CHAPTER I

THE INSTRUMENT AND AUTHORITY OF GOVERNMENT


 

ARTICLE 1.   The Asulir is the highest authority in the Silver Empire of Haelun'or.

 

ARTICLE 2.   The decisions and missives of the Asulir are binding in the entirety of the Silver Empire of Haelun'or.

 

ARTICLE 3.   The Asulir:

[ A ]:   Rules as the sovereign of the Silver Empire of Haelun'or.

[ B ]:   Rules as the Supreme Commander of The Sillumir.

[ C ]:   Administers The Silver Council; Elheial’thilln.

[ D ]:   Administers The Council of Nobles; Elheial’lauriran.

[ E ]:   Coordinates and directs the diplomatic and military undertakings of the Silver Empire of Haelun'or.

[ F ]:   Coordinates and directs the Dominions and Colonies of the Silver Empire of Haelun’or.

[ G ]:   Ratifies treaties.

 

ARTICLE 4.   The Silver Council, Elheial’thilln, is the legislative and executive body of the Silver Empire of Haelun'or.

 

ARTICLE 5.   The decisions and missives of The Silver Council, Elheial’thilln, are binding in the entirety of the Silver Empire of Haelun'or, unless contradicted by a decision or missive of the Asulir.

 

ARTICLE 6.   The Silver Council, Elheial’thilln, consists of eight Okariran, namely:

Okarir’mali, Master of People

Okarir’maehr, Master of Knowledge

Okarir’sil, Master of War

Okarir’san, Master of Diplomacy

Okarir’akaln, Master of Coin

Okarir’tayna, Master of Magic

Okarir’hiylun, Master of Health

Okarir’nor, Master of Land

 

ARTICLE 6.   The Okarir:

[ A ]:   Serves the Asulir with general maintenance and management of the Silver Empire of Haelun'or, as well as of projects, laws and institutions subject to the area appointed to that particular seat.

[ B ]:   Adopts measures to carry out plans aligned with the ambitions and aspirations of the Asulir.

[ C ]:   Sets up new organisations, bodies and institutions to strengthen the Silver Empire of Haelun'or socially and economically.

[ D ]:   Issues new laws and advisories for public order and the protection of the interests of the Silver Empire of Haelun'or, founded in the principle of maehr’sae hiylun’ehya.

[ E ]:   Exercises guidance whenever necessary in regards to the public’s adherence to maehr’sae hiylun’ehya.

[ F ]:   Appoints Tilruiran to aid them with their duties.

 

ARTICLE 6.   The Maheral:

[ A ]:   Serves as the spiritual guide of the High Elves, responsible for preserving Larihei’s heritage and knowledge.

[ B ]:   Conducts coronations, weddings and state funerals on behalf of the Silver Empire of Haelun'or.

[ C ]:   Remains apolitical and thus cannot manage the administrative, legislative or executive matters of the Silver Empire of Haelun'or.


 

CHAPTER II

THE SUCCESSION AND APPOINTMENT OF GOVERNMENT


 

ARTICLE 1.   The appointment and removal of any government official in the Silver Empire of Haelun'or is recorded in the Archives of The Eternal Library for the Blessed Citizenry to access.

 

ARTICLE 2.   The Asulir declares their heir either by missive, speech or a signed and sealed testament.

 

ARTICLE 3.   The heir apparent to the Asulir succeeds to the Eternal Throne upon the passing or abdication of the Asulir.

 

ARTICLE 4.   The Okarir is appointed and removed by the Asulir.

 

ARTICLE 5.   The Okarir position can only be held by a First Class Citizen.

 

ARTICLE 6.   The Maheral appoints their own successor either by missive, speech or a signed and sealed testament.

 

ARTICLE 7.   The Maheral can be removed through a majority decision by a Council of Malaruiran.

 

ARTICLE 8.   A Council of Malauriran convenes to select a new Maheral, should the Maheral be rendered unable or be without a signed and sealed testament.
