Mostly conquest of an NPC is player/mod done but if it PvP it's done by the player you are attacking.

Digital, 2 things. I am already in control of Bolivia, so their armies aren't marching on me and also, Brazil is no longer part of the USAN since it's part of the Lusitanian Union (or whatever it's called) which at least has been RPed but I'm not sure if it still is.

Ok, change the Bolivia part. And that player has been inactive for long, but it doesn't mean Brazil wasn't in USAN anymore. It's a geographical and political thing, every country (strike French Guinea or whatever) in SA is in it. The way I see it, it's like this:

 

Britain (irl) is part of the Eurozone, but also part of the commonwealth. Scotland is in the UK, which is also in the EU.

Perhaps a mod can take up the now inactive player for the Lusitanian Union? Nothing complex, but maybe forces moving to Brazil and making demands to Chris.
