    FOREWORD

    The Duchy of Adria, most commonly called Adria, is an entity that has existed throughout the ages. The current leader of Adria is Duke Heinrik I Sarkozic, at his side exists the Council of Orel, each councilor leading a specific sphere.

     

    Adria was first founded in the 14th century, arguably reaching its prime and fall in Ves in the 17th century. Despite the way it fell in Ves, there are many who still fondly remember the time of Adria and Ves. Adria mostly welcomes all races, as long as they cause no trouble.

     

    GOVERNMENT

    The government of the Duchy of Adria is rather unique, as it is ruled by a Duke, who is elected by a special duma, whose electors are the leaders of the various leaders of the Karovic houses.

     

    The Duke of Adria is accountable to the Franciscan Articles, a legal document which details the laws, privileges and bylaws of the Duchy and the Duke. The Duchy of Adria is considered feudal elective, oftentimes called a ‘Dumacracy’ either way, Adria has a unique government as the Duke-elect has the liberty to do much himself, but some things require the approval of the duma, such as; declaring war or the creation of new taxes.

     

    THE DUCAL DUMA

    The Duma is an assembly of estates tasked with carrying out judgement on matters pertaining to the Duchy. It consists of two representatives from every demesne within the Duchy, and the City of Velec has four representatives. The head of the Duma is the Chancellor, appointed by the Duke and who by all means is his representative, including in the Duma. The Duma has the final say on laws, wars, alliances, and treaties.

    THE FREE CITY OF VELEC

     

    Between the temperate eastern coast and sky-biting peaks of the Arentanian Alps, the tips of the Blackwoods’ many conifers hide the settlement of Velec. Grown organically from the various refugee camps established after the Acrean rebellion, the town stretches lazily through the valley of the Reden river. Its fields are sown in the fertile ground low down and its relatively humble ducal palace, St. Emalyne, reigns above it on rocky cliffs. Between these two limes, the various districts of the town were erected.

    Franciscan Square
    The bustling heart of the town. It’s where you will find the town hall, the all-important tavern; The Basking Turtle and the marketplace, where you’ll find many diverse stores and stalls, each selling a variety of goods, such as; baked goods, books, potions, ingredients and of course armour and weapons! Finally, the aviary and bank are found in the Franciscan square just by the town hall.

    Lil’ Raev
    The timber-built quarter of Velec is mostly reserved for the Host of Saint Arpad. The architecture there is remarkably Raevir, hence the name; Little Raev. The quarter has a handful of stalls, a blacksmith and Saint Waldo’s boarding house where weary travellers might get themselves a drink, some food and a good bed for the night and continue to explore Adria the next day.


    Church District
    Just past the bridge from Franciscan Square is the Church district which contains the Church of Our Mother of Paradisus, an attached graveyard and a few houses easily capable of a large family. Further east lies the festival grounds.


    Foundry District

    The district that houses all the industry and artisans in Velec. Here you’ll be able to find a lumber mill, the ‘iron will’ forge, and the famed cannon foundry. Otherwise, there are elegant houses in the area, which all sport at least four floors. Right by the gate is the Hospital of Saint Catherine, which also houses the Saint Catherine’s Medical Society. Inside the hospital is what is expected. Opposite the Hospital, one will find Ser Tybis’ Bastille, the home of the Greycloaks, Adria’s first line of defence and law enforcement. The large area has a sizable training field, stables and a barracks, which are off-limits.


    Varoche District
    Heading in the opposite direction, south. One will reach Varoche district, the well-to-do quarter inside the city and the rural outskirts around St. Catherine’s Gate. Beginning with past the walls, the estates there are reserved for those well-off, two prime examples being the namesake of the district the Varoches and then the Alderbergs. The outskirts are the majority of timber and hay. The places of interest there are the Boring Boar and the hunters guild.

    GUILDS

    With serfdom eliminated from the City of Velec and only a few landowners in Adria, many citizens turn to the guilds, each specializing in a craft or trade. As members of the guilds, citizens are afforded special privileges and protections under their guild.

     

    As of writing this there exist six guilds; the Cooks, merchants, smiths, medics, hunters and apothecaries & alchemists guilds. Each of the guilds have a unique history and way of operation, but they all wish to participate in the Adrian society and develop its economy.

    MILITARY SERVICE

    In a bountiful land such as Adria, there are bound to be problems that arise which require a firm hand to resolve. It is the Greycloaks, the ducal retinue, which see to the protection of the free city and its citizens. They are entrusted to keep the peace and often venture out of the safety of the city to face the threats head-on! Becoming a Greycloak is easy, one must merely speak to the Marshal. Candidates need not have prior experience, the capable officers will rise to the task and train the new Greycloaks.

