  1. Guards being able to determine if a fight within the city is RP or PVP is absolute garbage!

AGiantPie I think you don't see the prospects of having just simple classifying cases where it would revert from the hands of an individual or parties decision on weather a situation be PVP or RP, and it be determined by the guard. As mentioned previously if someone is wanted or Exiled I believe that is a situation deeming the guard to have the power to make the decision between RP or PVP; or if someone continuously returns to the city causing trolly RP and starting riots etc I believe that is another situation where that is an applicable default decision to be made by the guard or guard force. That isn't complicated in any sense, simple and easy to understand by any player. So I say your argument is made invalid.

@UnBaed The only way I can see this going  to far would be a guard randomly walking around and randomly attacking people without reason and claiming they get to choose combat methods because they are guards...

There are situations where a guard would not be the direct defender in combat and would have to instead instigate the combat due to the other party committing a crime. Such as someone trying to break into a house and a guard coming across them and instigating combat. They should still get to choose because technically they are defending their settlement against those who commit crimes.

I disagree with why it would be dumb.

There are still such things as misunderstandings, where a guard could believe someone is breaking a law when they really aren't, @Penguin .
