The Elder System!

Mayor Larry had spent many days in thought, spending most of the past few days confined to his burrow as he thought about what would be best for his village and his people that he cared so much for.

Larry spent his days outside smoking on his wooden pipe as he looked out at his friends, town and its overshadowed sea. However at night Larry drank his stout in his burrow, remembering the older times of Vailor, in particular the town of Goodborough.

And as Larry thought, he decided removing the Mayor and reverting back to a time where things were ran by multiple Elders instead of a sole leader.

And so, Larry wrote up his proposal and his implementation of the new Government system.   

 

Larry's signature sits on the corner of the parchment showing that the new system has been implemented immediately.

The Halfling town of Willow Hollow will now be governed by 3 Elders rather than a Mayor.

The role of the Elders will be to conduct meetings with bigguns about any problems that may arise as well as deciding any future plans for the town.

The reason the Mayor is being removed is to take out a sole leader, and to make the halflings once again a more community based race where a larger group of the community helps govern.

The Elders must meet the following criteria to be considered for the role:

They must be over the age of 33.

They must know the majority if not all of the townsfolk.

They must have been active at the village for a minimum of one in real life month.

The community must have a high regard for this member.

The Sheriff of the village should usually be filled by a member of the Elders, however, if a Halfling portrays excellence and proper behavior they may be considered by the Elders.

The Sheriff may then fill their department with other members of the village. This is so the Sheriff's department is a more tight-nit group and have a group of people willing to look after the community.

The Sheriff is in charge of any issues that arise regarding crime among Halflings and deals with them how they see fit.

If these Elders step down, die, go missing (Lack of activity) or have a lot of hate from their decisions, their position will be available to take after an election period, similar to how the Mayor was elected.

And with the parchment placed in each mailbox and attached to the town's noticeboard, Larry's decision was finalized, his position of Mayor had come to an unexpected end.

Zane walks towards his home while taking a swig from his tankard with a hearty chuckle. He notices the mailling putting the parchment into various mailboxes. He tilts his head as he slowly looks over towards his mailbox.  He walks over towards it before raising his left hand, grasping the knob he pulls down onto it. He lowerrs his head down, squinting his eyes, as he looks into the mailbox. He notices the parchment before using his left hand once again to grab it, he holds it out for him to read. As he reads down the parchment, he gives some nods of approval and wrinkles his nose at points. Once he gets to the bottom he says "Eh, guess it sounds good." before letting go of the parchment, he walks into his burrow taking a couple more swigs of his tankard.