    CIVIL AND COURT SERVICE

    There can be no doubt that no city or fiefdom can be led by one man or woman. The free city of Velec is no different, the leader of Velec is elected by popular vote every four years, named the Maer. The Maer then appoints capable stewards and clerks, to help in the running of a bustling city. To keep the Maer in check are the Aldermen, elected and selected members of the city’s population.

     

    The first one will without a doubt see when entering the city, is Saint Emalyensburg, the ducal keep. The ducal household requires servants of all types to see to the proper function of the keep and household. In the keep exist smaller administrative offices, such as the Lady Concierge, Lords and ladies-in-waiting, which include specific titles such as; the Court Screamer, bard and vintner. Many find purpose and fulfillment in these humble offices.

Verily had the Mother Church been good to him and his people. To further thank Us, the King granted us possession over the municipality of Florentine, which existed as a free city in the past in Oren but had since become largely abandoned.

     

    The City of Florentine will hereby be the direct possession of the Supreme Pontiff, to be administered as the Pontificate sees fit. It is Our endeavour to see the near-empty city restored to life so the merchants and artisans can live a peaceful and virtuous life without the fear of war at their borders.

     

    We invite all those who fled the city or are without a home to come to Florentine and participate in its restoration and development. Let it also be known that the Pontificate seeks qualified citizens to assume leadership offices in the city.

     


    SECTION V - REAFFIRMING OF DEUTEROCANONICAL TEXTS

     

    Many years ago the deuterocanonical status of various texts was brought into question. These texts are; the Aengulica Hierarchia, the Proverbs of Exalted Godfrey, the Hymn of Owyn and the pearl and finally the Book of Availer. The Pontificate had brought up these books for discussion during the Ecumenical of 1891, yet not much was achieved then. We then investigated these books ourselves.

     

    The Aengulica Hierarchia which was translated by Father Seraphim of Lora in 1773, achieved deuterocanonical status during the reign of Saint High Pontiff James II and has for that reason been found to be deuterocanonical.

     

    The Proverbs of Exalted Godfrey were translated by Father Humbert. Having been approved as deuterocanonical by Blessed High Pontiff Daniel VI, whose reign lasted from 1720 to 1737, it wasn’t published until the assumption of the Immaculate Throne by Saint High Pontiff James II in 1753. If there was doubt before, let it be known now that the Proverbs of Exalted Godfrey are deuterocanonical.

     

    The Hymn of Owyn and the Pearl is claimed to have been authored by the Saint High Priests Clement and Evaristus, later to be translated by Father Otto of Jorenus in the mid-1740s. It details the travels of Exalted Owyn, but by the author's own words is believed to have little to no historical significance. To Our knowledge, this text was never proclaimed deuterocanonical and must be examined further by a committee.

     

    Finally the Book of Availer whose author is the Wandering Wizard, Availer. Before the Scroll of Gospel it existed as the early history of the Descendant races. Naturally, the Gospel is more complete, but the Book of Availer is still an important book as some of our beliefs to this day are said to originate from this book. This book has been a subject of discussion since before Our Pontificate and must be examined further by a committee soon.

    The Holy Order of Deacons formed soon after the formation of the Canonist Church and has always existed as a step below the priesthood. When first created the diaconate was a transitory rank, one held a specific time before being ordained a priest. We must admit that the order is one of the least well-known, yet also wish to stress it should not be underestimated, for it is just as crucial as the role of a pastor. The diaconate consists mostly of married men and women with full-time careers, as all Canonists are called, the deacons serve with a unique authority and humble power.

     

    You might be wondering, having read that the diaconate exists mostly of married men and women with full-time careers of their own, what the tasks of the average deacon are. In the simplest of terms, the deacon is the assistant of a priest in a certain diocese. A deacon may receive the blessing of his superior to perform sacred ceremonies in their absence, and as a requirement before being proclaimed, one needs to maintain a virtuous life with no public notoriety.

     

    It is up to the aspiring deacon’s spiritual superior to educate them further on what it means to be a deacon in person, and We strongly urge any interested Canonists to reach out to their diocesan priests. Our reason for writing this Encyclical, however, is a desire to set a specific set of rules for the diaconate so that all deacons, as well as Our ordinaries, may properly and without hesitation perform their functions. These rules, in accordance with Our wish, can be found below.

     

    I.

    §1. Once approval of the Holy See has been obtained, it is within the power of each Minister within their own diocese to approve and ordain candidates to the diaconate

    §2. The diaconate may not be conferred before the completion of the twenty-first year.

