Shade as though a light source is being put unto the skin. Darkjames does that type of thing well. Look at his newer skins for inspiration. He also uses PS.
I usually would do shading for ripples in clothing. With hair I just turn on the shading tool and mash shift on and off to switch between light and dark. Overall I try and make the middle of the hair lighter and the outside darker if I can.
