Failing to 'resolve the situation' does not inherently discredit a ban report. If someone has blatantly broken rules it doesn't really matter whether you settle it or not, they should be banned. The 'settling it' bit is for the situations where it's not cut and dry that someone was breaking rules or if they didn't mean to break rules and are willing to work it out/compensate the victim. If someone's hacking, for example, it's not necessary.
