Covering the document is a thick slab of leather, imprinted with two thick, brightly covered words "Pease Read" Malinor is Failing Our city has, after a time of unity, fragmented. Our guard is, per usual, not as effective as it should be. What we have done is, in simple terms, not working. Change must be made, and it must be drastic. I believe that, readers, the majority of you know this. I write this not as a naysayer, but to propose a change. Something I believe will save our nation, and our people. Government Our government is bogged down in positions with no real job, and a distortion of power so great that a specific task is watched over by everybody, or nobody. This needs to change. The High Council is my first subject. It is too large. The position of a high prince (or princess) is not needed, and only causes bias (or, in its absence, claims of it). Instead of a position for any person of any importance, I propose three positions - one to manage the affairs of each subrace of the Mali. A Mali'ame to function as the overseer of the Wood elves, an Aheral for his kin, and a Ker for his. These three will function as the ''leaders' of their people and managing the livingspace of these people (Lenniel for the Mali'ame, for example). For matters involving the entirety of Malinor (A leader of the military, or such), a vote is held between the three. If this vote is inconclusive, it is turned over to the lower council, and then a popular vote by the people of Malinor as a last resort. The Lower Council should also be restricted. Instead of being a title for a public worker, it should function as an internal body. Lower Council positions should be based on subrace, and population. (More Ker lower council if the Dark Elver population is higher, for example). Perhaps one position for every assigned amount of active residents of the race. This Lower Council will function as a governing body for the specific subrace, and as a larger, merged voting body if the High Council cannot make a decision. Finally, lawmaking. For decisions affecting the nation as a whole, the three members of the High Council will vote. If one subrace's lower council does not support their High Councilman's vote, a 2/3rd's majority by them can overturn it. If the HC vote is unable to reach a verdict, the lower council of all three subraces will vote as one on the issue. If this is also inconclusive, the vote will be left to the public. These, city wide laws will usually be on external matters. War, Military, Trade and the like. Internal, subrace lawmaking, is done by that race's HC member, and that race's LC. These laws can be any decisions, such as regional banishment (A man banished in the wood elven areas is not automatically banished from the other two), to new labor quotas. To pass such a thing, the Lower Council must have a 1/2 majority and the HC's vote, or a 1/3rd majority without it. The City ((Horribad Paint Skills Incoming)) The problem we've always had is that our 'town square', the place where are people gather to meet, is at the edge of the city. This creates an environment where the homes closest to this side will be most valuable, and those not able to claim them will be forced to live in a portion of the city that is empty and desolate, encouraging them to move. A system as I have documented would solve our current land-issues, with our Mali'ker and Mali'ame largely fleeing to their own towns. The centralized town square would put the guard in a place with easy access to any portion of the city. The three racial districts would give each race the isolation it desires to develop its culture, but without costing the city their presence. What's more, the design is open to expansion, with a simple new wall needed to open new space to whoever needs it. Please, tell me what you think of my ideas, what your own are. Plus, the mali'ame already went off to make a new settlement. It is led by an abusing, vile mage of sorts, but at least they are trying to get back to their roots, like respecting the Aspects, and nature, and such. That in itself is admirable." This, is why we can't have nice things llir." he states with a single nod, "Let us all just ignore this like we ignore everything else and move on with our lives, we're not dying as such a steady rate to cause extinction, nor are we doing so well as to be boring and stable; what we have now is a funny kind of balance, that I personally enjoy to such an extent as to stop by every now and again. With that small speech out of the way, he strides off, flicking his hair from his face and walking into the forests, coat tails flapping in the wind. "When peace returns to Malin's forests and the criminals stay dead, we will return. When our culture and our respect for nature is preserved and not disregarded, we will return. If we wish to resolve the problems faced within Malinor, the resolution is not through further division. The color of one's hair and skin, nor their height or build ought to divide us. We are the descendants of Malin, each and every one of us. Until we cease our needless division, our internal strife will continue. Unify the descendants of our King and ancestor Malin once more, and follow the path he set for us. With this, our problems will fade, and for this reason, your plan is doomed to fail. Power should be given based upon merit and one's willingness to sacrifice, not the pigment of their skin. The note is left unsigned, the user walking off rather quickly. One supposes the degenerates would think similarly to ourselves in that they will not be effectively represented by the pure-born. Though our guiding hand would none-the-less be far better for them." He looks at the letter and for some reason has some paints with him. After looking around for guards, and awaiting the passing of some, he quickly makes a few changes to the map drawn on the parchment, and writes a quick few notes. "Malinor is no longer for a long time the home of the elves. Those of human and dwarven and even kha kind walk through it's streets. They are normally those that do not attack others, as they came to Malinor in hopes of finding peace. Humans that have escaped Oren because of fear of bandits, dwarves exiled because of beliefs for nature, kha that just travel. The clerics walk your streets, protect it normally better than the guard force, yet they do not have a place for their guild in Malinor. I have made a slight change in the map, yet I still believe in the town square, it should be the place for the guilds to stay. And I advise rotine manditory checkups to those guildhouses, as normally those are used to store weapons and armor which would not be legal in town, or to store unholy goods.
