Yorumachi Tax Reform In gratitude to the veterans of the Storm-Crowned Capital In effect as of the Year of the Kouryuu | 386 Kamijikan, 286 SA As a reward to the shimin of the Storm Crowned Capital for sacrifices and great deeds made during the War for the Azuras by both enlisted and conscripted, the Stratocracy has seen fit to enact tax reform. In the past the Stratocracy has been known as being a tax-free country using enterprise to come back from the Nor’asath economic downfall and the Second Yokai War. But after the invasion of O-Sanro that threatened our Koyo-Kuni province, our country was once again left in crippling debt and required the aid of the shimin to bounce back economically and resettle us on the Azuras. Time has boded well for our people and for the efforts of our people, the Stratocracy hopes to relax the burden taken on by the shimin so that they might pursue their dreams and passions more freely. Residential homes shall be free with at least one home accredited to each family. Residences will be visited by samurai periodically for wellness checks on properties and those living in them. Residences shall remain reserved for the Oyashi, the Won-In, the Li-ren or any peoples originating from the Ai-Zho continent. Market Stalls and Vending Cabinets on state property within Yorumachi shall henceforth be tax free after a single payment of 50 mon. Market stalls and vending cabinets will be under samurai oversight to ensure they are kept well stocked or operated, abide by contraband laws and are not abandoned. All shop buildings within the Sakura District, O’ga Street or the Commercial District that are not tax exempt shall have taxes lowered to 25 mon each. Such properties shall remain exclusive to citizens of the capital. Citizens are encouraged to pursue passion and/or cultural projects as a primary factor with profit being secondary. They shall be monitored with samurai oversight that these businesses remain either well stocked or are operated actively. Non-military owned ships shall pay a 50 mon docking tax for usage of the Kurai-Kuni docks. In times of emergency all ships shall fall under the oversight of the Shugo and his admiral. Jinzōtai 人造体i License Man Made Body (Construct) License In effect as of the Year of the Hou-Zi | 377 Kamijikan, 287 SA As of the enactment of this law, any Jinzōtai brought over to the Kurai-Kuni Shugonate or made within it by a shimin of the Kurai-Kuni Shugonate (being a resident of either Yorumachi and Raijima, the River Delta Province villages of Junmura and the Mother’s Grove or any future settlement here or within the undeveloped Kiba Shoto province) must be licensed by the Stratocracy under purview of the Toshi-Metsu. Jinzōtai (Man Made Body) are defined as the intelligent or semi-intelligent products of crafters. Recognized legal Jinzōtai shall include Golems, Automatons, Sorvians, Jorvians, Homunculi and Atronachs. Jinzōtai shall be expected to follow the same state laws, local laws and maintain the social harmony as expected of all shimin. Any wrongdoing of the Jinzōtai shall fall under the responsibility of its creator. Offensive depictions in regards to their creation or portrayal shall warrant a single warning to the construct and/or their creator by a samurai to amend before decommissioning. After the purview of the samurai, local Shoya may enforce their own Jinzōtai bans within their villages in respect to the limits of this law and may not expand upon the list of legal Jinzōtai aforementioned in this act. Licenses issued shall cost a one time fee 300 mon to be paid to the Toshi-Metsu on behalf of the Stratocracy which shall serve as an insurance policy on behalf of the creator of the Jinzōtai. Licenses will only be valid within the Kurai-Kuni Shugonate for identification and legality purposes. Previously approved Jinzōtai shall be exempt from the license fee and any previous license or verbal consent of the stratocracy shall be grandfathered over and transferred onto the new licenses when sought out. The recreation of a lost license or changing a license shall cost a fee of 100 mon. A grace period of 2 years (2 Kami Weeks) shall be given for all Jinzōtai currently and already residing in the Kurai-Kuni Shugonate prior to the enactment of this law to receive their licenses or be found in contempt of the law with the grandfather fee exemption waived. Creators may receive licenses on behalf of their Jinzōtai. WARNING! WARNING POWERCREEP AHEAD! This magic has not felt fun to use for ages, and I asked Templars for their opinions for changes and how they feel about certain spells. Some of the spells feel incredibly underwhelming, or have no identity (in one case). This amendment is coming from an uncle who has (arguably) used this magic the most on this server. All I ask is for the Lore Team to really grind their gears about this magic's place on the server. FERVENT FLARE Old: New: Reasoning: Fervent Flare is one of the least used spell outside of aesthetic non-crp ones (barring bound armament). Its only use is to serve as a tool to clear deadbreath, which the radiant banner does faster and better. Reducing its emote cost to 2 will make it better to use, and the lower stun count is a way to balance that. Reducing its effectiveness on deadbreath serves to make the worst templar banner (radiant banner) better. FURIOUS FLAMES & BOUND ARMAMENT [Furious Flames change] [Bound Armament] Old: [Bound Armament] New: Reasoning: The barring of Templars from throwing their weapons willingly is incredibly silly. The reality of this spell is that it is downright BAD without the ability to throw your weapon. Why would a templar spend two emotes recalling their weapon and risk dying, when they could just take out their other weapon- going against the very essence of this magic? This change means that a Templar is able to reuse their javelin every four emotes, which is twice as bad as just having more than one javelin. The main utility this would provide is to use the Templar's own personal weapon (ST mat let's be real) as a throwing weapon, which was the original utility. DAUNTLESS CHARGE Old: New: Reasoning: Dauntless Charge is a spell that has no clear identity. It was first written and submitted by xMuted to be a chasing tool, but the end result was a gutted version of that, which is a poor version of its intended use. This rework of the spell shifts its meaning from a chasing tool to be insead an engaging tool. This rework also shines more light on the horse-theme of Malchediael, which is his symbol animal. VIGOROUS BLOW Old: New: Reasoning: Vigorous Blow is the bread & butter damage-type spell of the magic, which rarely gets used and feels unrewarding. 9 times out of 10, it's simply better to just walk over and hit someone for 3 emotes instead of charging a spell to do the equivalent of one swing. This change, effectively, means that should a Templar go without being disconnected for the charging of this spell (for reasons such as being wounded or breaking their focus), their third attack will be stronger, while your opponent will still be able to defend themselves from it. BLESSED BANNER: RADIANT BANNER Old: New: Reasoning: Least used and the worst banner needs a little love. With the nerf of Fervent Flare against Deadbreath, this banner should serve to be an upgrade for it.

I think rebound as a spell is very hard to balance it's either the most broken thing ever, or entirely useless depending on your matchup
