1. The usage of voidal and deity magic is permitted as long as it does not affect another citizen or their property without their explicit consent. For example, druids are not allowed to reshape people's house plants, and paladins must seek permission before purging a curse. This principle extends to blood magic as well.

 

2. Unauthorized use of voidal magics and nonadjacent holy magics within the vicinity of temples and holy places of a religion is prohibited, unless explicit permission has been granted by the designated leader or authority of the respective religious establishment. 

 

3. The act of instructing, training, or imparting knowledge of voidal magics to maehr and citizens within the jurisdiction of Nor'asath is strictly prohibited. Similar actions by druids and paladins require explicit permission from the High Priestess in order to determine the sanctity of the maehr in the matter. Outer shamans and blood mages may do so freely so long as they are not found to be spreading heresy.

 

4. Items enchanted by paladins, voidal mages, and blood mages are allowed within the city. However, spiritualists are not to make use of them, due to their offensive nature to the spirits with the exception of blood magic enchantments.

 

5. The employment of Greater Magic, which includes constructs like paladin chanceries and voidal obelisks, requires the approval of the high priestess.

 

6. The use of Highest Magic, which has the potential to cause large-scale environmental changes (such as Voidal tears or paladin sunbreaks), is strictly prohibited. Violators of this rule may face exile or even sacrifice as a consequence.

 

7. Dark magic is banned entirely within the city. Openly practicing dark magic, regardless of the reason, is punishable by death.

 

8. Shamans outside of the Maehr Clergy do not possess any specific rank or authority. Thus, they are not allowed to enforce temple law.

 

9. Shamanism performed by individuals who are not members of the clergy will be treated in a similar manner to voidal, deity, or blood magic, adhering to the same regulations and restrictions.

 

10. Ghosts should not be dispersed but instead handled by a lutaumancer from the Maehr clergy, who can guide them to the afterlife in a proper manner. Any attempts to violently contain or harm ghosts may result in them becoming irreversibly corrupted and turning into malevolent spirits. It is imperative to provide shelter and protection to ghosts from dark mystics or other entities that may pose a threat to their well-being.

 

11. Undead and dark beings are to be confronted and eliminated immediately upon sight.

 

12. Azdrazi are disbarred from the city  and are to be banished if identified. 

 

13. Vampires are not allowed in the city unless to seek a cure for their ailment. Those incapable of being cured are to be banished from the city or killed, at the afflicted’s discretion.

Kor'garr paces harshly back and forth within the office of his Kaktuz Weekli, elven missives crumpling under the force of bulky fists tightened in outrage and confusion. A personal letter from a close friend similarly lays unaddressed upon the table, yet crimson eyes merely flicker back and forth. No quill is raised, nor notes taken. Neither ink nor blood drip upon the Library of Barbog's wooden floors... Not yet, at least. Despite the flecks of something hidden, some mad wroth of betrayal within his pupils, the leer upon the greyskinned orc's face remains stonelike, both in demeanor and silence. Only after tens of minutes, a slow, unceasing pattern of quiet steps upon hewn lumber, does even a single detail cause a reaction from the Skriptgoth.

The "code" is unwrinkled, brows furrowing in disgust as Kor'garr glares at the bottom of that cursed parchment. Despite the obvious emotion, no additional writing miraculously appears below those bottom swirls of formatting. And that, finally, is what causes slow utterances of common to seep from the orc's maw, words dripping with vile disappointment.


"...Cowards. Not one signature upon this heresy." A glimmer of uncovered mania sparks to life upon his visage. "If none will take claim, then all must be guilty of this deception. These lies of heresy agh dishonor." 

A harsh, unceasing laugh of wanton savagery; bleak howls of lifeless mirth echo through the desert air surrounding San'Briu.

"Your people have been a well respected group for some time now. The dark elves have shown themselves to be honorable in the mortal and spiritual realms, purveyors of spiritual artifacts, and great allies to all urukim. But things have taken a change for the worse. You've openly allowed all that is unholy, dark, and deceiving in all forms into your arms. Your people have seen time and time again the damages that the magics of the Void and Xionism inflict upon the mortal realm. How many voidal tears will it take for your people to realize that the voidal arts are not to be bastardized by mortals and wielded without any care for the rest of the realm? These voidal tears are the exact ones that have drawn you and many others of different races from their homes. Yet, you open your arms wide into accepting them into your populace once more.

You also now support the Xionists - a well-known group of dark mages and necrotic beings alike. All of this, coming off the heels of the recent declaration of the Iron Horde's own Motsham, Gormohk. You sought division at that spiritual meeting, making claims of little merit that the people of Nor'asath will not recognize the spiritual and governmental role of Motsham within the Iron Horde. You claim to seek peace but everything you have done since your predecessor has been everything but. Now, you punish your own allies by restricting them from practicing shamanism within your own city. You commit the most egregious of sin and disrespect towards not only the people of the Iron Horde, but the spirits as well as you seek to bastardize their existence as ones who would accept the dark arts of the voidal and xionist mages.
