Baron of Bourgh unto him and the heirs of his body lawful begotten that they may exercise and enjoy together with all privileges profits advantages due and of right belonging to the said degree.

In consideration of the sum of one-hundred fifty marks by Our beloved subject Gawyn Tiber before the sealing of these Letters Patent, at the receipt of Our Receiver-General, We have given, granted, sold, released, and confirmed to the aforesaid Gawyn Tiber, his heirs and successors, the Manor of Cors-Schereiland within the Ward of Waterland.

And further We by these Presents grant constitute and invest him and his heirs with rights of the Manor of Cors-Schereiland within the Ward of Waterland; and also delegating granting and constituting the Courts Baron providing for him and his heirs jurisdiction civil and criminal; and also that him and his heirs shall have liability for all manner of chancel construction works and maintenance; and further that him and his heirs shall have shared liability for the construction, maintenance and repair of levees ditches canals and other works within the Ward.

And for Us, Our heirs and successors, do give and grant unto him the dignity and honour of the M A R G R A V E O F S T A S S I O N; investing him with the said March by girding him with a Sword, having his name and certain items of heraldry etched upon its forte, and putting a Coronet on his head, and giving into his hand a Black Rod, to have and to hold the said dignity of his March unto him and his heirs.
