ICly, a waste of a potential weapon (even if it is perhaps doomed to backfire), and OOCly a waste of a resource. How often can a dragon pop up to be killed, before it becomes rather boring or cliché? I think the capture and use of a dragon as a threat against other nations is 1. Far more desirable and 2. Sets up for an inevitable conflict, catastrophe etc. all of which can bring about smaller plots and events. Have to think about that tourism money, you know?
