The government of Oren is an absolute monarchy with the monarch acting as head of state with ultimate authority.

And that knights list is wrong, Gwenael is not a Great Ser and there are a number of knights missing on that list.

 

The title of Grand Knight is just Grand Knight, because like Grand Marshal it is not a Privy position that requires you to be a Lord. Maric's title there is the Noble Ser Maric Varodyr.
