PREFACE
In the year 1596, I, REX Drokon’Ugluk, seek to write out a simple guide for those who will soon follow in my footsteps in Orcish leadership. One should take what I write down into consideration upon ascending to the Rexdom after my inevitable death. Recent events have only confirmed that this book is necessary, for my legacy will not stand should I not put my thoughts to paper. The War Nation must be preserved at all costs, and the War Nation that must be preserved is the one that I have sculpted into my image.

ON DISSENTERS

As Krug’s enforcer in the mortal realm, the will of the REX is one and the same with that of the will of Krug and any actions taken, logically, are done in order to preserve Krug’s realm - Krugmar. Disobeying the righteous cause of the REX puts one at odds with not just the REX, but the entirety of the War Nation. Infallible in every aspect of life, the REX’s commands need not be questioned for his decisions always place the War Nation first. Any who seek to defy the REX must meet swift ends. This is a simple fact of life. One need only look at several of my own tactics and their effectiveness. The slaughter of Turkurs’Raguk, Aukha’Raguk, and the burning of Jukha’Lur only further solidified the loyalty of those around me. Consequences for noncompliance need to be enforced, and often the best way to enforce these consequences is publicly for then those with thoughts of dissent may quickly understand why such thoughts should immediately be expelled from their mind.

ON LEGITIMACY
In order to earn the right to ascend to throne of Krugmar, one must possess a significant amount of prestige and honor, however maintaining such while on the throne is a task entirely separate. When I first ascended, challenges to my rule came early and often which required swift action in order to put down. Challenges to legitimacy require decisive and rapid responses for once the legitimacy of the REX comes into question, new challengers and claimants emerge almost out of thin air. The REX should deploy any means of elimination necessary in order to quell such threats, as they can soon spiral out of control into full-on rebellion. One need only look back to our histories to find several cases of Rexes who failed to deal with threats to their legitimacy. In the year 1396, Shar’ku of Clan Gorkil faced open rebellion at the hands of an Ugluk/Lur/Braduk faction led by my own grandfather, Pok’Ugluk. Why did he face such challenges though? His legitimacy and honor as REX came into question following his questionable alliances with the Dwarves, then a long-time rival of the Orcish peoples. By failing to effectively deal with dissenting voices on such an issue, the REX Shar’ku soon found his realm engulfed in Civil War, one that ended swiftly and with his own head on a spike. To those of you who follow in my footsteps, understand this: One’s legitimacy is the most important aspect of one’s rulership, do not allow it to be questioned.

ON ADVISORS

The REX should surround himself with only the best and brightest of Orcs in the War Nation so that he may receive the wisest council on matters of state. However, when choosing his advisors, he should ensure that these men possess extreme and undying loyalty to his cause. Any hint of dissent should result in expulsion from advisory, and more importantly, extermination. Refusal Though the advisors of the REX should sometimes challenge the REX’s decision making, keep notice of those who would excessively criticize or take issue with your policies. Those who do not clap when you achieve greatness are your greatest threat, so deal with them swiftly. The most important advisor the REX will need to choose is his Targoth - the leader of the Orcish Krughai and highest commander. Ensure that he who leads the Krughai is your closest confidant for the Targoth is the most powerful Orc save for the REX himself and his ability in combat will certainly earn him loyalty of his own. For this reason, keep your Targoth close to you and do not let him stray. Any hint of dissent and one must immediately dispel him and the officers whom he appointed. Keep your Keshig strong and capable, for in the case of organized rebellion one must be able to quickly stomp them out. Once again, one need only look at my reign for an example: The Keshig has grown significantly since the defeat of Oren as I’ve consolidated my power, and I’ve also installed an incredibly competent and loyal commander in the form of Gurak’Yar who will not question orders and serve the REX until his death. All commanders and advisors should be like Gurak, undying in their loyalty. If they are not, they need to be expelled and put down.

ON CLANS

The bane of the Orcish race since late Asulon, clans have done nothing except divide the sons of Krug. Clans exist only to create factions; factions that when mobilized pose the greatest threat to the existence of a unified Krugmar. As a servant of Krug and the heart of Krugmar, the REX must do everything in his power to keep the clans weak and uncoordinated for should they grow powerful enough, they will most certainly rise up and threaten the peace of Krugmar. If keeping the clans down proves impossible, then simply ensure that your own clan, the REX’s Clan, is the most powerful for then you will not need to worry about the others strength. In an ideal War Nation, such as the one in which I rule, you will find that Orcs almost entirely disregard their heritage in favor of servitude to the only true clan, that of clan Krug. They understand that servitude to only their Wargoth advances nothing save for the agendas of one subset of Orcs who along are weak and incapable. Orcs in the current age understand that in order to maintain power that they must serve one banner - the banner of the REX.

ON FOREIGN AFFAIRS

Traditionally, the position of the War Nation in the realms outside of its own has been one of relative isolation. Only when directly threatened or offended should the War Nation move outside of it’s own borders in a unified manner. My reign has been a particularly unique one in that I have chosen to involve the War Nation rather extensively in the affairs of other nations however I did so out of desperation early in my reign. That desperation stemmed from the existence of an overwhelming force [The Holy Orenian Empire], and the need for its immediate extermination. Now that the Empire is gone however, the Orcs once again find themselves at a cross-roads; Do we involved ourselves in the affairs of other nations or not? For now, I have chosen to continue our involvement and will continue to do so until I see such actions as disadvantageous to us. To my successors, foreign affairs should be approached with extreme caution and handled in a manner that only benefits the War Nation. Any war, treaty, or alliance involving the War Nation should only benefit the War Nation.
