Oh, I was really vague, wasn't I?

 

I gave you Viper Shades, as they were in Alpha Testing and the CR-117s had just hit the assembly line. I just recently finished testing of both in the invasion of the countries south of your border, and mass produced them. You have enough Viper Shades for your elite units and then some. I also gave you some CRs and Wolf Tanks in my latest post, about 100,000 of the CRs and 500 Wolf Tanks. Although, they are still in production, so you'll get them in installments.
