((Hello good fellow and welcome to the Stupendous Guide to the Silver Enclave of Haelun'or, where YOU can learn everything you wanted to know (or alternatively didn't want to know) about the Silver Enclave of Haelun'or and its inhabitants! So sit right down, buckle up and prepare for some good old fashioned explaining (oh goodie!).
 
The information contained here within can be assumed to be understood IC as everything explained here is already found here and in other various elven documents across the forums)).
 

~.The Capital of Haelun'or: Tahn'siol.~

 
The Capital City and currently the only city of Haelun'or is of Tahn'siol which in elven means Lonely Peak. It was first settled by the high elves who offered sanctuary to the disparate dark and wood elves who came to live in Haelun'or. There are 4 main districts in Tahn'siol:

  • Tahn'siol Proper: Home of the High Elves of Haelun'or. The high elves are ruled by the Sohaer and Heial'thilln who ultimately are responsible for all of Haelun'or.
  • Lin'ame: Home of the Wood Elves, overseen by the TIlruir'ame.
  • Ker'lomi: Home of the Dark Elves, overseen by the Tilruir'ker.
  • Okarn'fenn: Home of the Snow Elves, overseen by the Tilruir'fenn.

~.The Laws of Haelun'or.~

 

Haelun'or is ruled by the Heial'thilln which creates the Silver Law of Haelun'or which all citizens are compelled to obey. The Silver Law may be found here and the exact details of the governmental structure found here.
 
In general all crimes which would be crimes in other nations are also crimes in Haelun'or in addition to the crime of impurity which is committed when an individual possesses any fraction of high elven blood who is not entirely high elf. Thus half high elves, quarter high elves and other such individuals are slowly dissolved in acid as a punishment for their vile and offensive existence.
 

~.The Government of Haelun'or.~

 

The Governing body of the Silver Enclave of Haelun'or is the Heial'thilln, otherwise known as the Silver Council; a council of 9 voting high elves and 2 observers who govern Haelun'or. Ultimately all authority of the council is derived from the of the Sohaer who is elected by the high elves of Haelun'or.
 
There are 5 distinct types of elves on the council:

  • The Sohaer: This title means "leader by teaching" in elven and it is the Sohaer who is the ultimate authority in Haelun'or. The Sohaer holds one vote on the council but is not bound by its decisions.

Kalenz Uradir: Sohaer of Haelun'or

  • The Maheral: This title means "most blessed one" in elven. This is the position which the former Sohaer takes once a new Sohaer has been elected. The Maheral oversees and guides Haelun'or and sees that the guiding principal of the mali'aheral, the "maehr'sae hiylun'ehya" is carried out. The Maheral breaks tied votes on the council.

Lucion Sullas: Maheral of Haelun'or

  • The 7 Okariran: This title means "master" in elven. The Okarir oversee different aspects of elven life and hold various suffixes depending on what type of Okarir they are: Okarir'akaln (trade and goods), Okarir'indor (knowledge), Okarir'tir (law), Okarir'san (news and propaganda), Okarir'mali (homes and citizens), Okarir'leyun (architecture and construction) and Okarir'lliran (diplomacy). Each Okarir holds one vote on the council.

Dasyra Linath: Okarir'isan of Haelun'or

  • The Sulii'ceru: This title means "strong sighted". The Sulii'ceru watches for corruption and impurity in the rest of the council and reports it to the Sohaer and Maheral who oust the corrupt or impure officials and remove them from office. The Sulii'ceru is a secret position and the identity of the one in the position is known only to the Maheral and Sohaer.

  • The Tilruiran: This title means "servant". The Tilruir are the leaders of the other types of elves, the dark and wood elves, who sit on the council and inform the council of the wills of their populaces: Tilruir'ame (Leader of the Wood Elves), Tilruir'ker (Leader of the Dark Elves) and Tilruir'fenn (Leader of the Snow Elves). The tilruir may not vote.

~.The Defence of Haelun'or.~

 

It is the duty of Elsillumiran, the Weeping Blades of Haelun'or to defend the Silver Walls and maintain order within the nation itself. Elsillumiran are said to be the weeping blades for they, as elves, abhor the act of violence but do it so that the sanctity of Haelun'or may be maintained and the maehr'sae hiylun'ehya advanced appropriately. They are lead by the Okarir'tir who oversees and maintains peace and assures that all laws are followed appropriately. Their mentality is summarised by the oath taken by all Sillumir at the point of their initiation:
 

Larihei, kae'len cruan sulier, ay'kae vallumer'ehya

Elihnsil, Elberr, kina'ehya, laean kae wynne myumiereyae.

ay'nae'leh sirame k' taliiyhe, ay'elcihil k' cruare

In the event that a law is broken and a trial is deemed necessary the Sohaer elects 3 Parir'tiran (judges) to rule on the gulit or innocence of the accused individual.

 

~.The Eternal College.~

The Eternal College of Haelun'or is the educational institution of Haelun'or and has existed since early Asulon when the High Elves first settled their city of Haelun'or. Within the Eternal College is The Eternal Library; the premier repository for information known to the descendant races and is home to hundreds if not thousands of tomes on topics ranging from the mundane to the arcane intricacies of our world.

 

The Okarir'indor oversees and administrates the Eternal College however, some say a more mysterious force watches over the Eternal Library. Reports echo of The Eternal Librarian, a spectre of the former Sohaer Lelien Lazul, under whom, the library saw much of its growth. Unmarred by the duties and requirements of life she spends her days as a mere fragment of her old self, her memory shattered but her resolve to advance the library unimpeded by death. Some refer to her as the Tilruir'indor, albeit this is an unofficial title.

Halser Haumel sleeps soundly in his bed in the city of Lin'ame. He suddenly wakes up at a noise outside and gets up. Some sort of bottle, smelling of odd foul liquid probably a muffed experiment, has fallen from Tahn'siol. "Not again...."