    §3. Candidates must be trained for the diaconal office and put to a test and will be educated to live a completely Virtuous life and be prepared to fulfill their functions.

    §4. Candidates enter acolyteship, much like priests, where they will receive a mentor, once the mentor is satisfied with the candidate's knowledge, they may be tested.

    §5. Older men and women, single or married, can be called to the diaconate. The latter is not to be admitted unless there is certainty not only about the spouse’s consent but also about their blameless Canonist life and that those qualities will neither impede nor bring dishonour to the spouse's ministry.

    §6. Let care be taken that deacons do not exercise a profession which in the judgement of the local minister is unfitting or impedes the function of the sacred office.

     

    II.

    §1. Any deacon who is not a member of a religious family, must be enrolled in a diocese.

    §2. The bishop must issue proper sustenance to the deacon and their family if married.

    §3. The diaconate has been authorized by the Supreme Pontiff to attend such functions:

    1. Assist the bishop and priest during sacred ceremonies
    2. To administer baptism solemnly
    3. In the absence of a priest, to assist and bless marriages in the name of the Holy Mother Church by direction from the bishop or pastor.
    4. To administer and to officiate funeral services
    5. Reading from the Holy Scrolls during sacred ceremonies
    6. To preside at the worship and prayers, when the priest is not present
    7. To carry out in the name of the Church, the duties of charity.
    8. To guide in the name of the parish priest and bishop remote communities.
    9. Promote and sustain the Canonist activities of laymen.
    10. Any other functions directed by the deacon's superior.
    11. All these duties must be carried out in communion with the bishop and his presbytery.

     

    III.

    §1. Those deacons that serve the Church, must abstain from all vice and endeavour to be pleasing to God. For this reason, they must surpass all others in the liturgical life, in the love for prayer, in divine service, obedience, charity and chastity.

    §2. Deacons must not neglect their studies, particularly the Sacred Ceremonies. In such a way that they can explain God’s virtue to the rest and daily become more capable of instructing and strengthening the minds of the Canonists.

    §3. The diaconate is bound to show reverence and obedience to the bishop; the bishop should in God, highly esteem the deacons and love them with the love of fathers.

    §4. If for just reason the deacon for much time lives outside his own diocese, he should willingly submit to the supervision and authority of the local minister.

    §5. Let the deacon exercise their diaconal ministry under the authority of the bishop

    §6. Sacramentally all deacons are equal. However, they are ranked and served by seniority according to their ordination.

    §7. As with bishops and presbyters, there exists a hierarchy. Only to be elevated by the deacon’s own ruling bishop.

    1. A senior deacon of a cathedral or leading church may be appointed protodeacon (first deacon) and claims precedence when serving with other deacons, regardless of the date of ordination. 
    2. The chief deacon who is attached to the bishop is named archdeacon.
    3. Both positions assume responsibilities, such as finance, secretarial duties, the training of new deacons and priests, etc.
    4. Protodeacons and archdeacons are both permitted to wear a burgundy-coloured Skufia.
    5. Protodeacons and archdeacons are permitted to be ordained priests but remain permanent deacons.

    §8. Revisions, innovations and addendums to these norms may be decreed by the Supreme Pontiff ad hoc or by a diet of bishops.

     

    IV.

    §1. Deacons are permitted to wear a black cossack with a cincture or band cincture around the waist.

    1. The local custom will also have to be observed in the matter of apparel.

    §2. For Sacred Ceremonies, the deacon is vested in either the dalmatic or sticharion, depending on local customs and religious family.
    §3. Deacons are styled appropriately as ‘The Reverend Deacon’ or ‘Deacon’ with the name following after. It is acceptable and common to use the first name, rather than the last name.

    1. Deacons are only ever called ‘Father’ if they are also ordained priests, in such cases full titles being ‘The Reverend Father Deacon’ or ‘Father Deacon’ with names following after.

     

    After issuing these regulations, We desire from Our heart that the deacons in performing their functions will follow the rules laid out. The Pontificate orders that what has been established by “motu proprio” valid, all things to the contrary notwithstanding.

Yet when myself and Cardinal Viktor went to Petra some years ago to do exactly that, we were not welcomed at all, in fact we felt ill treated to say the least and unwelcomed.

     

    This event does not mean we have a disdain or hatred for the good Petrans, in fact we wish to improve relations and settle priests there. But the fact of the matter is that we will force no priests to a place they do not want to be, and allow them somewhat to choose their own mission. And so far we have no priests willing to settle in Petra, wishing to tend to the Canonists elsewhere. We have learned however that there are two new acolytes from Petra. They shall be watched with great interest

     

    We gladly accept constructive criticisms and wish to improve the religious health of all Human princedoms."

