To our blessed Mali’thill, aylan nae osulier—albeit only from my penmanship. In order to organise and clarify my pursuits for the coming months, I am posting this enlightening article for teatime perusal. This had been scheduled for a previous time, although deferrals were necessary as I monitored the current war in a small bid to keep myself notified and to study foreign politics. Its culmination approaches, however, and I have learned all I had intended to. This is the end of a personal journey, but it leaves me the time to revise and refocus my efforts upon my duty to you all.

HOME OWNERSHIP AND OCCUPANT CHECKS:

To protect and preserve our populace, we need a reliable list of tenants available for reference at all times. A shortfall in communication has led to this failure, but we hope it can be quickly amended. Each home will be supplied with a small form that I expect to be completed before the end of the Elven year.

 

The sooner this request is fulfilled, the sooner I can organise a record for our current citizenry. Do not force me to hassle you in person, neither of us want that.

CITIZENSHIP:

Over the next year, the process for acquiring citizenship will be developed and streamlined for consistency, and in conjunction be forwarded as an official piece of legislation for Mali’thill. I further intend on creating a separate process for lessers, to give them the option to legally acquire passes to enter Berr’lin. These will be simple constitutions, but they will go to great lengths to ensure only those with the best intentions are granted access to our most hallowed grounds.

 

Presently, our main agreement (for acquiring citizenship) has been for our newest arrivals to donate a book to our Eternal Library—an expectancy we should celebrate, as our writings will entertain and educate for generations to come! Alas, while cooperating with our Okarir’maehr, I have discovered a number of residents who have failed to complete their journey. Furthermore, these individuals have obtained homes prematurely, bloatedly relishing in their comforts while our true patrons have been forced to suffer as poor itinerants to Arcas.

 

So, comes my solution: every occupant (yes, regardless of your citizenry status) who has failed to deliver will be asked to donate a book over the coming years. Its topic can concern anything, from historical studies to the grandest of creative fiction but the request must be fulfilled—I care not if you’ve occupied the state since its establishment, this is an immediate necessity.
