The Lenniel Compact

THE GOVERNMENT OF THE CONCLAVE OF MALIN, in order to promulgate further unity amongst its integral and sovereign territories, does issue the following reaffirmation of the loyalty of the civil government of the cities of Lenniel and Darkhaven, with special privileges and rights reserved to them for their continuing cooperation within the nation.

PROVISION I

On the participants of this compact and their obligations.

 

  • The National Government of the Conclave of Malin

    • Shall recognize the unique cultural heritage of the cities of Lenniel and Darkhaven, and provide where necessary in legal statute for the preservation of their history and way of life.

    • Shall grant to the cities of Lenniel and Darkhaven the status of “Special Administrative Province,” a designation they shall hold in trust from the National Government of the Conclave of Malin until such a time that they renounce it.

    • Shall provide external protection to the Special Administrative Provinces of Lenniel and Darkhaven where necessary, and shall provide internal protection on the request of their Council.

    • Shall not allow officials of the Magistrate to enter the Special Administrative Province of Lenniel or the Special Administrative Province of Darkhaven.

    • Shall grant the Special Administrative Province of Darkhaven an adjudicator on the Tribunal of Malin, to act as their sole official representative to the National Government of the Conclave of Malin.

    • Shall grant the Special Administrative Province of Lenniel an adjudicator on the Tribunal of Malin, to act as their sole official representative to the National Government of the Conclave of Malin.

    • Shall grant to the Special Administrative Provinces of Lenniel and Darkhaven the right to create their own laws by whatever method they just most correct, and shall respect such laws provided they do not conflict with the legal authority of the Tribunal of Malin or other official bodies or entities of the National Government of the Conclave of Malin.

    • Shall provide for the maintenance of order in and defense of the Special Administrative Provinces of Lenniel and Darkhaven as any other territory of the Conclave of Malin.

  • The Civil Government of the Special Administrative Provinces of Lenniel and Darkhaven

    • Shall, in recognizing the importance of unified elven nation, renounce and forsake any claim to or desire for historical or contemporary separation from such a nation, and shall never again refer to itself or any successor entity as the “Talonnii Confederacy,” the “Talonnii Union,” the “Talonnii City-State,” or any other title which shall imply or embrace historical legitimacy of independence.

    • Shall enforce the rendition of magical criminals to the capital city of the Conclave of Malin, and shall renounce any claim to the right to try or punish such criminals.

    • Shall not conduct business, trade, or diplomacy with the national or subnational governments of any foreign nation except with the express and particular permission of the Justiciar of Malin.

    • Shall maintain their own guard force for the enforcement of internal civil laws, and will accept the authority of the Tribunal of Malin to supercede the local laws of any city.

    • Shall recognize the particular cultural institutions of the Conclave of Malin as pluralistic and inclusive, and shall not declaim or attack such institutions.

K0ltira, better known as Kaldo, signs the document swiftly, running his fingers through his luxurious hair that far supersedes Kalameet's hideous mane.

The Dove Druid sighs wearily as she goes to read over the document, very seriously considering striking out all reference to 'Lenniel' and rewriting it as 'Leanniel'.

 

After a moment of pause she picks up a pen, and points to one of the sections.

 

Shall not conduct business, trade, or diplomacy with the national or subnational governments of any foreign nation except with the express and particular permission of the Justiciar of Malin.

 

"We did not agree to that."

 

After a brief discussion with the other council members of the Talonnii Confederacy, she begrudgingly signs her name as, "Dove Druid Elorna Lle'hileia."

Goroth frowns as he reads over the document and shakes his head,

 

"Again with unnecessary uniting… They can get what they want and make it so much simpler."

 

The dark elf then grabs his quill and writes down.

Willow raises a brow as she looks over the document "I don't see the need for this document. The Mali'peoples of Talonnii voiced and voted their opinion. This is barely changing our current state, besides wrongfully submitting to the stewpot Nation. If the Conclave were to call for our aid, no matter our relations, We would heed their call and send aid, as the Conclave has done for us several times, even if it were for their own purposes. I see this document as an underhand way of trying to gain power over us indirectly. What's more, who is to say that you would enforce your own policy? You see the Talonnii as weak and call us ununified. Yet Kalameet's ruling with an iron fist and land-hunger means little to me. Let us carry on our peaceful ways. I will not submit. If war arouses, then so be it. The Conclave will forever be remembered as hypocritic rebels to my knowledge of the descendants of Malin." She releases a light, pent up sigh as she finishes her mini-speech.

 

Willow lowers her quill to the document, signing in an odd dark green ink.

 

T is not for Tyranny, it's for Talonnii. Denied.

Sathoro Shadeleaf yawns as he glances over the document, shrugging before pulling a Sathoro and simply putting his signature down.