  11. In the Montfort Residence deep within Karosgrad, the High Pontiff received the news of the summit. Slowly Pontian's face contorted from a smile into a frown. He had had many long conversations with Lord Ledicort Vuiller regarding this threat and had even urged what allies the Church had and its own forces to join together to face this threat of evil!

     

    Yet after all this, he and his allies remained unmentioned and uninvited. This was sadly something the Pontiff had become accustomed to, a sigh escaped him and he returned to work on the new Atlas of Saints, a true masterpiece in his eyes.

    Often do We think about our youth, how We spent time in the imperial capital, escaping from Our mother’s grasp to explore the Orenian countryside, completely alone and learning of Oren’s past. We truly believe these experiences made Us the man We are today. We explored the remnants of Esbec, where once Our family had housed itself. We had a calling for the unknown, the old. It was around the same time We met Cardinal Fiodor, a man We much admired and who mentored Us in Our youth. Not long after meeting the Father We found the Church calling Our name, why exactly We came to this conclusion We have never quite been able to answer, but in the end We are delighted to serve God and His Church.

     

    Not long after becoming the acolyte of the Father Fiodor, he ascended the Immaculate Throne and became known as High Pontiff Tylos II, later to be enrolled into the list of the Blessed in the Seven Skies. Quickly after We completed our studies and joined Providentia, our superior clergyman being Venerable Father Francis. It was here We found a mission for Ourselves, something to do that furthered the goals of the Church. The Emperor of Oren, Philip III had been excommunicated, and this act did not make it easy for a young clergyman in Oren; the Church of the Canon was seen as hostile and most Orenians did not approve of the Church’s actions, at the time We did not understand the whys and hows, yet in hindsight, it was the best choice Our predecessors could have made. 

     

    We busied Ourselves, attempting to preach to those who would listen and celebrate the sacred ceremonies that only a select few approached Us to perform, gladly too We did. The prefecture of Providence had also decided to lock a few of the interior doors to the Basilica, disallowing the clergy from using the entire temple. Realizing this We dispatched letters to the diocesan coadjutor, Henry Herring, a government official appointed to oversee church affairs in Oren. Our communications to the man went well and he seemed all too eager for us to cooperate, but alas he disappeared and all progress seemed lost. Around the same time We too were elevated, but to become Archbishop and Cardinal of Albarosa, happily We accepted, but with the Metropolitanate empty, as Cardinal Francis had passed from disease some time earlier (God bless his venerable soul), it left Us to handle both dioceses until a replacement for the good Father Francis was found. We made a survey of the Albarosan territories, speaking to the nobles and people that would listen to us, so We could gauge how Canonism was received in the region. It went better than expected.

     

    With the disappearance of this diocesan coadjutor We soon replaced him on the Prefectural Committee of New Providence, permitting Us to open the doors to the Basilica for all the Canonist faithful once more.

     

    We did not want to tell Our life story within this letter, but it felt vital to impart some of Our own experiences to better tell you, Venerable Brethren, of Our concerns. We fear that Our brothers have become idle without a mission of their own. Furthermore, We believe that this is because Our Ordinaries believe that they cannot commit themselves to the community they shepherd.

     

    We believe this unwise and an unwarranted assumption from the past. Clergymen should and must be involved in the affairs of the secular, to a balanced degree. One should not have the aspirations for secular titles, but instead to help the Virtuous in one's community and further Canonist goals. We have once served in the New Providence prefecture and in a similar manner and as a result believe that Our ordinaries should become a cog in the greater machine of the secular. Not for the sake of ambition or glory for oneself, but for the glory of God. 

     

    We are not implying that the Venerable Brethren must become members of municipal governments, but rather that they need to make use of their hands; open a store, learn new arts, go on adventure, and most importantly take the time to teach their flock of His Virtue as is right.

     

    We write this because, though We fear not for the future of the Holy Mother Church, which has Our Lord as its stalwart protector and shall undoubtedly withstand the test of time as it has many times over, We do have the belief that the presence of active clergy within their communities will see the Holy Mother Church, and the Canonist Flock, to a better future in the many days ahead.

Marriage remains one of humanity’s most holy sacraments, inspired by the example of the Exalted Horen and Saint Julia, and yet, after close investigation and discussion with both spouses, We have come to the conclusion that the union between Harald Leon Vernhart and Eryane de Rosius-Valens cannot continue.

     

    Therefore, We hereby declare the union of Harald Leon Vernhart and Eryane de Rosius-Valens to be dissolved on the grounds of abandonment on the side of the female spouse. It has, in this instance, become clear to Us that the marriage will not now nor ever be fruitful for the two, seeing as the wife walked out.
