    Isn't the rules for a countdown to a pvp fight is both sides must say they are "ready" before a out of party member can count down from 5 before actual pvp begins?

      You have to be ready, say you are ready for PVP to initiate and must not be intentionally delaying.

      Generally speaking, if they say "One second." Then its fine to just wait for them to like plugin a mouse or something.

      Both sides must say they are ready before Pvp can start. If someone is stalling, ask for a reason. If they keep stalling screenshot the conversation and modreq for a GM, as usually people stall for their friends to meta team 6. If they metagame, screenshot even more and you'll have evidence for a BR. In general, though, don't start counting down and start Pvp until all sides are ready and state they are ready, it's not worth getting ban reported yourself.
