Imperial Citizenship

[Imperial Administration 530]

In order to further the welfare of the Holy Oren Empire, the Imperial Administration sees it fit to reform the Citizenship. Citizenry will now consist of the Citizen and the Freedman. All Nobility are Citizens, but not all Citizens are Nobility. The underlying principle of Citizenship is that to gain it, one must earn it. No one will be grandfathered into the system.

I.Classifications

 

Citizen

The Citizen is attainable to any who can earn it. It is no easy task, requiring riches or many years of service to the Empire. But once one does earn it, one enjoys many rights and benefits. They represent the men and women who have dedicated their lives to the Empire and are rewarded for it.

 

Nobility still retain all their noble rights.

 

 

Requirements

You must be or complete one of the following from both sets, for example:
Example 1: Full Human who is an Imperial Officer.

Example 2: Elf with Clipped Ears and Approval from the Emperor who donates 5,000 minas to the crown.

 

Set One

1) Full Human.

2) Elf with Clipped Ears and Approval from the Emperor.

 

Set Two:

A) Have 10 years of Service to the Empire, either in the military or civil service.

B) Be an Imperial Officer.

C) Be the Head of an Administrative Department.

D) Donate 5,000 minas to the Crown.

E) Complete the mandatory 6 years National Civil Duty AND donate 750 minas to the Crown.  

F) Be of Noble birth.

G) Be appointed by the Emperor.

 

Benefits of Citizenry:

Tax Cuts in the Capital.

The Right to Petition the Emperor.

The Right to Land.

The Right to Trial.

The Right to Sue.

The Right to a Passport.

The Right to Burial within the Capital.

 

Freedman

The Freedmen represent the rest of the stock of the Empire’s peoples.

 

Rights of Freedmen:

The Right to Own a Business.

The Right to Own a Home or Farm.

 

II. Clauses:

 

Citizens:

1. ((All Citizens must agree to the Citizens Oath, a customary PK Clause))

2. If one is an Officer or Head of a Department and loses the post, Citizenry will be rescinded if 10 years has not been served.

3. Citizenry is not hereditary, nor can it be achieved through marriage. This does not apply to those of Noble blood.
