I feel like this wouldn't be beneficial to the server. Any Billy Bob off the street could write a minor-evil application with reasoning stated: "So that my character can escape from jail."

Jailing people is rare roleplay as is, it shouldn't be so unrewarding for those placing the people in jail. Then there'd just be too many murders. o-o

It wont ever be a minor evil, as I said to you in ts earlier. So I don't see the reason for this.

Mhh... depends on what type of jailbreaking. If he didn't do anything but was arrested, and the door is open... why not?

If he has to picklock, break something, and was guilty, major evil.
