Hmm this may work large scale but on this small scale so many people will try the area it will become cluttered so I believe this almost certainly won't work. It would work large scale if there was a land scarring team to fix everything up.

This biome is rather large, if you hadn't noticed. Enough land to fix Alras in, probably. (if you removed all of the unneeded- oh... wait...)

I like the war-claim changes. But players shouldn't be able to deny war claims. They might have to work with the other party to arrange a good time for them, but they shouldn't be able to deny them.

This just means that players can be like: "Oh I don't feel like being attacked. No you can't attack me."
