Council of Thanes

 

In the decline and eventual absence of the previous government, the Triumvirate, the Adunian people have deemed it to be a failure and have so forth conglomerated to abolish this former atrocious state. Under the previous state, the collapse of the infrastructure of Adunia along with the near disintegration of the entire Adunian people occurred due to the negligence of the former government. Henceforth, the Adunian people have decided to reinstitute the Council of Thanes to rule over it’s great people in the absence of a true Lord. Said council will rule over all matters that incorporate and include the Kingdom of Adunia until the Council of Thanes have established a new Lord to rule over the Kingdom, which the members of the Council of Thanes deem to be proper, successful, and competent to rule.

Responsibilities of the Council of Thanes

 

All legislation made by the Lord of Adunia must be brought before the Council of Thanes before enactment of legislation. However, the Lord does not need any sort of approval from the Council of Thanes. In certain cases, if the Council of Thanes find it necessary, they may hold a vote to nullify legislation after two elven weeks of its passing with the approval of at least five of the six thanes.

In the absence of a Lord the High thane proposes legislation to the Council of Thanes and will enact the laws in stead of the Lord. In order for legislation to be passed in the absence of a Lord, the High Thane requires the majority of support from the rest of the Thanes.

 

During the reign of a Lord, each Thane will have responsibilities appointed to them by the Lord under their jurisdiction of position entitled to them as a Thane. A Thane may not enact legislation without the full approval and signature of the Lord nor can they propose legislation to the Lord unless it falls under their jurisdiction of responsibility.

In the absence of a Lord, the Thanes take on full responsibility of their jurisdiction as defined by later articles as seen fit. However, in the case of enacting legislation, they must first bring it to the High Thane before the High Thane may propose it to the Council of Thanes.

 

A removal of a Thane is allowed without the consent of the Council of Thanes by the Lord of Adunia without discretion. When a Thane is removed, he is relinquished of all duties and responsibilities entitled to him, forthwith, unless reinstated by the Lord of Adunia.

In the absence of a Lord, a Thane may be removed by the unanimous support of all other Thanes of the Council. However, the High thane must first propose the removal of a Thane of the Council before a vote can be held.

 

Responsibilities of Thanes

 

High Thane:

The High Thane presides over the Council of Thanes at all times. His powers vest him the second most powerful man in the realm and answers only to the Lord. In the case that the Lord might not be available, he will take on full responsibilities of the Lord until his return.

In the absence of a Lord, the High Thane rules over the Council of Thanes and proposes and passes legislation as he sees fits, along with the majority support of the Council. During this time, he also takes the Lord's stead as the head of all military affairs along with the High Marshal.

 

The High Thane’s jurisdiction revolves around the entirety of the jurisdiction of each and every member of the Council of Thanes. He is the superior to each Thane in the council and is responsible for each Thane in their individual jurisdiction.

 

A High Thane may only be removed of his position through resignation or direct removal by the Lord of Adunia.

In the absence of a Lord, the High Thane may be removed forcefully by the support of the Adunian people, in its entirety.

 

The High Thane’s jurisdiction also presides over all foreign affairs and diplomatic events in accordance with the Lord.

In the absence of a Lord, the High thane takes over all authority for the Kingdom of Adunia when dealing with foreign entities, including entities within the Kingdom itself.

 

High Marshal:

The High Marshal overlooks the military forces of Adunia and is the highest command of all armed forces of Adunia below the Lord.

In the absence of a Lord, the High Marshal is second in command to the High Thane.

 

The High Marshal dictates the drills, organization, and hierarchy of any armed forces within the Kingdom of Adunia. In the enactment of an official military force, it is the High Marshal’s responsibility to aid the Lord in the creation and institution of  this military force. In the case of the absence of a Lord, the High Thane will aid the High Marshal in the creation of the military force.

 

The High Marshal’s jurisdiction is the upkeep of all armed forces and must ensure the organization and complete prowess of the all soldiers or forces of the Kingdom of Adunia are at top capabilities as is possible.

 

The High Marshal may create a personal counsel to aid him and advise in military matters as he sees fit. However, these advisors hold no power unless directed so by the Lord and in the absence of a Lord, by the majority of the Council of Thanes.

 

The High Marshal aids the Lord in any sort of military affair and in the absence of a Lord, the High Thane.

 

High Steward:

The High Steward presides over all economic and managerial affairs of the Kingdom of Adunia.

 

The High Steward overlooks all economic matters within the Kingdom of Adunia along with those outside of the Kingdom of Adunia that concerns the Kingdom, such as trade.

 

The High Steward manages all civilian and non-civilian settlements within the Kingdom of Adunia in accordance with the Lord.

In the absence of a Lord, the High Steward has full responsibility to upkeep all settlements and any sort of land held by the Kingdom of Adunia in full, along with the aid of the High Thane.

 

The High Steward may appoint Stewards to aid them in overlooking settlements and land within the Kingdom of Adunia along with the approval of the Lord.

In the absence of a Lord, the High Steward may appoint Stewards with the approval of the majority of the Council of Thanes.

 

High Justiciar:

The High Justiciar overlooks all legal matters within the Kingdom of Adunia or concerning it. The High Justiciar acts as a judge in any trial that concerns the well-being of the Kingdom.

The High Justiciar may also appoint Justiciars with the approval of the Lord to preside over smaller matters in his stead.

In the absence of a Lord, the High Justiciar may appoint Justiciars with the approval of the majority of the Council of Thanes.

The High Justiciar aids the Lord in any sort of legal matters that might occur and in the absence of the Lord, they will aid the High thane.

 

Archfather:

The Archfather presides over all religious activity within the Kingdom of Adunia regarding the Old Faith. The Archfather is to be held as the utmost knowledgeable in the ways of the Old Faith and is deemed to the most zealous.

 

The Archfather acts as a guide of the Old Faith to the Lord so as to make sure he stays true to the faith.

 

The Archfather has all powers and capabilities given to him in religious views as concerning the creation of Fathers and Sons into the Old Faith.

 

Lore-Keeper:

The Lore-Keeper provides over all things concerning the history and record-keeping of the Kingdom of Adunia. He acts as the personal scribe to the Lord and the Council of Thanes, if need be.

 

The Lore-Keeper is expected to be the most knowledgeable when it comes to the lore of the Kingdom of Adunia.

He shrugs, walking off.
