In most cases yes. They just have to work harder at it. as you must keep in mind, Mali'aheral is a way of life, not as much as a race, like say dark elf is. As, if you aren't mali'aheral you are an impure elf...just an elf. (Or one of the subraces, but that isn't what i am referring to)
